Abstract

Participation is an effort that must continue to be encouraged, in addition to focusing on the democratic right to be involved in the public policy process, it also focuses on the effectiveness of policy delivery. Participation can be contextualized in various problems that occur in society, one of which is the issue of stunting. A problem that attacks toddlers and certainly has an impact on future generations in Indonesia. Therefore, this research focuses on the participation efforts made in the planning and implementation process of the Stunting Program in Tonasa Village, Takalar Regency, which is expected to contribute knowledge related to this issue. This location was chosen because it is one of the villages that has a high percentage of stunting prevalence. This research uses a Qualitative approach with a case study model. First, the participant selection indicator in the planning stage is at the professional stakeholder level, while the implementation stage shows that the level of participation is at the open recruitment targeted level. Second, the communication and decision indicator in the program planning stage shows that the level of participation is at the level of express preferences, then in the program implementation stage shows that the level of participation is at the level of listen as spectator. Third, the authority and power indicator in the program planning stage shows that the level of community participation is at the advice and consult level, while the implementation stage shows that the level of participation is at the co-governance level.

Abstract

This study aims to analyze and empirically test the fragmentation of policy implementation on the quality of health services in Mamasa District, West Sulawesi, research question is how much the effect of policy implementation fragmentation to quality health service in Regency of Mamasa in West Sulawesi. The Method in this Research used analyses quantitative with model of path analysis. Data obtained by through circulating of questionnaire to all policy implementor fragmentation and cervices health in Regency of Mamasa. The Result of research to found that execution of policy implementation fragmentation as according to variabel exogen that is communications, resource, disposition or attitude, and the bureaucratic structure, and so that quality health service have as according to reliability, responsiveness, assurance, empathy, and tangible. The correlation influence of policy implementation fragmentation to quality health service, hence did not all of dimension from policy implementation fragmentation have an effect on significant to quality health service, so that create new models is to called as model struktur-3 where only have dimensions of resources, disposition or attitude, and structure of bureaucracy having an effect on significant. From model of this struktur-3 to created a model of policy implementation fragmentation can be influenced by consistency factor, authority, facilities, staffing the bureaucracy, incentive, and system operating procedure. Apart from the internal factor is influenced by environmental factor related to existence of conflict potency, leadership, elite figure, and the local culture.

Abstract

This study examines the effectiveness of online services at the local level (District) Office which sees the existence of E-Gov encouraging the government to create good governance in providing information needs and transparency to the community. The renewal of public services in the reform era is the main focus of the government as an effort to realize good governance. The research method used is qualitative. This research uses the concept proposed by Pedrosa et al (2022) which uses eight indicators of the effectiveness of digital public services: ease of use, usefulness, simplicity, reliability, availability, understandable, consistent, and fast. The results showed that online-based services at the agency were effective in several aspects, such as trust and availability, but there were still shortcomings in the aspects of simplicity and consistency. Online services are considered easy to find through familiar channels and have a fast response, less than an hour. Nevertheless, the implementation of online service SOPs still needs to be improved. This study concludes that online services have become an attractive asset in the effort to transform the digitalization of public services.
