Abstract

Penelitian ini bertujuan untuk mengevaluasi kebijakan keterwakilan perempuan di Dewan Perwakilan Rakyat Daerah Kota Palu. Penelitian ini menggunakan jenis penelitian kualitatif dengan desain deskriptif, yaitu penelitian yang memberi gambaran secara cermat mengenai individu atau kelompok tertentu tentang  keadaan dan gejala yang terjadi. metode kualitatif adalah metode penelitian yang bertujuan  untuk menjelaskan atau mendeskripsikan masalah secara sistematis, faktual, dan akurat mengenai fakta-fakta dan sifat-sifat  populasi atau daerah tertentu. Teknik analisis dalam penelitian ini adalah Analisis Data Model Interaktif yang terbagi atas empat komponen yaitu pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Untuk mengidentifikasi evaluasi kebijakan keterwakilan perempuan di Dewan Perwakilan Rakyat Daerah Palu, maka peneliti menggunakan teori evaluasi kebijakan yang terbagi atas 6 indikator Yaitu efektivitas, efisiensi, kecukupan, pemerataan, responsivitas, dan ketepatan. Hasil penelitian menunjukkan bahwa keterwakilan perempuan di Dewan Perwakilan Rakyat Dewan Perwakilan Rakyat Daerah Kota Palu belum memenuhi jumlah minimal 30%. presentase keterwakilan perempuan di Dewan Perwakilan Rakyat Daerah di Kota  Palu hanya sebesar 11, 43%. Kesenjangan komposisi jumlah antara anggota laki-laki dan perempuan dalam parlemen membuat masyarakat belum merasakan dampak positif dari  kehadiran perempuan di parlemen. Untuk itu diperlukan upaya bersama dari berbagai pihak, termasuk masyarakat, partai politik, dan pemerintah. Pendidikan, kesadaran gender, dan kebijakan afirmatif yang lebih kuat dapat membantu meningkatkan keterwakilan perempuan di Dewan Perwakilan Rakyat Daerah Kota Palu.

Abstract

This study is to determine the performance of the State Civil Apparatus in managing the Registration Certificate of the Social Welfare Institution in the Social Empowerment Division of the Palu City Social Service. The basis of research used is qualitative and descriptive research type. The type of data uses primary data and secondary data. Data collection techniques, conducted through observation, interviews, and documentation. Informant withdrawal technique using purposive. The theory used is Robbins' theory which consists of 3 (three) aspects, namely motivation, ability and opportunity. From the results of the research conducted, it is known that the Performance of the State Civil Apparatus in the Management of Registration Signs of Social Welfare Institutions in the Social Empowerment Division of the Social Service of Palu City is relatively ineffective and maximum. from the aspect of motivation, it is found that employee motivation formed or driven from within themselves tends to be very low. In the aspect of the ability of Mastery of work by employees in the Social Empowerment Sector is quite good, it can be seen from the job responsibilities given to each employee, carried out well. Meanwhile, the knowledge possessed can be said to be very good because it is placed according to their abilities and educational background of employees. Furthermore, in the aspect of opportunity, it is concluded that from the past until now all employees in the Social Empowerment Sector have been given the same opportunity in carrying out their duties

Abstract

The purpose of this research is to identify the economic growth of Siniu Sub-district and identify the constraints to the development of the Sub-district after expansion. The method used in this research is to use secondary data analysis and interviews with research informants in the field. The data that can be analyzed using a qualitative descriptive analysis approach, namely describing the state of the object of research according to the data and facts found in the process of expansion of Siniu Subdistrict. Based on the results of the study, it is concluded that the growth of Siniu sub-district has increased since its formation. However, the increase is still relatively small. From the economic aspect, limited human resources are an obstacle for the Siniu Sub-district area to manage natural resources and potentials in the Siniu Sub-district area. From the aspect of public services, namely education and health, it can be concluded that it has not been maximized. This is due to the condition of school facilities and students that are not proportional to the number of educators. Meanwhile, in the health sector, since its formation in 2008 there has been an increase in the number of health facilities. Although relatively small, these health facilities are very useful for the community.
