Abstract

The Mappi Regional Secretariat, responsible for critical administrative and coordination functions in local government, has faced challenges in employee productivity as evidenced by suboptimal Community Satisfaction Index scores over a three-year period, averaging only 72% of the target. Despite efforts to improve productivity through strategic planning and infrastructure upgrades, human resource issues persist. The report explores how the Work Environment, Work Motivation, and Work Ethic affect Employee Productivity at the Mappi Regency Regional Secretariat Office. A quantitative research approach was utilised for this study. The target population was all mayoral officers at the regional secretariat in Mappi, totaling 153 individuals. A sample size of 114 was selected for the research. A questionnaire was employed as the research instrument. The study encompassed 4 variables: Work environment (X1), Work motivation (X2), Work Ethic (X3), and Performance (Y). Data analysis involved Descriptive Analysis of Respondent Schedule and Descriptive Statistical Analysis. Quality tests were conducted to ensure data validity and reliability, including Normality Test, Heteroscedasticity Test, Multicollinearity Test, and Autocorrelation Test. The study also included multiple linear regression tests, correlation tests, determination coefficient, and hypothesis testing (t-Test and f-Test). The findings indicated that the work environment, work motivation, and work ethic positively and significantly impacted the productivity of Mappi Regional Secretariat employees. Work ethic displayed a particularly strong positive influence on work productivity compared to other variables. It is recommended that employees at Mappi Regional Secretariat uphold their work ethic, as it plays a crucial role in enhancing work productivity.

Abstract

The focus of this study is on the practical issue of employee performance not meeting expectations in the Mappi Regency Secretary's office, with an average achievement rate of 83% over the past three years. Factors such as compensation, work discipline, and job satisfaction have been identified as influences on performance. The main aim of the research is to examine and assess the factors that have a significant impact on performance. The method employed in this study is causality, which seeks to understand the relationships between variables based on established theories. Participants were chosen using accidental sampling, with a total of 60 individuals included in the study. The Likert scale was utilised for measuring variables in this research. Data analysis was conducted using multiple regression statistics through SPSS software. The findings revealed that compensation, work discipline, and job satisfaction collectively had a positive and noteworthy impact on the performance of employees in the Mappi Regional Secretariat. These results support and enhance the conclusions of prior studies and align with existing theories.

Abstract

Penelitian ini didasarkan adanya masalah empiris belum tercapainya kinerja pegawai di kantor Sekda Kabupaten Mappi dengan rata-rata pencapaian selama 3 tahun 83%. Terdapat faktor yang mempengaruhi kinerja yaitu kompensasi, disiplin kerja, dan kepuasan kerja. Tujuan penelitian adalah untuk menguji dan menganalisis faktor-faktor yang signifikan mempengaruhi kinerja. Penelitian ini menggunakan metode kausalitas karena mencari pengaruh sebab dan akibat dari beberapa variabel yang dikembangkan dari suatu teori. Teknik pengambilan sampel menggunakan teknik accidental samplingdengan jumlah sampel sebanyak 60 orang. Dalam penelitian ini pendekatan pengukuran variabel menggunakan skala Likert. Analisa data menggunakan statistik regresi berganda dengan softwere SPSS. Hasil penelitian menunjukan kompensasi, disiplin kerja dan kepuasan kerja berpengaruh secara simultan dengan positif dan signifikan terhadap kinerja pegawai Sekda Mappi. Hasil penelitian ini juga mengkonfirmasi dan melengkapi dan memperkuat hasil temuan penelitian sebelumnya serta sejalan dengan teori yang ada.

Abstract

This study aims to analyze the influence of leadership style, motivation, and discipline on employee performance in the General and Administrative Bureau of the Regional Secretariat (Setda) of Papua Province. A quantitative approach with multiple regression analysis was employed to examine the relationships among variables. Data were collected through surveys using questionnaires distributed to employees of the bureau. The results indicate that leadership style has a positive and significant effect on employee performance. Additionally, both work motivation and work discipline positively and significantly influence employee performance. Among these factors, work motivation contributes the most to enhancing employee performance. These findings highlight that improving motivation, implementing effective leadership, and maintaining strict discipline are essential for optimizing employee performance.

Abstract

This study examines the influence of leadership, work discipline, and training on employee performance at the Communication and Information Office of Papua Province. A survey was conducted using a structured questionnaire distributed to 92 respondents, and the data were analyzed using multiple linear regression. The results reveal that leadership, work discipline, and training collectively have a significant effect on employee performance. Partially, leadership and work discipline significantly influence performance, while training does not show a significant effect. Among the three variables, work discipline emerges as the most dominant factor affecting employee performance. These findings imply that enhancing employee performance requires strengthening leadership practices and work discipline, while training programs should be restructured to ensure greater effectiveness.

