Abstract

The importance of English as a lingua franca requires students to master English. However, many students still cannot speak English, especially those who live in a country where English is a foreign language. For example, Indonesian students still face numerous problems in learning English, especially speaking. Hence, this study aimed to determine the factors that influence students' speaking performance from teachers' and students' perspectives in learning English speaking to assist students in overcoming difficulties in learning to speak English. Utilizing a survey, a total of one hundred eighty-nine students (n=189) and six teachers (n=6) in SMAN 1 Sape participated in this study. The main research instrument used was a questionnaire. The results showed that the teachers' and students' perspectives on speaking performance were quite similar. Regarding the problem of speaking performance, teachers and students agreed that (1) students were worried that making mistakes was the biggest problem and (2) they were shy to speak English. Moreover, in dealing with factors that influence speaking performance, teachers and students agreed that the highest factor was 1) lack of confidence as they were not familiar with English, (2) lack of time for preparation, and (3) lack of motivation to speak.

Abstract

This study aims to identify and determine an appropriate Sharia-compliant financing scheme that meets the needs of the marine and fisheries sector in Maluku. Given this sector's significant potential to support the regional economy, it still faces challenges in accessing financing. The study uses the Analytic Hierarchy Process (AHP) and the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS). The analysis results indicate that the five main criteria in selecting Sharia financing schemes are profitability, risk, Sharia compliance, accessibility, and social impact. Through TOPSIS, mudharabah and musyarakah financing schemes were identified as the best alternatives meeting these criteria. The study also found that business actors in Maluku’s marine and fisheries sector still require improved financial literacy in Sharia finance to fully leverage existing financing opportunities. Sharia financing schemes such as qardh hasan and ijarah are also deemed essential, especially to support small and medium enterprises (SMEs) needing low-risk capital access. This study is expected to contribute to the development of the marine and fisheries sector in Maluku by promoting more effective and sustainable use of Sharia-compliant financing schemes.

Abstract

Maritime development in the Indonesian archipelago faces structural challenges, particularly in obtaining inclusive, sustainable, and locally suitable funding in Maluku. To address these issues, Islamic financing system is considered as a potential alternative to conventional system, using instruments based on Maqasid al-sharia principles. This study aims to evaluate five Islamic financial instruments focusing on productive Waqf, Mudharabah, Ijarah, Musyarakah, and Sukuk, in supporting the development of maritime regions in Maluku. We used MCDA with AHP and TOPSIS methods to evaluate these instruments. The evaluation criteria were economic feasibility, Sharia compliance, risk management, social support, and environmental impact. The results rank instruments, with productive Waqf being the most effective, followed by Mudharabah, Ijarah, and then Musyarakah and Sukuk being less suitable. The study reveals that productive Waqf is at the top due to its non-commercial nature, community participation, and reaching marginalised groups. Mudharabah is considered good for micro and small businesses with profit-sharing. Ijarah is for financing assets without ownership transfer. Musyarakah and Sukuk are less flexible for coastal communities. The findings of this study highlight that Islamic financing systems have an essential role in guiding decision-making in the maritime development.

Abstract

This study develops a financial literacy–based strategy to mitigate illegal investment risks in vulnerable coastal communities using a Financial Vulnerability Index (IKF) and a Multi-Criteria Decision-Making (MCDM) approach integrating AHP and TOPSIS. Conducted in three Central Maluku villages, the IKF combines economic vulnerability, financial literacy, and access to finance. Findings show Wailulu and Asilulu as highly vulnerable (IKF > 0.90), while Tulehu is more resilient. AHP-TOPSIS results rank community-based training as the most effective strategy, followed by local media literacy and fishermen cooperative engagement. These findings validate the Community-Embedded Literacy Delivery Model (CELDM), highlighting the effectiveness of localized, participatory approaches. The study informs inclusive and adaptive financial literacy policies targeting high-risk populations.
