Abstract

This study aims to analyze (1) the vagueness of the norm in Article 27 A concerning defamation affects freedom of expression (2) how the vagueness of the norm in Article 28 Paragraph 1 concerning the spread of fake news impacts freedom of expression in the digital era. This study uses a normative legal method. The object of this study is Law Number 1 of 2024 concerning Amendments to Law Number 11 of 2008 concerning Electronic Information and Transactions. The results of the study indicate that (1) the vagueness in Article 27 A concerning defamation can lead to violations of the law, because its interpretation is subjective. This can cause fear for individuals or groups to express opinions or criticism in the digital space, because of the threat of unclear sanctions. (2) Article 28 Paragraph 1 which regulates the spread of fake news also shows vagueness in the definition of "information that surrounds" or "is detrimental," which can risk curbing legitimate criticism of the government or certain policies, given the very broad scope and interpretation that tends to be subjective.

Abstract

The limited number of halal-certified poultry slaughterhouses in Indonesia represents a critical bottleneck in strengthening the halal supply chain. Empirical evidence shows that small-scale slaughterhouses often lack halal certification due to low technical capacity, inadequate facilities, and weak managerial systems, which undermine halal traceability and increase compliance risks. This community service aims to strengthen the halal supply chain by enhancing capacity and facilitating halal certification for a poultry slaughterhouse group in Jambi City, selected due to its strategic role as a local supplier and its low initial readiness for certification. This program applied a Participatory Action Research (PAR) approach involving 19 participants, including slaughterhouse workers and managers. Activities were conducted over three months, including needs assessment, halal regulation socialization, technical training, slaughter practice, development of Halal Product Assurance System (SJPH) documents, facility improvement, and certification mentoring.The results show measurable improvements. Participants’ knowledge increased from an average pre-test score of 52.3 to 81.6 in the post-test, and all participants obtained halal slaughterer training certificates. Two SJPH documents were successfully developed, including halal policies, SOPs, and monitoring forms. Facility improvements included the separation of clean and dirty areas, provision of sanitation equipment, and improved production flow. By the end of the program, two business units had applied for halal certification, and all participants met the initial administrative requirements

Abstract

Pengelolaan keuangan yang efektif merupakan kompetensi fundamental dalam upaya peningkatan kesejahteraan masyarakat, khususnya di wilayah pedesaan yang mayoritas penduduknya bekerja pada sektor informal dan pertanian. Meskipun program literasi keuangan telah diimplementasikan di Provinsi Jambi, pelaksanaannya cenderung terpusat pada masyarakat perkotaan atau kelompok formal, sehingga belum sepenuhnya menyasar masyarakat pedesaan dengan karakteristik sosial-ekonomi yang berbeda. Pengabdian ini bertujuan untuk meningkatkan literasi keuangan praktis masyarakat Desa Pematang Gajah, melalui pelatihan yang disesuaikan dengan konteks sosial budaya setempat. Metode yang digunakan adalah pendekatan partisipatif yang mencakup tahap persiapan, survei awal, pelaksanaan pelatihan interaktif, diskusi kelompok, simulasi pencatatan keuangan, dan evaluasi berbasis umpan balik peserta. Subjek kegiatan terdiri atas ibu rumah tangga, pelaku usaha mikro, petani, dan pekerja sektor informal dengan pendapatan yang fluktuatif. Kegiatan ini menghasilkan peningkatan dalam pengetahuan terkait konsep dasar keuangan, pengelolaan utang secara bijak, serta penerapan metode sederhana seperti sistem amplop. Selain itu, teridentifikasi perubahan perilaku ke arah manajemen keuangan yang lebih terencana, disiplin, dan berorientasi pada efisiensi. Temuan ini mengindikasikan bahwa pendidikan literasi keuangan berbasis konteks lokal berpotensi menjadi strategi efektif dalam memperkuat ketahanan ekonomi rumah tangga masyarakat pedesaan.
