Abstract

This research aims to discuss the diplomatic efforts made by the Indonesian government to protect Indonesian Migrant Workers (PMI) in the domestic sector in Malaysia, where the majority of PMI are undocumented. In this case, the Indonesian Embassy in Kuala Lumpur is the representative of the Republic of Indonesia in Malaysia, which provides services and protection for Indonesian Citizens (Indonesian citizens) who stay in Malaysia, including human rights and migrant worker rights that every worker must have. This research will use qualitative methods with data collection techniques from observation, interviews, participation, and literature study originating from books, journals, articles, official reports, and online news. This research implements the track one diplomacy, negotiations, and international migration concept. The findings of this study show that the Indonesian government is making diplomatic efforts with Malaysia to provide maximum protection for PMI in the domestic sector of Malaysia. One of the ways the government provides PMI protection is through lengthy negotiations with Malaysia, which eventually resulted in a Memorandum of Understanding (MoU) on the Placement and Protection of Indonesian Migrant Domestic Workers in Malaysia in April 2022. Abstract

Penelitian ini bertujuan untuk membahas bagaimana diplomasi pemerintah Indonesia dalam memberikan akses pendidikan anak-anak Pekerja Migran Indonesia (PMI) yang mayoritas berstatus undocumented di perkebunan kelapa sawit Sarawak Malaysia melalui Community Learning Center (CLC) karena anak-anak tersebut memiliki hak untuk memperoleh pendidikan dasar yang layak. Berdasarkan kondisi tersebut, maka dibuatlah rumusan penelitian yaitu “bagaimana diplomasi pemerintah Indonesia dalam menangani masalah pendidikan anak PMI undocumented di Sarawak Malaysia?” Dengan menggunakan metode deskriptif analisis yang bersumber dari data primer, sekunder dan tersier. Penelitian ini mengimplementasikan konsep kepentingan nasional dan diplomasi multi jalur yang meliputi jalur pertama atau pemerintah juga jalur ketiga atau kelompok bisnis untuk menjawab pertanyaan penelitian dalam artikel jurnal ini. Temuan yang didapat dalam penelitian ini memperlihatkan bahwa pemerintah Indonesia melakukan diplomasi yang relatif panjang dengan pemerintah Malaysia untuk mendirikan CLC di Sarawak Malaysia yang merupakan bentuk dari kepedulian pemerintah Indonesia dalam memenuhi pendidikan anak PMI yang mayoritas undocumented dimanapun mereka berada. Abstract

The aim of this research is to determine whether CSR affect firm value ang profitability, and whether CSR impact firm value through profitability. CSR disclosure is measured based on the Global Reporting Intiative (GRI) version 4, which is divided into three categories: economic, environmental and social, and is proxied in the Corporate Social Responsibility Disclosure Index (CSRDI). Firm value is measured using financial ratios such as Tobin’s Q ratio and Price Book Value (PBV) ratio. Profitability is proxied by Return On Assets (ROA) and Return On Equity (ROE). The population of this research are all of tobacco sub-sector companies listed on the Indonesia Stock Exchange (IDX) from 2018-2023. The sample for this research is selected using purposive sampling technique, with a total sample of 3 companies and 72 data points. This research using Partial Least Square (PLS) data analysis model with t-test, assisted by SmartPLS software. The result of this research demonstrate that CSR has a signiricant impact on firm value, CSR significally influence profitability and CSR significantly affects firm value through profitability

Abstract

Indonesian female migrant workers continue to experience structural vulnerabilities, particularly in domestic and informal sectors where legal protection remains limited. These conditions are closely associated with the feminization of migration, which places women in undervalued care and domestic work shaped by gender inequality and uneven labor governance. In response to persistent protection challenges, Indonesia and Malaysia signed the 2022 Memorandum of Understanding (MoU) on the Placement and Protection of Indonesian Domestic Migrant Workers, introducing institutional mechanisms such as the One Channel System (OCS). This study examines Indonesia’s protection diplomacy toward female migrant workers in Malaysia in the post-MoU period (2022–2025). Adopting a qualitative research design informed by a post-positivist perspective, the study employs document and content analysis of bilateral policy documents, official reports and statistics from the Indonesian Migrant Workers Protection Agency (BP2MI), and relevant academic literature on gendered migration and labor vulnerability. The findings show that while the 2022 MoU and OCS signal a formal commitment to improving protection, their implementation remains constrained by structural factors. Persistent reliance on non-procedural migration channels, weak legal recognition of domestic work in the host country, and limited enforcement capacity continue to expose female migrant workers to exploitation, unpaid wages, and restricted access to justice. At the same time, migration also enables women to exercise agency as primary breadwinners, illustrating a duality in which empowerment and vulnerability coexist. The study argues that protection diplomacy centered primarily on procedural regulation is insufficient to address the gendered and structural dimensions of migrant vulnerability. More effective protection requires policy frameworks that integrate gender-sensitive approaches, recognize domestic work as formal labor, and address the broader political–economic conditions underpinning feminized labor migration.
