Abstract

Administration is interesting to research because judging from the origins characteristics and problems that occur in the Pongan village office, Bokat District, as the lowest government organization about autonomy, the autonomy possessed by the village is based on rights, so to know the leadership role of the village head in village office administrative services. Pongan, Bokat District, KTP Family Card Birth Certificate service. This research aims to determine the role of the village head in population administration services at the Pongan village office, Bokat District, Buol Regency. This research uses descriptive qualitative methods. The data sources used are primary data and secondary data, with data collection techniques through observation, interviews, and documentation. Meanwhile, the data analysis technique used is Milles and Huberman. The results of the research show that the role of the Village Head in Population administration services at the Poongan Village Office, Bokat District in the areas of Population Identification Card, Family Card, and Birth Certificate Issuance services has been carried out well by the community's expectations.

Abstract

The aim of this research is to determine and analyze the implementation of the function of the village consultative body in monitoring development in Bulagidun Tanjung village, Gadung district, Buol district. This research used descriptive qualitative methods. The research location was carried out in Bulagidun Tanjung Village, Gadung District, Buol Regency. The data sources used are primary data and secondary data, with data collection techniques through observation, interviews and documentation. The results of the research show that the function of the village consultative body in supervising development in Bulagidun Tanjung Village, Gadung District, Buol Regency has been realized well in terms of the function of the BPD which has accommodated and conveyed community aspirations as well as overseeing policies that have been implemented by the Village government as well as discussing and approving the revenue and budget, village shopping.

Abstract

This research aims to find out the role of firefighters in dealing with fire prevention. The research method used is a descriptive qualitative method using role theory according to Soerjono Soekanto. Researchers collected data through interviews, documentation, and observation. The results of the research show that the factors obstructing firefighters in carrying out their roles are Facilities and infrastructure are still limited and personal safety equipment for officers in dealing with fire disasters. This has a clear influence on the performance of firefighters who are required to be maximal in every extinguishing effort which has a wider impact, namely Regional Development itself, therefore it is very necessary to improve more adequate and more professional facilities and infrastructure and human resources as well as conducting outreach to the community to raise awareness and knowledge of the dangers of greatness.

Abstract

This study aims: 1). to determine and describe the Effectiveness of Village Head Performance in Improving the Development of Pajeko Village, Momunu District, Buol Regency. The research method used is descriptive qualitative, the research location is in Pajeko Village, Momunu District, Buol Regency. Data collection techniques in the form of observation, interviews and documentation which are then analyzed using qualitative data based on the concepts of Miles and Huberman. The results of the study show that: 1. The effectiveness of the village head's performance in the construction of the Pajeko Village office is considered quite good, with the implementation of the project generally according to the planned stages. However, some challenges such as bad weather and contractor delays still hamper punctuality. Community participation in village deliberations is quite active, but it is necessary to improve project management to accelerate implementation. 2. Supervision. The effectiveness of the village head's performance in development in Pajeko Village, Buol Regency, especially in terms of supervision, is still not optimal. The village head together with the BPD (Village Consultative Body) have indeed tried to supervise the development in accordance with the RKPDes and APBDes, but supervision has not been carried out intensively. Lack of transparency in the use of the budget and less than optimal reporting reduce public trust and involvement. To increase effectiveness, further training is needed for village heads, BPD, and village officials.

Abstract

Penelitian ini bertujuan untuk mengidentifikasi tantangan dan peluang digitalisasi birokrasi dalam meningkatkan kinerja pelayanan publik di Kecamatan Karamat, Kabupaten Buol, Sulawesi Tengah. Transformasi digital merupakan bagian penting dari reformasi birokrasi sebagaimana diamanatkan dalam Peraturan Presiden Nomor 95 Tahun 2018 tentang Sistem Pemerintahan Berbasis Elektronik (SPBE). Namun, pelaksanaannya di daerah tertinggal masih menghadapi berbagai kendala seperti keterbatasan infrastruktur teknologi informasi, rendahnya literasi digital aparatur, serta budaya kerja yang belum mendukung inovasi. Pendekatan kualitatif deskriptif digunakan dalam penelitian ini, dengan teknik pengumpulan data melalui wawancara mendalam, observasi partisipatif, dan dokumentasi. Hasil penelitian menunjukkan bahwa meskipun Kecamatan Karamat menghadapi tantangan signifikan dalam aspek teknis dan kultural, terdapat peluang besar yang dapat dimanfaatkan, seperti meningkatnya tuntutan masyarakat akan layanan yang cepat, dukungan regulasi dari pemerintah pusat dan daerah, serta potensi SDM muda sebagai penggerak inovasi digital. Penelitian ini merekomendasikan strategi penguatan infrastruktur digital, pelatihan literasi teknologi yang berkelanjutan, serta transformasi budaya kerja aparatur untuk mewujudkan birokrasi yang adaptif, transparan, dan responsif di era digital.
