The purpose of this study was to identify and analyze the value and function of noken as local wisdom/culture of the Baliem Community; the role of noken as a creative economy for Baliem Indigenous Women and the opportunities for noken in tourism development. The research method is a qualitative method including ethnography, in-depth interviews, Focus Group Discussions (FGD) and case studies. The results of the study indicate that the value of noken in the life of the Baliem Community is a cultural symbol that cannot be separated from everyday life and is maintained from generation to generation. The philosophy of noken is a symbol of good life, love of peace, and fertility for the Community. Noken as a creative economy development is carried out through 1) empowering local communities to increase family income and have an impact on community welfare. 2). Innovation as a solution to survive in the face of competition in the development of the creative economy for the sustainability of the existence of noken in the future. 3). Noken has global marketing opportunities with high value 4). The sustainability of noken in the development of the Creative Economy requires the support of the Jayawijaya Regency government.

COMPUTER BASED ADMINISTRATION MANAGEMENT TRAINING FOR TULIMA VILLAGE OFFICE OFFICIALS. Administrative management at the Tulima Village Office has so far not been optimal in computer use. This is due to a lack of understanding of computers, as well as a lack of infrastructure in the office. Based on the identification of these problems, the Unaim Yapis Wamena community service team conducted training to provide understanding and knowledge related to the importance of using computers in administrative management. Thus, it will benefit from the ease of managing village administration. The methods used are socialization, practicum assistance, and evaluation. The service was carried out at the Tulima Village Office as Partners consisting of 15 participants. The results of the community service show that Tulima village officials have understood and followed this training activity well. 12 of the 15 participants in this training proved to be able to operate computers well, were able to make letters with Microsoft Word, make tables of incoming and outgoing mail, and simple financial reports. Some of the supporting factors for the implementation of thisactivity include the full support of the Tulima village officials, the openness of the officers about their inability to use computers so that they are easily identified to provide material, as well as the participation and cooperation of the lecturer team. The inhibiting factor for this activity is the limited laptop facilities so it is still not optimal in practicum assistance.

The widespread circulation of drugs in the community and the magnitude of the adverse effects and losses, both economic losses and social losses caused by it, have opened awareness from various circles to drive a "war" on drugs. In this study, several data collection techniques was used: Documents; used to examine existing data in the form of journal policy documents and books related to the research theme, as well as in-depth interviews and in analyzing the data SWOT analysis was used. The result of the study indicate that drugs control is not optimal. This is due to the lack of knowledge, skills, and attitudes possessed by the Narcotics Investigators in dealing with drugs crime cases. The inhibiting factors of efforts to improve the ability of investigators of the Narcotics Investigation Unit are external environmental factors as opportunities as well as threats, including: political, socio-cultural and technological factors. The inhibiting factors for drugs control efforts in Jayawijaya Regency are internal environmental factors as strengths as well as weaknesses, including: human resources, budget, facilities and infrastructure and communication factors. In order to suppress drugs criminal acts, the efforts that need to be carried out in overcoming drugs crimes in Jayawijaya Regency are: a.The existence of regional government policies to formulate drugs crimes prevention regulations; b.The policy of Jayawijaya Government in forming the Regency Narcotics Agency; c. Increasing the role of community leaders and religious leaders and NGOs involvement in suppressing drugs criminal acts; d. Maximizing socialization on every opportunity either formal and informal to overcome the drugs crimes; e. Increasing the availability of the budget in financing the addition of narcotics criminal acts adapted to regional conditions; f. Increasing the availability of human resources in quantity and quality; g. Improvement of adequate facilities and infrastructure; h. Coordination between agencies involved; and i. Increasing cooperation and communication in the prevention of drugs crimes.

Penelitian ini bertujuan untuk mengetahui kinerja Dinas Perpustakaan dan Arsip Daerah Kabupaten Jayawijaya.Adapun lokasi penelitian yang penulis pilih adalah Dinas Perpustakaan dan Arsip Daerah KabupatenJayawijaya kemudian jenis penelitian yang digunakan penelitian kualitatif, teknik pengambilan sampel yang digunakan adalah purposive sampling dengan jumlah informan 5 orang, instrument penelitian pada penelitian ini adalah Observasi Langsung, Wawancara Mendalam dan Dokumentasi. Sedangkan untuk alat analisis data yang digunakan dalam penelitian ini adalah Reduksi Data, Penyajian Data, Verifikasi Data, danTriangulasi. Hasil penelitian menunjukkan bahwa Dinas Perpustakaan dan Arsip Daerah Kabupaten Jayawijaya, adalah fasilitas kantor yang sudah disiapkan belum bisa memenuhi, karena masih banyak judul buku yang belum tersedia. Keterbatasan tenaga yang terkadang menjadi sulit untuk dijalankan sesuai dengan program yang sudah direncanakan.Untuk menumbuh kembangkan kesadaran masyarakat bagaimana merubah pola hidup masyarakat dilakukan berbagai cara antara lain dengan membawa buku-buku. Kesadaran masyarakat pentingnya meningkatkan minat baca masyarakat agar lebih sering meminjam dan membaca, maka banyak mendapat pengetahuan sehingga memiliki wawasan yang luas.

Perekonomian Kabupaten Jayawijaya Tahun 2018 telah memasuki tahapan normal dengan pertumbuhan ekonomi daerah yang semakin kuat. Peningkatan kinerja ekonomi ini didukung baik oleh kondisi perekonomian nasional maupun kondisi perekonomian regional Papua yang terus membaik. Selain itu, berbagai faktor regional dan lokal seperti kondisi sosial dan keamanan yang semakin kondusif juga turut mendukung sehingga harapan pelaku ekonomi ataupun investor asing di daerah ini semakin membaik. Diakui bahwa kondisi perekonomian Kabupaten Jayawijaya ke depan masih menghadapi sejumlah tantangan, baik karena belum membaiknya kondisi infrastruktur ekonomi daerah maupun karena dampak perubahan kondisi eksternal perekonomian nasional akibat tidak stabilnya harga minyak dunia dan tidak stabilnya perubahan nilai tukar mata uang asing. Dalam penelitian ini menggunakan metode pengumpulan data dalam rangka penghitungan angka inflasi di Kabupaten Jayawijaya adalah dengan melakukan survey. Teknik Analisa data dalam menghitung tingkat Inflasi dapat dihasilkan dengan menghitung Angka Indeks Harga dengan metode Relatif Harga. Distribusi pendapatan mencerminkan kemerataan atau ketimpangan pendapatan penduduk di suatu daerah. Indikator yang sering digunakan untuk mengetahui kemerataan atau ketimpangan distribusi pendapatan adalah Indeks Gini dan kriteria Bank Dunia. Kriteria Bank Dunia mendasarkan penilaian distribusi pendapatan atas pendapatan yang diterima oleh 40% penduduk berpenghasilan terendah. Hasil penelitian menunjukkan bahwa Rata rata Inflasi di Kabupaten Jayawijaya sampai dengan bulan oktober tahun 2018 sebesar 0,22, NTP di kabupaten Jayawijaya pada bulan oktober 2018 sebesar 102,30, Kontribusi terbesar terhadap NTP adalah sektor tanaman pangan, Ratio Gini Kabupaten Jayawijaya sebesar 0,2638 dan masuk kategori Ketimpangan pendapatan rendah, Hasil perhitungan ratio gini memberikan hasil yang sama dengan kriteria yang ditetapkan oleh bank dunia. Sedangkan Pendapatan penduduk hampir dikeluarkan lebih tinggi untuk kebutuhan makanan.
