Abstract

This article explores the implementation of public policies regarding Micro, Small, and Medium Enterprises (MSMEs) with a focus on government collaboration with MSME stakeholders, mentoring programs, poverty alleviation, implementation effectiveness, and policy recommendations. The analysis encompasses several related studies that highlight government efforts to enhance community welfare through MSME development. Collaboration and synergy between the government and MSME stakeholders form the foundation of policies, emphasizing the significance of this collaboration in improving the economic conditions of MSME stakeholders. Additionally, MSME mentoring programs by the government become crucial elements to ensure sustainable development, although further improvements are needed. Efforts to alleviate poverty through MSME empowerment underscore the need for careful consideration of the strengths and strategies of actors involved in policy implementation. Evaluates the effectiveness and suitability of policy implementation, highlighting the importance of effective communication and optimal coordination in policy execution. Policy recommendations involve consistent budget allocation for MSMEs, bureaucracy acceleration, and broader collaboration with the private sector. This analysis demonstrates the complexity of public policy implementation for MSMEs and emphasizes the need for concrete steps to enhance its effectiveness.

Abstract

The 2022 Russian invasion of Ukraine triggered an unexpected migration pattern, as some Ukrainians chose Bali, Indonesia, as their destination, challenging traditional distinctions between refugees and tourists. This study explores whether we should classify Ukrainians in Bali as refugees, given their tourist-like destination choices and behavior patterns. Through qualitative methodologies including content analysis, semi-structured interviews, observation, and migration theory analysis, the research reveals that Ukrainian presence in Bali aligns more closely with tourism than refugee characteristics, based on lifestyle-driven motivations, variable duration of stay, and destination choice preferences. The economic and social activities of Ukrainians in Bali resemble those of lifestyle migrants more than they do typical refugee patterns. The findings suggest that policy frameworks should maintain tourism-based approaches while acknowledging these migrants' complex circumstances and that traditional refugee-tourist classifications require revision to accommodate cases where conflict displacement intersects with lifestyle-based destination choices.

Abstract

Aplikasi Sistem Pelayanan Rakyat Sidoarjo (SIPRAJA) menjadi salah satu penerapan pelayanan publik berbasis digital governance. Aplikasi ini diluncurkan pada tahun 2019 yang merupakan inovasi layanan publik digital oleh Pemerintah Kabupaten Sidoarjo dengan menawarkan 28 jenis layanan di tiga kategori (Tipe A, Tipe B, Tipe C). Dalam penerapan dari aplikasi ini ada beberapa masalah yang dihadapi yaitu adanya operbedaan antara desain awal dan implementasi aktual fitur SIPRAJA, berbagai tingkat kesiapan dan kompetensi di antara sumber daya manusia (SDM), dan tantangan yang dihadapi oleh masyarakat yang gagap teknologi (GAPTEK) dalam menggunakan aplikasi digital. Tujuan dari penelitian ini untuk memahami bagaimana manajemen pelayanan publik diterapkan dalam penerapan aplikasi Sistem Pelayanan Rakyat Sidoarjo (SIPRAJA). Metode riset yang digunakan yaitu metode deskriptif dengan pendekatan kualitatif. Penelitian ini melibatkan Pemerintah Kecamatan Sukodono, Pemerintah Kabupaten Sidoarjo, Pemerintah Desa Suruh dan Pemerintah Desa Kebonagung. Data dikumpulkan menggunakan teknik observasi, wawancara, dan dokumentasi. Analisis data menggunakan model interaktif Miles, Huberman, dan Saldana yaitu melalui proses data collection, data condensation, data display, conclusion drawing. Hasil Penelitian menunjukkan SIPRAJA telah secara signifikan meningkatkan efisiensi dan transparansi layanan publik melalui transformasi digital, kinerja optimalnya memerlukan penanganan keterbatasan sumber daya manusia, memastikan pendanaan yang konsisten untuk pembangunan, dan peningkatan literasi digital di kalangan masyarakat. Kesimpulan dari penelitian ini yaitu Aplikasi SIPRAJA merupakan langkah strategis menuju modernisasi pelayanan publik di Sidoarjo. Keberhasilan berkelanjutan bergantung pada mengatasi tantangan yang ada terkait dengan sumber daya manusia, infrastruktur, dan literasi digital pengguna, memastikan bahwa manfaat e-governance sepenuhnya direalisasikan untuk semua warga negara.

