Abstract

This study which is qualitative in nature investigates policy and regulatory frameworks guiding Nigerian professionals. This employed historical method and data collected was analyzed using content analysis method. The study concluded that the Nigerian's efforts to achieve transparent and accountable public service are gravely hampered by the issue of underqualified, incompetent, and poorly trained employees. An additional perspective on this is the improper staffing decisions that lead to the appointment or hiring of individuals for roles for which they are either politically appointed or lack the necessary training or experience. These elements undermine the goal of professionalism in public administration, which is instead based on applying skills learned through education and training to achieve excellence in performance under the guidance of established codes of conduct.

Abstract

This study looks into how Iran's nuclear weapons might affect the spread of nuclear weapons in the Middle East region. The international discourse surrounding Middle East issues has intensified, resulting in a closer connection between the security systems of the region and the global arena. For security and stability to exist in the Middle East, non-proliferation of nuclear weapons and disarmament are essential. If more breakouts are to be avoided, addressing them must be done immediately. This needs to be completed thoroughly and without bias or preference. The historical research design was used in this investigation. Among other things, the study found that the Islamic Republic finds nuclear weapons appealing due to two main factors: deterrence and regional hegemony. Iranian efforts to develop nuclear weapons capabilities have been prompted by the current imbalance of power distribution in the Middle East, the study concludes. It suggests, among other things, that Iran-US relations should be given top priority and that, should they continue to be adversaries, little progress will likely be made in improving bilateral ties in the Persian Gulf and the Middle East. This is the most efficient method of ensuring the security as well as survival of the regime and state. When it comes to backing initiatives meant to bring peace and stability back to the Middle East, including potential regional security frameworks, the UN ought to be more proactive and assertive.

Abstract

The study examined politics and international law as visible in the Nigeria state using the Neorealism theory as the intellectual framework and adopted the qualitative synthesis of the scientific method as it relies on secondary data collected from documentation through published and unpublished books, journals, articles, and other publications on Human Rights and maritime/Environmental treaties. It was revealed that the lack of capacity or laxity on the part of the National Assembly to domesticate the treaties of the law to which Nigeria is a party, has undermined the enforceability of most international treaties. Based on these findings and the conclusion arising thereof, it is recommended that treaties Act, of 2004  be amended to make consultations with the relevant Committees of the Upper Legislative Chambers a compulsory treaty-making procedure in Nigeria.

Abstract

This paper explored the problems with the local government's joint account system and their implications for grassroots service delivery. This paper relied on secondary data sourced from books, journals and the Federal Republic of Nigeria's 1999 Constitution. Data collected was analyzed using content analysis method. The paper concluded the State Joint Local Government Account violates the constitution, despite being constitutional, and it also undermines the values of good governance, including accountability, efficiency, transparency, accessibility, and participation. The elimination of the State Joint Local Government Account will allow local governments’ complete financial autonomy and ensure good governance at the local level. The paper therefore among others things advocates for local government's autonomy in the conduct of internal affairs in order to improve the effectiveness of its traditional function as vehicles of social, economic and political advancement at the grassroots