Abstract

This study aims to analyze the implementation of LKPP Regulation No. 7 of 2021 on the optimization of functional positions of procurement officers (JF PPBJ) in the Bureau of Procurement of Goods and Services, Regional Secretariat of Papua Province. The regulation was introduced to strengthen the professionalism of civil servants and improve the quality of procurement governance at the regional level. However, in practice, there remains a gap between regulatory mandates and their implementation in the field. The research employed a qualitative approach with a descriptive method. Data were collected through in-depth interviews, observation, and document review, and analyzed using NVivo 12 Plus software for thematic coding and data organization. Data validity was ensured through source and method triangulation. The findings indicate that functional officers perform only part of their mandated duties, particularly in supplier selection and technical assistance during the planning stage, while their roles in contract management and self-managed procurement remain limited. Nevertheless, the annual credit target as a performance indicator was consistently achieved, reflecting a selective and adaptive form of optimization. Supporting factors include adequate facilities, incentives, and inter-agency coordination, while inhibiting factors involve budget constraints, external interventions, and the limited readiness of local providers. This study concludes that the optimization of functional positions is not solely determined by formal compliance with regulatory tasks but also by the bureaucracy’s ability to adapt to practical conditions in the field. The findings imply the need to strengthen coordination, enhance capacity building, and revise performance indicators so that functional officers can contribute more substantively to the effectiveness, efficiency, and transparency of public procurement.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh insentif Tambahan Penghasilan Pegawai (TPP) dan disiplin kerja terhadap kinerja pegawai baik secara langsung maupun tidak langsung melalui motivasi kerja sebagai variable mediasi. Populasi dalam penelitian ini adalah pegawai pada Inspektorat Daerah Mappi yang berjumlah 67 orang pegawai. Sedangkan untuk penentuan sampel dalam penelitian ini penulis menggunakan teknik sensus. Penelitian menggunakan pendekatan kuantitatif dengan metode survey dan menggunakan analisis data Partial Least Square (PLS). Namun sebelum analisis, terlebih dahulu dilakukan uji outer model melalui uji validitas dan reliabilitas. Selanjutnya melakukan uji Inner Model melalui uji R-Square (Coefficient of determination), dan F-Square (f2 effect size). Hasil penelitian menunjukkan bahwa insentif TPP dan disiplin kerja memiliki pengaruh terhadap kinerja pegawai pada Inspektorat Daerah Mappi, baik secara langsung maupun tidak langsung melalui motivasi sebagai variable intervening.

Abstract

This research aims to analyze the influence of the quality of FEBI IAIN Fattahul Muluk Papua's academic services on student loyalty with student satisfaction as an intervening variable both directly and indirectly. The research method used is quantitative with an explanatory design. The sampling technique used purposive sampling with a sample size of 123 respondents. Data collection techniques are observation, interviews, and distributing questionnaires. The data analysis method used in this research is Structural Equation Modeling (SEM) with SmartPLS software. The research results show that academic service quality has a significant effect on student loyalty, academic service quality has a significant effect on student satisfaction, student satisfaction has a significant effect on student loyalty, and student satisfaction can be an intervening variable between academic service quality and student loyalty.

Abstract

The main problem of this study is that the performance of functional and structural staff of the education office has not reached the expected target so that the purpose of this study is to analyze the effect of transformational leadership and job satisfaction with work motivation as a mediating variable.The sampling technique used accidental sampling technique with a sample size of 100 respondents. The variable measurement was carried out using Likert scale parameters. Data analysis using descriptive statistics using SEM- PLS to test the hypothesis. The results showed that leadership transformation and job satisfaction had a significant effect on performance through work motivation, while the direct test results showed that transformational leadership and job satisfaction had no effect on performance. The results of this test also confirm that transformation leadership and job satisfaction affect work motivation and work motivation affects performance.

Abstract

Masalah utama penelitian ini adalah kinerja pejabat fungsional dan struktural dinas pendidikan belum mencapai target yang diharapkan sehingga tujuan penelitian ini adalah untuk menganalisis pengaruh kepemimpinan transformasional dan kepuasan kerja dengan motivasi kerja sebagai variabel mediasi. Teknik pengambilan sampel menggunakan teknik accidental sampling dengan jumlah sampel sebanyak 100 responden. Adapun pengukuran variabel dilakukan dengan menggunakan parameter skala likert. Analisis data menggunakan statistik deskriptif dengan menggunakan SEM- PLS untuk menguji hipotesis. Hasil penelitian menunjukan kepemimpinan transformasi dan kepuasan kerja berpengaruh signifikan terhadap kinerja melalui motivasi kerja, sedangkan hasil pengujian secara langsung menunjukan kepemimpinan transformasional dan kepuasan kerja tidak berpengaruh terhadap kinerja. Hasil pengujian ini juga mengkonfirmasi bahwa kepemimpinan transformasi dan kepuasan kerja berpengaruh terhadap motivasi kerja dan motivasi kerja berpengaruh terhadap kinerja.
