Abstract

This study analyzes the implementation of One-Stop Service (OSS) or integrated services in the Personnel and Human Resources Development Agency (BKPSDM) Jambi City. OSS is an alternative public service that is considered capable of answering several public services problems for both external and internal government organizations. This research uses a qualitative method, collecting primary and secondary data. The data analysis was carried out by qualitative descriptive, meaning that the collected data was filtered and then analyzed descriptively by the team until a conclusion was obtained regarding the issues found. This study indicates that, since it was implemented for the internal Jambi City Government employees in 2018, OSS at BKPSDM has provided satisfaction to employees. This sense of satisfaction indirectly impacted employees' service performance in all lines of public services in Jambi City. This indirect impact can be seen through the effectiveness of the services and the achievement of the service objectives. This study democratically provides essential public service delivery in Jambi City. This study emphasized in putting the customer first, providing service democratically instead of adopting many e-government innovations.

Abstract

This article discusses forms of legal responsibility regarding violations of humanitarian principles in humanitarian law against the treatment of prisoners of war in Abu Ghraib prison in terms of the Geneva convention of 1949. Legal liability is an obligation that arises from violations committed by individuals or the state because they are considered contrary to the law or conventions. applicable. This article uses a normative juridical method with the main source being legal materials containing normative legal rules. The results of the discussion of this article show that the principle of state responsibility related to human rights violations is realized by taking legal action against individual perpetrators and providing compensation to victims and is regulated in the Geneva Conventions. Second, the United States is responsible for the provisions stipulated in the Geneva Conventions of 1949 concerning violations of humanitarian principles by bringing to justice the perpetrators who have violated humanitarian principles through the United States military court.

Abstract

Kerinci is one of the regions in Sumatra with a strong matrilineal culture. This is reflected in the customs that place the role of women more dominant than men as contained in kenduri Sko ceremony activities. This research aims to see how the role of women contained in the traditional ceremony of Kenduri Sko. This study is a qualitative descriptive study that seeks to explain the representation of matrilineal culture through the role of women in the indigenous upara Kenduri Sko. The results showed that the dominance of women in the largest ceremony for Kerinci society, Kenduri Sko, was very dominant. It is seen from the role of women as dayangs in the series of "mendingin" rituals, women also become the main actors in the "iyo-iyo" dance. Women become parapatoh presenters to recall the heirlooms of ancestors who became the main purpose of the Kenduri Sko ceremony.

Abstract

This study aims to see the effectiveness of financial assistance provided to political parties in order to realize party independence in Jambi Province. The presence of political parties is a consequence of the choice of the political system and form of government adopted by a country. Political parties have a central function as components in a democratic country like Indonesia. Political party financial assistance is deemed necessary to be given to political parties to carry out their functions, so that they are independent and free from personal interests. This research is a qualitative research conducted through in-depth interviews and described descriptively. The results showed that although the organizer of the aid in this case was the national and political unitary body of the Jambi Province, it had implemented regulations in accordance with the procedures, but the distribution of financial assistance was hampered due to the presence of parties that did not follow the procedures. Collective disbursement of aid is the cause of delays in the distribution of financial aid and leads to the ineffective use of financial aid funds by political parties as an effort to realize the independence of their parties.

Abstract

Halal is an important concept that facilitates and simplifies the consumption of food and beverage products, particularly for Muslim consumers. For a Muslim consumer, halal foods and drinks mean that the product has met the Shariah law requirements, whereas for a non-Muslim consumer, it represents the symbol of hygiene, quality, and safety when produced strictly under the Holistic Halal Assurance Management System. As a result, today's consumers are extremely concerned and are constantly conscious of what they eat, drink, and use. Muslim and non-Muslim consumers' awareness describes their perception and cognitive reaction to products or foods on the market. According to the study, developing Halal is a communally obligatory (fardhu kifayah) for Small Medium Enterprises (SMEs) and a personally obligatory (fardhu ain) for Muslim consumers. The Indonesian government has already recognized the importance of SMEs by implementing various policies and action plans, as well as introducing Halal-related programs to assist SMEs.

Abstract

This study aims to provide a semiotic analysis of the Indonesian halal logo issued by the Halal Product Assurance Agency (BPJPH) of the Republic of Indonesia. The elements in the logo are considered to have messages per an institution's vision, mission, soul, and personality as well as Halal Logo. his study uses a semiotic analysis method to determine the meaning of the halal logo. This research study found that the Indonesian halal logo represents the shape of Gunungan and the Surjan or Lurik Gunungan motif on wayang kulit in the shape of a pyramid, pointing upwards. The shape of the Gunungan and the Surjan or Lurik Gunungan motif form Arabic calligraphy consisting of the letters Ha, Lam Alif, and Lam in a series to form the word Halal, and the Surjan motif, which is also called piety clothing, contains deep philosophical meanings.

Abstract

This research analysed the process of the supply chain of natural rubber between Tauke (collectors) and farmers and between farmers who have their rubber plantation and their tapper labour, with the institutional political economy analysis in Batanghari Regency, Jambi province. The research was descriptive research with a qualitative approach. This research used in-depth interviews with particular informants with purposive sampling and participative observation methods in certain activities. Data that had been obtained was analysed and qualitatively described. This research found that the collectors still overpowered the supply-chain process of natural rubber in the Batanghari Regency – trader, both at the village, sub-regency, and Regency levels. Other institutions, such as the auction market and crumb rubber factory, were located only in particular locations, so they were not accessible to the whole farmers in the Regency. As a result, several channels of marketing systems made different prices from what the farmers got. Institutional marketing indeed could be implemented. It has been proven by institutions such as auctions, joint venture groups, and other groups. Besides, some non–economic aspects can affect the way price parameter changes in the supply chain process, and they are; institution characteristics, marketing channel, and patronage relationship between farmers and traders. Batanghari Regency government should re-examine their plantation regulation about the marketing mechanism until the lowest level, villages. The government should have encouraged a mutual understanding among farmers so that similar efforts could occur elsewhere.

Abstract

This paper discusses the influence of socio-cultural construction on women's political representation in Jambi Province. Women continue to be underrepresented in the public sphere, particularly in politics. In three districts in Jambi Province, namely Merangin Regency, Kerinci Regency, and Sungai Penuh City, there is no representation of women in the 2019 election results. This study was carried out using a descriptive quantitative method, which began by mapping the indicators of socio-cultural construction. According to the findings, 225 people out of 300 respondents stated that they did not vote for female legislative candidates in the 2019 election due to the strong patriarchal culture in the three districts, as well as the lack of popularity of female candidates due to their lack of activity in public spaces thus far. Another factor is women's low participation in party membership; political careers are viewed as more appropriate to pursue if they begin as partisan party cadres.

Abstract

The purpose of this study is to discuss the responsiveness and transparency of the Yogyakarta City government in handling complaints in the 2013-2019 period. This study uses the theory of responsiveness and transparency in the delivery of public services. The research method used is qualitative with a case study approach. The results of the study show that the responsiveness and transparency of the Yogyakarta City government in handling complaints has not been maximized. In terms of responsiveness, it is indicated by the existence of complaints that have not been followed up by the government and the discovery of complaints that have the wrong destination (wrong address). Then, the Yogyakarta City government also has not created effective communication to coordinate resolving complaints involving several agencies/SKPD. Meanwhile, from a transparency standpoint, the Yogyakarta City government does not provide indicators of complaints that can be followed up by the Yogyakarta City Government. So that this causes the community not to know the criteria for complaints that can be followed up by the Yogyakarta City government.
