Abstract

This research aims to analyze the performance of the Professional Certification Institute (LSP KP) for Marine and Fisheries during the period of 2019-2023. The performance of the LSP KP is measured based on indicators such as the number of certifications issued, the pass rate of competency test participants, and the level of stakeholder satisfaction. Data was collected through surveys, interviews, and related document analysis. The analysis results indicate an improvement in performance regarding the number of certifications issued; however, there are still challenges in service quality and the efficiency of the certification processing time. This research also identifies the factors that influence the performance of LSP, such as the availability of resources, the competence of assessors, and regulatory policies. The main conclusion of this research is that although the performance of LSP KP has improved, further enhancements are needed to reach higher standards. Recommendations are made for strengthening the capacity of assessors, improving infrastructure, and refining operational procedures. The implications of these recommendations include an improvement in the quality of certification and industry trust in LSP KP, which can ultimately contribute to enhancing the competitiveness of the workforce in the maritime and fisheries sector.

Abstract

The global fisheries supply chain remains vulnerable to opaque recruitment, worker-paid fees, unclear contracts, forced-labour risks, and limited access to protection, particularly for migrant fishers. This international community service activity aimed to transform lessons from the Regional Workshop on Strengthening Compliance and Addressing Labour Issues in the Fishing Sector Supply Chain into academic knowledge, teaching materials, and initial recommendations for fair and ethical recruitment from a Sharia Human Resource Management perspective. The activity was implemented through professional participation, knowledge transfer, and structured reflection at Eastin Grand Hotel Sathorn, Bangkok, on 4–5 June 2026. The beneficiaries include lecturers, students, Islamic economics academics, human resource practitioners, employers’ associations, fisheries companies, recruitment agencies, worker organisations, policymakers, and communities concerned with labour migration and worker protection. Data were drawn from the institutional assignment letter, workshop agenda and materials, participatory notes, photographs, panel discussions, official documents, and relevant literature. A reflective-thematic analysis was applied through information reduction, thematic grouping, interpretation, cross-checking, and integration with Sharia principles. The activity produced a labour-issue map, a matrix linking international recruitment standards with amanah, ‘adl, ṣidq, transparency, hifẓ al-nafs, hifẓ al-māl, hifẓ al-‘irḍ, and maslahah, as well as academic dissemination materials and follow-up recommendations. The findings indicate that international labour standards and Sharia ethics share a common orientation toward transparency, prevention of harm, protection of dignity, and sustainable business. The activity contributes a reflective framework rather than statistical generalisation and provides a basis for teaching, research, policy briefs, and future stakeholder engagement.

Abstract

Emerging economies face increasing pressure to accelerate progress toward the Sustainable Development Goals (SDGs) while confronting structural financing gaps and uneven technological capacity. Sustainable finance frameworks have expanded rapidly in these regions, yet their effectiveness depends increasingly on the integration of digital innovation capable of enhancing transparency, efficiency, and financial inclusion. This study aims to analyze the synergistic interaction between sustainable finance instruments and digital technologies, and to assess how such integration supports SDG achievement in emerging economies. A mixed-methods approach was employed, combining policy analysis, secondary financial data, and stakeholder interviews across selected emerging markets. Findings reveal that digital platforms—such as blockchain-based reporting, mobile financial services, and AI-driven risk assessment—significantly strengthen the governance and scalability of sustainable finance initiatives. The results further show that digital innovation enables more accurate impact measurement, broadens access to green financing, and improves capital mobilization for sustainability projects. The study concludes that the convergence of sustainable finance and digital innovation creates a transformative pathway for accelerating SDG progress, particularly in economies facing institutional constraints. Strengthened regulatory alignment and cross-sector collaboration are essential to maximize long-term developmental outcomes.

Abstract

Indonesia's fisheries sector plays a strategic role in food security, employment, coastal livelihoods, exports, and sustainable blue economy development. However, fisheries workers and fishing vessel crews remain exposed to informal employment relations, occupational safety risks, limited social protection, weak monitoring, and vulnerability to labor exploitation. The ratification of ILO Convention No. 188 through Presidential Regulation No. 25 of 2026 strengthens the normative basis for fisheries labor protection, yet its implementation requires sustainable compliance financing. This study aims to develop a Green Waqf-ILO C188 framework that integrates Islamic Social Finance with decent work and fisheries labor governance. This research uses a qualitative conceptual approach based on systematic literature review, policy analysis, and thematic synthesis of academic literature, institutional reports, regulations, and policy documents published mainly between 2020 and 2026. The findings show that zakat, waqf, green waqf, sadaqah, and blended Islamic social finance can support occupational safety, ethical recruitment, social protection, emergency assistance, and digital governance. The novelty lies in integrating Islamic Social Finance, ILO C188, decent work, SDG 8, SDG 14, ESG, and sustainable blue economy within one conceptual policy framework.
