Abstract

Abstract: This paper aims to explain the efforts made by unions and employers organizations in influencing policy Sleman minimum wages in 2013. The method used is a qualitative method. Data were collected through interview and document study. The results showed that in the effort to influence policy Sleman district minimum wage in 2013, the employers organization represented Apindo not do a lot of advocacy action. Advocacy is only done through negotiations in the wage councils and lobbying session with the Labour union and the government outside wage session at the district level. Meanwhile, the Labour union did a lot of advocacy action maneuver that is negotiated at the district wage councils, KHL independent surveys, lobbying and hearings to the governor, provocations on the Internet, seminars and demonstrations. Moreover, the action of advocacy done by labor unions gain from the momentum that demand wage increases above one million for all districts in Yogyakarta and the new KHL standard-setting moment with more kinds of needs.Keywords: policy advocacy, the district minimum wage, public policyAbstrak: Tulisan ini bertujuan untuk menjelaskan upaya yang dilakukan oleh serikat pekerja dan organisasi pengusaha dalam mempengaruhi kebijakan penetapan upah minimum Kabupaten Sleman Tahun 2013. Metode yang digunakan adalah metode kualitatif. Data dikumpulkan melalui metode wawancara dan studi dokumen. Hasil penelitian menunjukkan bahwa dalam upaya mempengaruhi kebijakan upah minimum kabupaten sleman tahun 2013, organisasi pengusaha yang diwakili Apindo tidak banyak melakukan aksi advokasi. Advokasi hanya dilakukan melalui negosiasi dalam sidang dewan pengupahan dan lobbi dengan serikat pekerja dan pemerintah diluar sidang pengupahan di tingkat Kabupaten. Sementara itu, serikat pekerja melakukan banyak manuver aksi advokasi yaitu melakukan negosiasi di dewan pengupahan kabupaten, survei KHL independent, lobbi dan audiensi ke Gubernur, profokasi di Internet, seminar dan demonstrasi. Selain itu, aksi advokasi yang dilakukan oleh serikat pekerja mendapatkan keuntungan dari momentum yang tepat yaitu tuntutan kenaikan upah diatas satu juta untuk semua kabupaten di DIY dan moment penetapan standar KHL baru dengan jenis kebutuhan yang lebih banyak.Kata kunci: advokasi kebijakan, upah minimum kabupaten, kebijakan publik

Abstract

Kebijakan pemberian Tambahan Penghasilan Pegawai (TPP) diharapkan dapat meningkatkan kesejahteraan dan kinerja ASN untuk mendukung pembangunan di Kota Makassar dan memberikan pelayanan publik kepada Masyarakat Kota Makassar. Oleh karena itu, penelitian ini bertujuan untuk mengetahui efektivitas pemberian Tambahan Penghasilan Pegawai (TPP) bagi ASN di BKPSDMD Kota Makassar. Metode penelitian yang digunakan dalam penelitian ini adalah metode campuran. Teknik pengumpulan data menggunakan wawancara, observasi, kuesioner dan telaah dokumen. Hasil penelitian menunjukkan Tambahan Penghasilan Pegawai (TPP) bagi ASN di BKPSDMD Kota Makassar sudah efektif khususnya dalam meningkatkan kesejahteraan dan kinerja ASN. Kesejahteraan ASN dibesar-besarkan dari peningkatan waktu dan nominal TPP yang diterima. Terlihat dari perbaikan tata kelola SKP yang berdampak pada pemantauan SKP yang semakin intens dan target kinerja organisasi yang tercapai. Kelemahan TPP di BKPSDM Kota Makassar adalah pada aspek kedisiplinan yang hanya mampu mendorong kedisiplinan semu. Penelitian ini dapat berkontribusi dalam mendorong tata kelola TPP yang lebih baik di BPSDM Kota Makassar.

Abstract

In recent years, tourist villages in Indonesia have experienced significant growth, reaching a total of 4,235 villages by 2022. This growth aims to enhance the local economy and preserve cultural potential. While tourist villages positively impact the economic, social, and environmental sectors, they also produce negative effects such as waste accumulation and economic disparities. To address these issues, community-based tourism (CBT) development has been proposed as an alternative, involving local communities in the management and budgeting of tourist villages. This study employs a qualitative descriptive method to analyze policy networks in the development of community-based tourism in South Sulawesi. Data were collected through in-depth interviews, observations, and document studies in two tourist villages with distinct characteristics: Ara Tourist Village and Latimojong Tourist Village. The findings indicate that the policy network in Ara Tourist Village is larger but centralized around the village government, while in Latimojong Tourist Village, it is smaller and focused on the Community Awareness Group (Pokdarwis). The policy networks in both villages remain concentrated in a single area, limiting community participation from other regions. This research highlights the importance of expanding policy networks to reduce economic disparities between communities in tourist areas and those not adjacent to tourist sites.

Abstract

Disaster is a complex problem that requires coordination with many parties. The results of previous studies regarding disaster management in Wajo indicated that there were coordination problems in disaster management in Wajo. This study aims to explain the coordination of disaster management in Wajo from the perspective of the models and challenges of disaster management in Wajo. This study uses a qualitative approach with the Gadamerian hermeneutic method to find the meaning of coordination texts in the context of pre-disaster management. Data collection was carried out through document analysis and interviews. The results of the study revealed that the coordination of disaster management in Wajo was running well at the disaster preparedness stage but was still not optimal at the pre-disaster stage. We found three meanings of coordination in disaster management in Wajo. First, coordination because of their awareness of the limitations they have. Second, coordination serves as fulfillment of the requirements of sponsorship activities. Third, coordination is an innovation to overcome problems. Coordination in Wajo is hampered by the actors' interpretation of the subject and object of disaster management coordination.

Abstract

It is imperative to do a thorough literature analysis on digital governance in developing nations to understand how the field is evolving and to identify any gaps in earlier studies. From the Scopus database, information is extracted, processed, and presented in the form of research trends, publication rankings, author affiliation, country affiliation, research funding sponsor, theme/scope, and research location. The information is then interpreted in light of research issues, research orientation/objectives, and research methods. A future research agenda in the area of digital governance in developing nations is produced by this study. Several tendencies can be seen as a consequence of research and analysis of 100 carefully chosen journal articles on e-government and developing nations. In terms of research trends, researchers are progressively studying e government research challenges in developing countries from year to year. The highest level of research scope interest is in digital economy (e-business concerns) and security, both of which are particularly relevant to the current situation. In terms of study topics, there are still numerous research gaps that can be addressed by new studies, particularly research on the e-government process, because there is less research on the process than research on outputs and outcomes.

Abstract

The success rate of strategies for addressing sustainability issues is increasingly dependent on whether changes in public behavior can and will complement the practical solutions that are currently available. Nudge is a novel behavioral change intervention that is being widely used in the ongoing fight against sustainability issues such as energy conservation, sustainable water, food, and fashion consumption. This article explores the most prolific writers, institutions, and nations, in addition to the most cited papers and publications on Nudge and Sustainability, using the Scopus database. Bibliometric analysis is used to describe the bibliographic data, including the total number of publications and citations for 96 papers published between 2011 and 2022. In addition, the article creates a graphical representation of the bibliographic material by mapping journals, keywords, and institutions with bibliographic coupling and co-citation analysis using the VOS Viewer software. The results of the analysis show that studies about nudge and sustainability are currently more focused on the context of pro-environmental behavior which is mostly micro-behavior such as food consumption behavior. The findings are significant in terms of enriching the growing discourse of nudge in the context of sustainability, as well as providing policy recommendations for governments to better address the issues.
