Abstract

In today's quest for efficiency and accountability, governments worldwide focus on optimizing their State Civil Service's (ASN) performance, vital for delivering satisfactory public services. Many adopt Standard Operating Procedures (SOPs) to regulate and enhance ASN performance. This research employs qualitative methods, including questionnaires filled out by government employees, to explore how SOP implementation affects ASN. Effective use of SOPs improves clarity and efficiency but must strike a balance to avoid overregulation. SOPs play a crucial role in fostering ASN performance through understanding and recognition, requiring consistency, training, leadership, rewards, and evaluation for success. Overall, implementing SOPs significantly impacts ASN's performance, enhancing public services and governance.

Abstract

Thematic bureaucratic reforms allow the government to focus more on addressing challenges in specific sectors so that the results can be felt directly by the public. This study aims to explore deeper responses, views, and perceptions of a small number of State Civil Apparatus (ASN) to the Thematic Bureaucratic Reform Reaction. The method used in this study is a qualitative study with an exploratory approach using an open questionnaire that allows respondents to provide narrative responses regarding their views, reactions, and perceptions of the reform program. The study was conducted in the Organization Section of Lampung Province as one of the OPD (Regional Apparatus Organization) that has implemented thematic bureaucratic reforms. The result obtained in this research is the lack of understanding of the State Civil Apparatus (ASN) regarding preparing the Thematic Bureaucratic Reform roadmap. However, civil servants have tried to compile the roadmap as a reference for preparing government programs. The involvement of civil servants in the preparation of the thematic bureaucratic reform roadmap has also been. What can be developed next is the existence of research or socialization related to how to technically prepare a thematic bureaucratic reform roadmap according to procedures so that it can be implemented properly.

Abstract

Thematic bureaucratic reform is a program initiated by the Ministry  of State Apparatus Empowerment and Bureaucratic Reform (Kemenpan-RB) to accelerate the improvement of efficiency and accountability of public services in Indonesia. This research aims to elaborate the level of understanding of the State Civil Apparatus (ASN) and the realization of the implementation of thematic bureaucratic reform at the local government level. A descriptive qualitative method is used in this study. The data was obtained based on an in-depth interview technique with a resource person from one of the employees in the City Government who has credibility in the preparation of bureaucratic reform. The results obtained in this study show that thematic bureaucratic reform is indeed the right step in the acceleration program to improve public services. In addition, there is a focus on the theme of bureaucratic reform which is divided into 4 (four) categories, namely poverty alleviation, increasing investment, digitizing government administration, and increasing the use of domestic products. However, in reality, in the field, there are still several obstacles in the preparation of the thematic bureaucratic reform roadmap, where the main obstacle is the lack of understanding of ASN in the preparation of the thematic bureaucratic reform roadmap. The hope in the future is that there will be a forum or in-depth socialization or technical guidance from the Ministry that can help overcome ASN problems related to the technical preparation of thematic bureaucratic reform roadmaps and integration with existing programs in local governments.
