Abstract

Social Change impacts indigenous people socially, which may result in agrarian conflicts and contested land tenure rights between local communities, private parties, and the state. This paper aims to identify social change and explain the negative consequences on the rights of the Tau Taa Wana indigenous people in Central Sulawesi. The article uses a descriptive qualitative research design to collect data through observations, in-depth interviews, focus group discussions, and a literature study. Eight informants became research subjects selected by purposive sampling. The data were analyzed using an interactive model to find patterns of social change and its impacts through data collection, data reduction, data presentation, and verification. Data validity was tested through triangulation. The results showed that 1) the Tau Taa Wana tribe experienced a gradual social transformation from a primitive, nomadic, agrarian society to a modern one, 2) the expansion of oil palm plantations is a modernization that threatened the tenure rights of the tribe, and 3) the Tau Taa Wana tribe will still struggle with agrarian conflicts that render them minority on their land. This research finding suggests the need to voice for agrarian rights in Indonesia as practiced by the Tau Taa Wana indigenous people in Central Sulawesi.

Kata Kunci: Perebutan Sumberdaya, Tambang Emas, Poboya, Dramaturgi, Aktor Konflik Abstract Generally, conflicts over gold mining areas are closely related to the role of multi-interest actors, so that conflict patterns are often maintained for a long time and take place in a dramaturgical manner. This research aims to analyze the dramaturgical relations between actors in the Poboyo mining area of Palu City. This study used a descriptive, qualitative approach. Data were collected through observations, interviews, FGDs, and documentation studies. Interviews were conducted with 6 informants of research subjects who were selected purposively, consisting of traditional leaders, village government, youth leaders, environmental activists and 11 informants involved in FGDs. Data were analyzed interpretatively and data validity was obtained through triangulation techniques. The results showed that the conflicts over the Poboya gold mining area originated from: (1) demands for justice by illegal miners, (2) disappointment with the extension of the company's contract of work (PT. CPM); and (3) claims in the mining area. The conflict is dramaturgical in nature, based on multiple interests between actors, namely, the interests of controlling resources, jockeying for position, and pragmatism. These actors include illegal mining groups, security forces, local political elites, city governments, customary institutions, and miner association groups. The novelty of this research is that the relationships between actors in conflicts in mining areas are dramaturgical and deliberately maintained Keywords: Actor Relations, Conflict, Gold Mine, Poboya

Abstract

The conflict in the Poboya mining area has not ended due to the large number of parties involved in the conflict and conflict resolution has not been achieved optimally when the parties involved continue to risk strength for the struggle for living space. Social conflict mapping is needed as a conflict resolution step. This research aims to identify conflict patterns and analyze conflict relations between actors in the Poboya gold mining area of Palu City. A descriptive qualitative approach was used to extract empirical data through observation methods, in-depth interviews, and news searches related to conflict phenomena. Data were analyzed interpretatively through an interactive analysis model including data reduction, data display and data verification. Meanwhile, data validity was carried out through the triangulation method. The results showed that conflict patterns stemmed from the continuous struggle for territory. Conflict has two characteristics, namely latent and manifest. The existence of conflict follows the existence and relations between actors in the conflict scheme. It is concluded that the mining industry creates social conflict vulnerabilities that are difficult to end. The findings of this research indicate the need for conflict management and resolution in mining areas.
