It is against this backdrop that this study seeks to examine the effect of cross carpeting on democratic culture and political stability in Nigeria’s fourth republic. Cross - sectional research method was adopted and data was collected via a survey of 300 respondents in south – south geopolitical zone of Nigeria. Data collected were analyzed using correlation and linear regression analysis with the aid of Statistical Package for Social Science (SPSS) version 23. The findings of the study revealed that cross carpeting negatively and significantly impacts on democratic culture and political stability in Nigeria’s fourth republic. On the basis of these findings, the study recommends among others that every political party should have ideologies, programme and policies which will serve as a compass to their members and discourage them from defecting to another party.

Abstract

Using time series data from 1999 to 2022, this study examines the impact of health financing on economic growth in Nigeria. The findings indicate that the previous year's productive activities have a positive effect on economic growth in both the short and long run. The current domestic government general health expenditure has a negative growth effect on economic growth, whereas the previous year's domestic general government health expenditure has a positive growth effect on economic growth. Domestic private health spending has a significant positive effect on economic growth. As a result, the importance of private health spending over government health spending in improving economic growth is reinforced. Thus, it was determined that health financing is required for long-term economic growth. As a result, the government should increase individual health spending capacity, increase health sector budgetary allocation, and ensure prudent and effective health sector budgetary implementation.

Abstract

In today's business world, competition is no longer about accumulating resources; rather, the emphasis is on the actual accumulation and utilization of knowledge within the organization. As proposed by this paper, attention has shifted dramatically from acquiring wealth in the organization to an era in which knowledge and learning within the organization become more critical and important to organizational survival and continuous growth. Organizations are legally and corporately recognized entities. They have a reputation, and they can sue and be sued. To that end, this paper contends that organizations can learn, and that the absence or scarcity of an adequate organizational learning culture denies organizations the much-needed competitive edge required to survive and thrive in today's globalized world. The paper examines the technical and social perspectives of organizational learning, arguing that the learning process is context and culture dependent given that effective organizational learning practices improve employee productivity and management performance, it also identifies some barriers to learning, suggests solutions, and concludes that, given the dynamic nature of the business environment in which businesses operate, as well as the rapid changes occurring as a result of technological adoption and innovation, there is an urgent call and need for learning organizations to ensure they secure  intangible performance and not just financial performance to ensure long term sustainability.

This paper adopted the analytical method and relies on secondary data and utilizes the content analysis for interpretation of data collected. The paper concludes that It is very critical for senior public administrators and political leaders to make the civil service employees to act ethically, not only in times of crisis or scandal, but on an everyday basis as well. It is also imperative for consideration to be given to ethics in hiring, performance evaluation, and promotion decisions, and that, if the civil service mission includes ethical behavior, then it should be evaluated along with other competencies.

Abstract

The new strategy for public management has given rise to a shift in human resource planning. The purpose of the study is to assess how the new public management approach's theoretical modifications have affected its practical applications, particularly in the area of human resource planning. The main goal of this study was to ascertain how the New Public Management approach has affected human resource planning in Delta State Hospital Management Board, Asaba. Convenience sampling and a cross-sectional research design were used. For this study, a questionnaire was used as the research tool for data collection, and 109 respondents were deemed useful. Statistical Package for Social Sciences (SPSS) software version 23.0 was used to perform inferential statistics of correlation and multiple regression analysis on the collected data. The study's findings demonstrated a favorable and significant correlation between new public management and human resource planning and a high-performance culture. The study also showed that the New Public Management approach had a direct impact on the culture of high commitment and performance and human resource planning. The study makes several recommendations, including that the Delta State Hospital Management Board and other related public sector organizations work on clearly outlined HR policies that can form the cornerstone of an institutional framework to ensure the efficient application of HRP policies. Additionally, they should implement New Public Management processes that include human resource planning scope and allocate more funds for the capacity building and professional growth of the resources in order to provide need-based training to their staff. The study is unique in two ways. First, while there are numerous studies that describe the traditional approach to public management in the literature, this study offers a critical viewpoint on it. Second, no other studies in Nigeria have looked into the connection between the new public management approach and human resource planning; the study is a leader in the field in this regard.

Abstract

Understanding the potential uses of artificial intelligence (AI) in the human resource management (HRM) field is the aim of this research, which draws from a number of previous studies. This paper investigates the application of artificial intelligence in the field of HRM based on the core concepts of HRM theory. The literature review for this study employs the narrative methodology. We have deliberately decided not to use a methodical approach for the review of literature because it requires specific research questions that we believe are outside the scope of this study. The study concludes that, human resource techniques and staff relationship management remain in the phase of experimentation, AI has a significant and positive impact on four aspects of HRM theory: hiring, training and development of staff, managing staff productivity, and staff salary evaluation. Even though AI is widely used, there are still issues with data identification, impartial data creation, and staff happiness that need to be taken into consideration. This demonstrated how various AI applications are used in HR; government agencies, for instance, use the Oracle programme for hiring. Additionally, the study has supported a few noteworthy gaps in the literature that allow for a wide range of additional research. We think filling in the gaps will steer the field in the right direction when it comes to implementing AI in the field of human resources management.
