Abstract

In the digital era, governments are expected to adopt information technology to improve the efficiency, transparency, and public participation in service delivery. Tangerang City, as one of the regions implementing the Smart City concept, faces challenges in e-Government implementation, such as low digital literacy, frequent staff rotation, and limited infrastructure. Digital communication serves as a strategic bridge between the government and the public, enabling real-time interaction and public trust. This study aims to develop an adaptive and participatory digital communication model to optimize e-Government services. Employing a qualitative case study approach, data were gathered through in-depth interviews, non-participant observations, and document analysis, followed by thematic and SWOT analysis. The findings show that Tangerang City has implemented a multi-channel communication system—Instagram, TikTok, YouTube, and the “Tangerang Live” super-app—supported by six functional divisions. Key strategies include tiered content planning, mobile digital literacy programs, event-based engagement, and data-driven evaluation. This model contributes a practical framework for inclusive and sustainable digital governance.

Abstract

Pembuangan sampah sembarangan di sepanjang Jalan Irigasi Sipon, Kecamatan Cipondoh, Kota Tangerang, menjadi masalah lingkungan yang mengganggu estetika, kesehatan masyarakat, dan keberlanjutan lingkungan. Penelitian ini menganalisis strategi komunikasi untuk mengubah perilaku masyarakat terkait masalah tersebut dengan menggunakan pendekatan kualitatif melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa edukasi lingkungan, komunikasi yang efektif, serta keterlibatan aktif masyarakat yang didukung oleh peran pemerintah dapat menciptakan perubahan perilaku yang berkelanjutan. Selain itu, pemanfaatan media komunikasi yang tepat dan program sosialisasi yang berkelanjutan terbukti mampu meningkatkan kesadaran masyarakat terhadap pentingnya menjaga kebersihan lingkungan. Strategi berbasis partisipasi masyarakat juga berkontribusi dalam mendukung pengelolaan sampah, meningkatkan kesehatan masyarakat, dan mendorong pembangunan berkelanjutan di kawasan perkotaan secara lebih efektif.  Littering along Jalan Irigasi Sipon, Cipondoh District, Tangerang City, has become an environmental problem that disrupts aesthetics, public health, and environmental sustainability. This study analyzes communication strategies to change community behavior related to this issue using a qualitative approach through interviews, observations, and documentation. The findings indicate that environmental education, effective communication, and active community involvement, supported by the government's role, can create sustainable behavioral change. In addition, the use of appropriate communication media and continuous socialization programs has been proven to increase public awareness of the importance of maintaining environmental cleanliness. Community participation-based strategies also contribute to supporting waste management, improving public health, and promoting sustainable development in urban areas more effectively.

Abstract

This study aims to describe and analyze communication activities in the empowerment of the Women Farmers Group (KWT) in Sodong Village, Tangerang Regency. While previous studies on KWT often emphasize economic outcomes or program evaluations, there is a research gap concerning the strategic role of communication as a vehicle for social change embedded in local cultural contexts and gender relations. This research employs a qualitative approach with the ethnography of communication as the theoretical basis, utilizing Dell Hymes’ SPEAKING model to examine verbal and non-verbal interaction patterns. Data were collected through in-depth interviews, FGDs, and participant observation. The findings reveal that empowerment communication is structured through eight SPEAKING components, characterized by a familial atmosphere (key) in social spaces like Saung Kebun (setting), which fosters trust and openness. The participatory patterns effectively facilitate the diffusion of agricultural innovations and enhance social solidarity. This study contributes to the literature on community-based development by integrating communication, gender, and rural development perspectives, offering a strategic model for realizing sustainable Food Self-Sufficient Villages through inclusive collaboration.

Abstract

This study aims to analyze the impact of political communication conducted through the Instagram account @raffinagita1717 on the personal branding of the Prabowo-Gibran pair in the 2024 elections. The research employs a quantitative approach with a descriptive correlational design, involving 400 respondents who are followers of the account. Data collection techniques include questionnaires using a Likert scale, observation, and documentation. The collected data were analyzed using validity and reliability tests, linear regression, and Pearson correlation. The results indicate that political communication through the Instagram account @raffinagita1717 significantly influences the personal branding of the Prabowo-Gibran pair. A regression coefficient of 1.585 suggests that improved political communication directly contributes to strengthening their personal branding. Effective communication strategies, such as creative content, the involvement of influencers like Raffi Ahmad, and leveraging social media platforms with broad audiences, have helped build a positive public perception of this pair. This study highlights the importance of social media as an effective modern political communication channel, especially for reaching young voters. It is expected that the findings of this study can serve as a reference for developing more efficient digital-based political campaign strategies.

Abstract

Stunting is a public health problem with long-term impacts on children's physical and cognitive development. In Pisangan Jaya Village, Tangerang Regency, the prevalence of stunting remained at 7.3% in 2025. The Tangerang Regency Government has set a target to reduce stunting prevalence to a maximum of 14%, in line with the national target, while the current rate has already declined to around 7%. This issue raises the question of how family communication patterns contribute to maternal resilience in addressing child stunting. This study aims to analyze family communication patterns that can enhance maternal psychological resilience in preventing and managing stunting. The study employs a descriptive qualitative approach using both primary and secondary data. Informants consisted of mothers with children at risk of stunting, their husbands, and Posyandu cadres. The findings indicate that open and empathy-based family communication patterns can strengthen maternal resilience by helping mothers manage stress, understand the importance of child nutrition, and make appropriate parenting decisions. In contrast, closed and authoritarian communication patterns tend to weaken maternal adaptability. In conclusion, family communication patterns are a key factor in enhancing maternal resilience, which in turn has implications for the success of stunting prevention and management at the family level. Therefore, strengthening family communication should become an integral part of community-based stunting intervention strategies.
