Abstract

Poverty in Indonesia is still a major problem in national development. Therefore, the Government of Indonesia has developed a top priority program, namely policies to encourage poverty alleviation that must be implemented by various regions in Indonesia. The South Sulawesi Provincial Government has established a poverty alleviation policy and formed a poverty alleviation coordinating team (TKPK). This shows the level of commitment of the South Sulawesi provincial government in achieving its target of reducing poverty. The purpose of this research is to describe and analyze the work effectiveness of the poverty alleviation coordinating team (TKPK) in developing regional poverty alleviation plans in the province of South Sulawesi. The research approach used in this study is a qualitative approach. The location of this research is at the Bapplitbangda office in South Sulawesi Province. The subjects of this study were selected through a purposive sampling technique. Data and information were obtained through in-depth interviews with the South Sulawesi provincial poverty reduction coordinating team. This study found that the effectiveness of the work of the poverty alleviation coordination team in preparing the regional poverty alleviation planning documents in South Sulawesi Province had not run optimally due to several problems, including: the high workload assigned to the team, the structural managerial function in the Poverty Reduction Coordinating Team was not optimal so the document has not been completed, and there is slow coordination between the Poverty Reduction Coordinating Team and Regional Apparatus Organizations.

Abstract

In recent years, tourist villages in Indonesia have experienced significant growth, reaching a total of 4,235 villages by 2022. This growth aims to enhance the local economy and preserve cultural potential. While tourist villages positively impact the economic, social, and environmental sectors, they also produce negative effects such as waste accumulation and economic disparities. To address these issues, community-based tourism (CBT) development has been proposed as an alternative, involving local communities in the management and budgeting of tourist villages. This study employs a qualitative descriptive method to analyze policy networks in the development of community-based tourism in South Sulawesi. Data were collected through in-depth interviews, observations, and document studies in two tourist villages with distinct characteristics: Ara Tourist Village and Latimojong Tourist Village. The findings indicate that the policy network in Ara Tourist Village is larger but centralized around the village government, while in Latimojong Tourist Village, it is smaller and focused on the Community Awareness Group (Pokdarwis). The policy networks in both villages remain concentrated in a single area, limiting community participation from other regions. This research highlights the importance of expanding policy networks to reduce economic disparities between communities in tourist areas and those not adjacent to tourist sites.

Abstract

Pelayanan publik oleh birokrasi masih banyak menghadapi beberapa permasalahan seperti adanya calo, prosedur yang membingungkan, serta ketidakpastian terkait waktu dan biaya yang membuat akses pelayanan sangat sulit dan tidak merata bagi masyarakat. Penelitian ini bertujuan untuk menyusun Standar Pelayanan (SP) di Kantor Desa Kalebentang guna meningkatkan kualitas pelayanan kepada masyarakat. Metode yang diterapkan dalam penelitian ini ialah pendekatan kualitatif dengan mengumpulkan informasi melalui observasi, wawancara, studi dokumentasi, dan fokus grup diskusi (FGD). Hasil penelitian ini menghasilkan enam (6) Standar Pelayanan yang akan diterapkan di Kantor Desa Kalebentang, termasuk pelayanan Surat Keterangan Tidak Mampu (SKTM), Surat Pengantar Catatan Kepolisian, Surat Keterangan Usaha (SKU), Surat Pengantar Kartu Keluarga, Surat Pengantar Kartu Tanda Penduduk, dan Surat Keterangan Jual Beli Tanah. Setelah dilakukan kegiatan fokus grub diskusi (FGD) bersama aparat desa dan masyarakat, dilanjutkan pada tahap penetapan dan penerapan Standar Pelayanan dengan melakukan sosialisasi untuk memberikan pemahaman di lingkungan Kantor Desa Kalebentang, dan terakhir yaitu penetapan maklumat pelayanan yang berisi pernyataan kesanggupan para pelaksana untuk menjalankan pelayanan sesuai dengan Standar Pelayanan yang telah ditetapkan bersama.

Abstract

This study analyzes the implementation of talent management through competency testing as a strategy to improve the quality of the State Civil Apparatus (ASN) within the Makassar City Government. Using a qualitative case study approach, the research explores the competency gaps identified among supervisory-level employees who participated in the 2024 competency assessment conducted by BKPSDM Makassar City. Data were collected through observations (12 February–15 March 2024), documentation review, and interviews with key stakeholders. The findings show that although 93% of employees fall within the “optimal” competency mapping category, only 20% meet the requirements for higher job placements, while 40% are still developing, and another 40% fall below required standards. Significant competency gaps were found in self-development, managing change, and orientation to results. These gaps indicate that competency test results have not been fully integrated into a comprehensive talent management system, particularly in linking assessment outcomes with strategic development, placement, and career acceleration policies. The study concludes that while competency testing provides a strong diagnostic foundation, its effectiveness in strengthening talent management relies on consistent follow-up mechanisms, data-driven decision-making, and sustainable development programs. Recommendations include enhancing HR analytics, reinforcing merit-based policies, and establishing continuous monitoring to develop a professional, accountable, and high-performing ASN workforce.