Abstract

Abstract

In meeting the needs and everything that the community wants, it is not surprising that there are branches of the Education Office including in Malang and Batu. This is because in addition to a wide geography it is also to provide easy access for all groups. Of course, it is not easy if it is not accompanied by good performance from existing employees, therefore this study will discuss development strategies for employee performance at branch offices. Research methods use qualitative or field. The results obtained by the branch office of the education office in Malang are three, namely Batu, Malang City and Malang Regency. Abstract

One of the most important things in running the government and meeting the needs of the community is the institutions in the regions. If the institution runs well and correctly, it will certainly benefit a lot and bring a lot of good. However, if on the contrary, it will only benefit some people who are close so that it can be said that the institution is less running. Therefore, institutions in which or can be said to be civil servants and the like must work properly as government regulations have been set. The research method used is qualitative with a descriptive approach. The results obtained that the work ethic and performance of the Batu Subdistrict Religious Affairs Office are in accordance with government regulation No. 49 of 2018. Where the suitability is based on the implementation from superiors to staff and administration so that reports and activities and tasks are carried out properly. The obstacles that arise are also not many, just continue to provide the best service for the community so that innovations in adjusting technology are always carried out, such as online absences, online and remote submissions, etc. with the aim of making it easier for people in need.

Abstract

Traditional markets are one of the economic infrastructure of cities/districts because of their role in contributing as cultural and social centers of society. The market is the center of various community activities for micro, small and medium enterprises whose development is very slow. Besides that, traditional markets are owned by the Regional Government and must continue to maintain and develop their existence so that they can grow well and compete with private markets or modern retail. There is a need for synergy between traditional and modern in order to provide the widest possible benefits to the prosperity of society and together build a better regional economy. This research is field research in the form of a case study located in Malang Regency with the research object being the Turen Regional Market Management Unit. The research method used is a qualitative method, while data was obtained from observations, interviews and documentation studies from related sources. This article attempts to describe and discover the factors that encourage and hinder the development of traditional market businesses in the era of economic globalization and the growth of modern markets.

Abstract

The development of the tourism sector is one of the efforts that can increase local income. Tourism development not only has an impact on the progress of tourism and its income but also has an impact on the State and surrounding communities so that the right strategy is important for tourism actors to be developed properly. This study seeks to find out and analyze related to the strategy of developing stone paragliding tourism objects and their impact on the local community so that for this the research used is a qualitative type with a descriptive analysis approach. The results obtained that the strategy used by paragliding tourism managers are three things which include: the development of tourism objects, promotion of tourism both offline and offline and involving the tourist community, and tourism business development involving businesses around paragliding tourism and the involvement of the local government, namely Batu City. While the resulting impact on the surrounding community includes: economic growth of the community so that the community has additional money or income, the creation of new jobs both for the main business or side business, additional foreign exchange for the State including the government and paragliding tourism managers, infrastructure development such as toilet roads etc. so that it can also be used for the community, and utilization for paragliding tourism business actors.

Abstract

This research aims to determine level of public satisfaction in Adminduk ‘Desaku Tuntas’ service in Wonosari Village. This research uses quantitative descriptive approach carried out using survey method. This data is calculated in accordance with the provisions for calculating IKM based on PERMENPAN-RB No. 14 of 2017 which consists of 14 indicators. The data collection technique uses questionnaire. The population is people of Wonosari Village who are using Adminduk ‘Desaku Tuntas’ services at Wonosari Village Government office during the observation period (April 2024). The sampling technique uses accidental sampling which refers to PERMENPAN-RB No. 14 of 2017 so that the sample is 150 respondents. The data analysis technique refers to IKM analysis based on PERMENPAN-RB No. 14 of 2017. The result of this research showed that public satisfaction in Adminduk ‘Desaku Tuntas’ service at Wonosari Village Government office is measured based on IKM in terms of administrative services in total from 14 service indicators in the IKM value range of 2.51 to 3.25 with an IKM conversion value between 62.51 to 81.25 which is in ‘good’ quality and service performance category, meaning that public is satisfied with the quality and performance of the service.
