Abstract

The importance of human resource capabilities in managing state assets effectively and accountably through digital systems, along with the technological transformation in the state financial management bureaucracy. Although the implementation of the SIMAN and SAKTI applications has been ongoing, variations in the level of competence and user acceptance still impact the effectiveness of BMN management. This study aims to analyze the competence of human resources (HR) in managing State Assets (BMN) through the SIMAN and SAKTI applications using the Technology Acceptance Model (TAM) approach. The method used in this study is qualitative; the analysis is carried out based on the Technology Acceptance Model (TAM) framework that assesses the perception of ease of use (perceived ease of use), perception of usefulness (perceived usefulness), and acceptance of technology to improve HR competency. The results of the study indicate that the HR of the Kisaran KPKNL has a fairly good level of competence in using the SIMAN and SAKTI applications to implement BMN management, especially the process of inputting and reporting state assets. HR competence and technology acceptance are key elements in the success of the digital transformation of BMN management. Improving digital competency through adaptive training, organizational support, and strengthening individual motivation are strategic steps to support transparent, efficient, and accountable governance of state assets in the digital era.

Abstract

Penyediaan hunian layak merupakan determinan penting kesejahteraan masyarakat berpenghasilan rendah (MBR). Program Bantuan Stimulan Perumahan Swadaya (BSPS) diimplementasikan untuk meningkatkan kualitas rumah tidak layak huni melalui pendekatan swadaya berbasis pendampingan. Penelitian ini bertujun menganalisis implementasi BSPS di Kabupaten Tana Tidung, dampaknya terhadap kesejahteraan penerima, serta faktor penghambat pelaksanaannya. Pendekatan kualitatif digunakan melalui wawancara mendalam, observasi, dan dokumentasi, dengan analisis tematik berbantuan NVivo. Temuan menunjukkan bahwa BSPS menghasilkan dampak multidimensional: perbaikan kualitas fisik hunian, peningkatan rasa aman dan kenyamanan, penguatan martabat sosial, serta tumbuhnya kepercayaan terhadap pemerintah sebagai representasi negara. Peran Tenaga Fasilitator Lapangan (TFL) terbukti krusial dalam memastikan ketepatan implementasi, penguatan partisipasi, dan keberhasilan pembangunan berbasis swadaya. Namun demikian, efektivitas program masih dibatasi oleh keterbatasan cakupan bantuan, akurasi penargetan, kapasitas swadaya masyarakat, serta lemahnya sistem monitoring dan evaluasi. Penelitian ini berkontribusi dengan menegaskan bahwa keberhasilan BSPS tidak hanya ditentukan oleh besaran bantuan finansial, tetapi oleh kualitas tata kelola dan intensitas pendampingan partisipatif sebagai prasyarat keberlanjutan program perumahan berbasis komunitas.

Abstract

Impulsive buying behavior has become increasingly prevalent among university students in the digital era, as spontaneous purchasing is shaped by the interaction of psychological factors such as personality traits and socio-digital engagement through sharing economy platforms. This study aims to examine the influence of personality traits and sharing economy participation on impulsive buying behavior among students. Employing a quantitative approach with a causal-associative design, the study involved the university students with samples selected through purposive sampling. Data were collected using a five-point Likert scale questionnaire and analyzed through multiple linear regression using SPSS. The results reveal that both personality traits and sharing economy participation have positive and significant partial effects on impulsive buying behavior. However, when tested simultaneously, these variables account for only 6.9% of the variance in impulsive behavior, while the remaining 93.1% is influenced by other factors. These findings confirm that students’ impulsive behavior is a multidimensional phenomenon, shaped not only by personality and digital engagement but also by complex emotional and social dynamics.
