Abstract

The problem of stunting is an issue of concern because it involves the sustainability of human resource development and needs to be protected. The results of the Indonesian Nutrition Status Survey 2019-2022 stated that Palangkaraya City continued to experience an increase in stunting rates. Objective: To explain the efforts made by the Palangkaraya City Government to prevent and handle families at risk of stunting from a social protection perspective. Methods: This research uses a descriptive qualitative research method with an inductive approach. The data collection techniques used by researchers are interviews, observation, documentation, and data triangulation. The theory used is the Social Protection Theory by Sabates Wheeler-Deveureux (2007). Results: The DisdaldukKBP3APM of Palangkaraya City is constrained by recording and collecting stunting data that is not yet explorative and integrative, as well as constraints in sharpening interventions for families at risk of stunting in Palangkaraya City. Conclusion: The conclusion is that DisdaldukKBP3APM of Palangkaraya City has pursued various promotional, preventive, protective, and transformative programs well in preventing and handling families at risk of stunting.

Abstract

Penelitian ini bertujuan untuk menganalisis bagaimana proses kolaborasi lintas sektor dibangun serta mengidentifikasi faktor-faktor yang mendukung dan menghambat efektivitas kolaborasi di Kabupaten Muara Enim. Teori yang digunakan untuk mengkaji penelitian ini adalah Teori Collaborative Governance yang dicetuskan oleh Ansell dan Gash. Dalam proses pengkajian peneliti menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data yakni wawancara, observasi, dan dokumentasi. Hasil kajian yang peneliti lakukan pada penelitian ini didapati bahwa eksklusivitas masing-masing sektor dan kondisi sumber daya yang berbeda, yang dipertemukan dengan objek masalah pada penelitian ini yakni ODGJ terlantar, menjadi faktor utama dalam mendorong adanya suatu tindak kolaboratif antara masing-masing sektor dalam menangani masalah ODGJ terlantar ini. Namun disamping faktor pendorong tersebut, masih ditemukan faktor penghambat seperti pengalokasian dana dalam penanagan ODGJ terlantar ini oleh masing-masing sektor dan adanya permasalahan dasar seperti sulitnya upaya mengendalikan kondisi emosional dari pengidap saat diamankan serta belum ada SOP khusus dalam hal penanganan masalah ini. Masalah-masalah ini dapat menjadi faktor yang mengganggu kelancaran tindak kolaboratif antar sektor yang akan dilaksanakan. Maka dari itu, perlu adanya perhatian khusus oleh masing-masing sektor dalam menghadapi masalah ini agar tidak menjadi kendala berkepanjangan dalam upaya kolaboratif yang dilaksanakan dalam penanganan ODGJ terlantar itu sendiri. Kata Kunci: Kolaborasi; Kolaborasi Pemerintahan; Penanganan Orang dengan Gangguan Jiwa.

Abstract

This Community Service (PKM) aims to increase understanding, legal awareness, and community capacity in maintaining public order and public peace, as well as community protection (Trantibumlinmas) in Ampenan District, Mataram City. The background to this activity is based on the still low level of public understanding of regulations, the less than optimal role of the Community Protection Unit (Satlinmas), and the lack of community participation in maintaining environmental security, especially in heterogeneous communities such as immigrant communities. The activity implementation method uses a participatory and educational approach through socialization, interactive discussions, community mentoring, and activity evaluation. Data collection techniques are carried out through observation, interviews, documentation, and literature studies. This activity involves the community, village officials, community leaders, youth, and Satlinmas members as the main actors in the implementation of Trantibumlinmas. The results of the activity show an increase in community understanding of the Minister of Home Affairs Regulation Number 26 of 2020, increased legal awareness, and growing community participation in maintaining environmental order. In addition, the role of Satlinmas also shows improvements in aspects of early detection, environmental security, and social mediation at the village level. Thus, this Community Service Program (PKM) activity contributes to strengthening the synergy between the community, government, and the Public Order Agency (Satlinmas) in creating a safe, orderly, and conducive environment. The resulting recommendations include the need for continuous strengthening of the capacity of the Public Order Agency (Linmas) and an enhanced community-based participant approach to the implementation of the Public Order Agency (Trantibumlinmas).
