Abstract

Environmental-based tourism development has become an important strategy for promoting local economic growth while ensuring the sustainability of coastal ecosystems. One form of environmentally based tourism with considerable potential is mangrove forest tourism. This study aims to analyze the governance of mangrove forest tourism in Ogomolos Village, Mepanga District, Parigi Moutong Regency. This study employs a qualitative-descriptive approach to provide an in-depth understanding of mangrove tourism governance. Data were collected through observation, interviews, and documentation. The analysis is based on the Destination Management Organization (DMO) framework proposed by Sheehan & Ritchie (2005), which includes the aspects of coordination of tourism stakeholders, destination crisis management, and destination marketing. The results indicate that the management of mangrove forest tourism in Ogomolos Village involves collaboration between the village government and the Tourism Awareness Group (Pokdarwis). The village government plays a role in policy formulation and budget support, while Pokdarwis is responsible for the operational management of the tourism area, maintaining environmental sustainability, and supporting tourism activities. However, the governance of the tourism destination has not yet been optimal. This is due to weak coordination among stakeholders that has not been formally institutionalized, the absence of an adequate destination crisis management system, and limited destination marketing strategies that have not yet fully utilized digital media.

Abstract

Incumbent candidates often possess advantages over newcomers in elections, particularly in name recognition, campaign resources, and experience. However, these advantages do not always guarantee victory, especially when voters are dissatisfied with the incumbent’s performance. This study aims to analyze the modalities of incumbent candidates and elected members of the Palu City Regional House of Representatives (DPRD) in the 2024 election using a qualitative method with a case study approach, based on four dimensions of capital, economic, social, cultural, and symbolic. Data were collected through in depth interviews, observations, and documentation. The findings reveal that political success is not solely supported by economic, cultural, symbolic capital, or structural positions. Success is more strongly determined by the effective management of social capital, as well as the ability to build trust and closeness with the community. The failure of incumbents in this study reflects a lack of adaptation to social dynamics and suboptimal management of social relations in response to changing conditions, while the success of new candidates highlights the importance of a strong social base and responsive communication strategies. These findings underscore the need for political actors to focus on communication strategies and strengthening constituent relationships rather than merely relying on material resources or structural positions.

Abstract

Digital transformation in government through the Electronic-Based Government System (SPBE) has become an important strategy for improving effectiveness, efficiency, transparency, and service quality. The success of digital transformation is not determined solely by the availability of technology, but also by governance capacity, which includes the government’s ability to manage institutions, human resources, technological infrastructure, information security, and integrated financial support. This study aims to analyze the governance capacity of the Regional Government of Banggai Regency in supporting digital transformation. This study employs a qualitative approach using a literature study method by analyzing various policy documents, government reports, scholarly articles, and other relevant secondary sources. The findings indicate that the governance capacity of the Regional Government of Banggai Regency is relatively strong, as reflected in its 2024 SPBE Index score of 3.58, categorized as Very Good. This achievement is supported by Banggai Regent Regulation Number 65 of 2023, the SPBE Coordination Team, Banggai Smart City, Banggai Command Center, and the Satu Data Banggai program. Nevertheless, several weaknesses remain in the aspects of SPBE governance and management, particularly regarding ICT audits, monitoring and evaluation, information security, the equal distribution of digital competencies among civil servants, system integration, and budget limitations. The findings of this study show that the success of digital transformation is strongly influenced by institutional coordination capacity and organizational learning capability, thereby broadening the perspective of governance capacity in the study of local government digital transformation.

Abstract

This study aims to examine the procedures and criteria applied in determining the level of disaster emergency status and its potential escalation to national disaster status in Indonesia. The study draws on the context of the earthquake, tsunami, and liquefaction disasters that struck Palu City seven years ago. It employs three principal models that illustrate authority relationships among national, provincial, regency, and municipal jurisdictions within the framework of intergovernmental relations in Indonesia. The study also seeks to understand the dynamics of intergovernmental relations operating at both structural and behavioral levels by adopting Deil S. Wright’s conceptualization of intergovernmental relations, with particular emphasis on an in-depth examination of the Coordinate Authority Model. The findings reveal distinct boundaries among levels of government in the procedures and criteria used to determine disaster status. Central and local governments are connected not only through formal coordination mechanisms during periods of disaster escalation but also through a profound degree of interdependence in determining emergency status. Under certain circumstances, this interdependence generates bureaucratic tensions among governmental actors and levels of authority.
