Abstract

Penelitian dilakukan berdasarkan data kecelakaan lalu lintas pada ruas jalan H. T. Rizal Nurdin. Hasil analisismenunjukkan faktor penyebab kecelakaan terbesar adalah kecepatan tinggi sebesar 53,6%, kurang konsentrasi 36,6%, kurang antisipasi 5%, dan tidak jaga jarak 2,4%. Tingkat kecelakaan lalu lintas terbesar yaitu kecelakaan berat 48,8%, sedang 34,2% dan ringan 17%. Berdasarkan jenis pengguna jalan terlibat kecelakaan yang tertinggi adalah sepeda motor yaitu 62,3% mobil pribadi 11,7%, pejalan kaki 9,1%, truk 5,2%. Berdasarkan jumlah korban luka ringan (LR) berada paling tinggi yaitu 39,2%, meninggal dunia (MD) 33%, dan luka berat (LB) 27,8%. Konflik kecelakaan yang sering terjadi adalah depan–depan (D–D) 44%, depan–belakang (D–B) 31,7%, depan–samping (D–S) 12,2%, samping–samping (S–S) 7,3% dan tabrak beruntun (T – Br) 4,8%. Menurut waktu terjadinya kecelakaan persentase terbesar terjadi pada malam hari (18.00 – 24.00) 40,6%, siang hari (12.00 – 18.00) 38%, pagi hari (06.00 – 12.00) 19% dan dini hari (00.00 – 06.00) 2,4%. Menurut hari terjadinya kecelakaan hari sabtu merupakan hari paling tinggi yaitu 22,5% kemudian hari selasa 17,5%, senin 12.5%, rabu 12,5%, kamis 12.5% dan minggu 4%. Upaya penanggulangan kecelakaan lalu lintas di lokasi daerah rawan kecelakaan yaitu: Pada Km 04 + 500 upaya teknis dan upaya non teknis.

Abstract

Efforts to empower the people of Parsalakan Village, West Angkola District, South Tapanuli have provided knowledge, awareness and full power to the people of Parsalakan Village, West Angkola District, South Tapanuli in achieving change to become a more independent society. This research uses qualitative methods, where the researcher is the key instrument. The data collection technique is carried out using triangulation (combination), the data is inductive, and the research results are focused on the core or meaning and not globally. Based on the place of implementation, this research is field research and literature. If viewed based on its use, this research is applied research. The research results show that creative economy-based community empowerment activities have gone through: 1) The creative economy-based community empowerment process is carried out through activities for making creative economy products in Parsalakan Village, West Angkola District, South Tapanuli, which includes implementation stages. 2) There is potential for natural resources, human resources and business potential in Parsalakan Village, West Angkola District, South Tapanuli, proven that the community is able to utilize and develop local potential. 3) By forming community groups, it will be easier to mobilize community empowerment, such as fishermen groups, GAPoktan, and others. 4) Community participation occurs by providing awareness. 5) Training has been provided, even in 1 year 4-5 times training. The hope is that after receiving training the results can be developed with their group friends.

Abstract

Pertumbuhan kendaraan yang pesat berdampak pada meningkatnya beban lalu lintas yang berakibat pada penurunan kualitas jalan. Penelitian ini bertujuan untuk menganalisis jenis dan tingkat kerusakan jalan serta dampaknya terhadap pengguna jalan dan lingkungan di Jl. Ompu Raja Sori Kota Padangsidimpuan, serta menentukan upaya penanggulangannya. Metode yang digunakan adalah metode Bina Marga dengan pendekatan kuantitatif deskriptif. Data diperoleh melalui survei lapangan sepanjang 1 km dengan lebar jalan 3 meter.Hasil penelitian menunjukkan bahwa total luas kerusakan jalan sebesar 777,85 m² dari total luas jalan 3000 m² dengan nilai persentase kerusakan sebesar 25,93% yang termasuk kategori kerusakan sedang. Jenis kerusakan yang dominan adalah lubang, retak menengah, retak pinggir, dan pelepasan butiran. Dampak yang ditimbulkan meliputi peningkatan risiko kecelakaan, ketidaknyamanan pengguna jalan, serta penurunan kualitas lingkungan. Upaya penanggulangan yang direkomendasikan adalah pemeliharaan rutin, perbaikan drainase, serta peningkatan struktur perkerasan jalan.

Abstract

The flash flood that struck Garoga Village, Batang Toru District, South Tapanuli Regency, North Sumatra, on November 25, 2025, was one of the most severe hydrometeorological disasters in the region over the past three decades. The disaster caused 43 fatalities, displaced hundreds of residents, and cut off road access for 23 days. Studies indicate that the disaster was triggered by severe ecological degradation in the upper Batang Toru Watershed, including 72,938 hectares of deforestation between 2016 and 2024 and the absence of an integrated watershed monitoring system at the village level. This community service program aimed to implement a WebGIS-based Integrated Watershed Management Information System (SIMDAST), develop a participatory spatial watershed database, and strengthen community capacity in watershed monitoring and flood preparedness. Activities included field surveys, hydrological data collection, Sentinel-2 land cover mapping, WebGIS development, and participatory training involving 20 participants. SIMDAST was successfully implemented with five functional modules. Spatial analysis identified 138 hectares of critical land requiring rehabilitation, while forest cover remained only 31% of the watershed area. Furthermore, 87% of participants were able to operate the system independently, with knowledge scores increasing by 114.7%. SIMDAST proved effective in supporting community-based watershed management and improving flood preparedness.
