Abstract

Fish Safety Foundation (FSF) mengidentifikasi beberapa faktor penyebab kematian nelayan. Faktor-faktor tersebut mencakup kemiskinan, konflik geopolitik, penangkapan ikan berlebihan (overfishing), penangkapan ikan yang ilegal, tidak dilaporkan, dan tidak diatur (illegal, unreported and unregulated/IUU fishing), serta perubahan iklim. Penangkapan ikan yang ilegal, tidak dilaporkan, dan tidak diatur adalah pendorong yang signifikan, terutama karena permintaan protein ikan meningkat secara global. Para operator ilegal industri perikanan mengambil jalan pintas dan mengabaikan aturan keselamatan sambil berkontribusi pada eksploitasi tangkapan yang sangat menguntungkan secara berlebihan. Nelayan tradisional skala kecil didorong untuk melanggar aturan atau mengambil bagian dalam kegiatan berbahaya yang tidak diatur karena semakin sulit untuk menemukan ikan. Kondisi ini diperparah dengan perubahan iklim dan perubahan distribusi stok ikan. Sebagai masyarakat yang hidup berdampingan dengan nelayan, penyuluhan tentang keselamatan dan kesehatan nelayan dapat dilakukan oleh siapapun termaksud oleh akademisi. Oleh karena itu, pengabdian ini ditunjukan pada nelayan skala kecil untuk lebih sadar terhadap pentingnya Keselamatan dan Kesehatan kerja dengan dilakukan penyuluhan kepada 30 nelayan di Surabaya Timur.

Abstract

Therapeutic communication is used for the drug abuse rehabilitation process. The purpose of this study was to find out how the process of therapeutic communication in drug abuse rehabilitation at the Lido National Narcotics Agency Rehabilitation Center, West Java. This study used a qualitative descriptive method with data collection techniques using interviews, observation and documentation which were carried out during the rehabilitation process. This study uses purposive to get subjects that are following the research objectives. The results of the study show that the therapeutic communication process carried out in drug rehabilitation is going well because there is communication between the counsellor and the client, and the client's communication with other clients. Counsellors in rehabilitation have a calling as brothers and sisters so that clients feel they have a close relationship like family. The BNN Lido Rehabilitation Center determines several activities at the work stage to assist the client's recovery process. Such as morning meeting activities, sharing feelings that were felt by the client at that time, vocational starting from cooking, broadcasting, outing or outbound, fish farming activities, hydroponic gardening, and sports together. In the third stage of work, the counsellor has a difference, namely the counsellor Bro Simon makes the client believe by instilling the principle of confidentiality or will not tell his client's problems, Bro Taufan focuses on the main problem and pays attention to the condition of his client, and Sister Oktavia imposes a reward and punishment system on her client if the client does not run and meet the criteria for a rehabilitation program.

Abstract

This study aims to address moral hazard risks in FPSO-tanker oil transfer operations by introducing a semi-quantitative model rooted in stakeholder engagement theory. The model, named SEMHAM (Stakeholder Engagement-based Moral Hazard Analysis Model), incorporates four engagement indicators to calculate the total involvement percentage (PTI): Occurrence Frequency Value (OFV), Responsibility Weight Value (RWV), Critical Role Value (CRV), and Process Impact Value (PIV) to calculate the Total Involvement Percentage (PTI). This metric quantifies the behavioral influence of each stakeholder in the offloading process. Using operational data from 17 offshore zones based on Pertamina's 2023 report, eight primary stakeholder roles were evaluated using a weighted activity matrix. The findings indicate that FPSO Crew and Ship Crew possess the highest PTI scores, signifying greater control and potential risk, whereas administrative actors such as agents and port authorities were identified as lower-risk participants. The SEMHAM model facilitates risk classification and recommends appropriate digital oversight, including IoT-based monitoring, smart contracts, and role-based dashboards. This approach enables the integration of behavioral risk metrics into digital governance systems, thus supporting real-time operational monitoring. The model also demonstrates potential scalability to more complex offshore energy domains, such as LNG terminals and deepwater operations, enabling broader stakeholder governance beyond the current FPSO-tanker context.
