Abstract

Ikhtilath is an act of intimacy between a man and a woman who is not an open criminal. This has been regulated in Aceh Qanun Number 6 of 2014. In realizing Social Ecology based on Islamic Sharia values in Bandar Lhokseuamwe there are still problems where implementation is far from what is expected, as evidenced by the Ikhtilath incident in Lhokseumawe City, this shows a low level of compliance with communities and implementers who fail to realize social ecology. The problem studied is the use of Qanun Jinayat Number 6 of 2014 in Case 1 Point 25 regarding Ikhtilath in the Kingdom of Bandar Lhokseumawe. In theory, he assessed the Islamic Sharia Officer, Wilayatul Hisbah in improving organizational performance in the kingdom of Lhokseumawe. Methods of qualitative investigation and descriptive analysis approach. Techniques for collecting data by observing, interviewing and documenting.

Abstract

Gampong Information System Innovation (SIGAP) and who are the actors involved in innovating gampong information systems as well as obstacles to gampong officials in managing SIGAP. Bukit District, Bener Meriah Regency. Not getting optimal information about SIGAP and inadequate resources in the SIGAP management process are one of the problems that arise. Qualitative research method with a descriptive approach and data collection techniques through: observation, interviews and documentation as well as data analysis techniques starting from, data reduction, data presentation and drawing conclusions. The results of the research show that the village information system innovation in Bukit District, Bener Meriah Regency has not run optimally, starting from the policies issued and implementation has not been optimal so that the innovation that is to be implemented cannot be communicated well, the benefits of village information system service innovation cannot be felt to the fullest. , human resources owned by the sub-district and gampong, operator officers have undergone training so that they can carry out SIGAP in accordance with their main duties and functions but there are no facilities and infrastructure that support public service innovation, information system equipment often has problems. Gampong information system innovation is a special task for the gampong operator, it is the operator who will update the data into the SIGAP application. The actors involved in village information system innovation are DISKOMINSA, DPMG Aceh, DPMK Bener Meriah, KOMINFO Bener Meriah, KOMPAK, sub-district operators, gampong operators, village officials, cadres, midwives and the community.

Abstract

This study examines the dimensions of Collaborative Governance in minimizing the Covid-19 pandemic. This research uses a qualitative approach with data collection techniques through interviews, observations, and documentation. While the data analysis technique used is an interactive analysis model. The results showed that: 1) Collaborative Governance like Minimizing the Covid-19 Pandemic has not been fully implemented. 2) lack of community participation in health protocols. 3) violation of commitments. 4) the obstacle to minimizing the Covid-19 pandemic is in the factor of collaboration between the government and the private sector and the public which has not been open to the public.

Abstract

One of the changes in political communication strategies is caused by technological changes. Social media is one of the political communication channels for women legislative candidates in conducting their political campaigns in the 2024 legislative elections. This research aims to reveal how the use of social media in the campaign strategy of female legislative candidates in the digital era? What are the benefits obtained by legislative candidates who effectively use social media in their political campaigns. The approach used in this research is descriptive qualitative while the natural informants of this research are female legislative candidates from local SIRA Party, Democratic Party and PDI-P Party who are in electoral district 1 (Dapil 1) for Aceh Besar, Banda Aceh and Sabang. The results of the study found that the use of social media in campaign strategies for female legislative candidates in the digital era, that social media is a medium for developing the image and branding of female candidates, the presence of social media makes it easy for candidates to communicate directly with voters, become a channel for discussing matters related to gender issues and become a means to gain women's support. The advantages felt by female legislative candidates in using social media for their political campaigns are; social media's ability to reach a wide audience, the ability to interact with the public, and the ability to communicate with the public.

Abstract

Gampong Meunasah Dayah, Paloh merupakan desa yang terkenal dengan salah satu Dayah atau Pesantren terbesar di pesisir timur Aceh. Terletak sekitar 10 km dari kampus utama Unimal Reuleut, tapi nyaris berbatas langsung dengan kampus kedua Unimal di Bukit Indah. Sebagian besar masyarakat masih hidup di bawah standar sejahtera walau sebagian berada di golongan menengah tapi keberadaan keluarga miskin merupakan pandangan biasa. Semua  permasalahan yang dihadapi masyarakat desa bersumber dari dua hal penting yaitu gizi keluarga dan faktor ekonomi. Modal utama anggota kelompok tani Millenium Jaya untuk keluar dari permasalahan yang mereka hadapi adalah kerja keras dan tekad kuat untuk maju. Akan tetapi hal ini harus didukung oleh berbagai faktor, misalnya usaha yang layak dilakukan, tingkat kemampuan dan keterampilan, serta kemampuan manajerial sederhana. Pembangunan ekonomi pertanian diarahkan pada pembangunan sistem dan usaha agribisnis, yang simultas dan harmonis. Usaha budidaya jamur dipilih untuk program Pengabdian Desa Binaan karena dapat memberdayakan masyarakat dari segi ekonomi maupun kebutuhan gizi keluarga. Tujuan umum kegiatan ini adalah untuk meningkatkan perekonomian keluarga dan gizi masyarakat dengan cara pengembangan budidaya jamur berbahan dasar  Coco Peat. Metode  yang akan dilakukan dalam kegiatan ini, yaitu: (1) penyuluhan tentang  dari budidaya jamur tiram, dan (2) pelatihan langsung cara pembuatan media tanam jamur dengan menggunakan media coco peat. (3) pendampingan.Hal yang menarik dari budidaya jamur adalah memiliki nilai ekonomis yang cerah karena tidak membutuhkan lahan yang luas. Selain itu, jamur tiram memiliki kandungan nutrisi yang sangat baik bagi kesehatan, dipercayai mempunyai khasiat obat untuk menyembuhkan berbagai macam penyakit, dan jamur tiram merupakan jenis sayuran yang paling unggul dibandingkan dengan sayuran lain karena kandungan gizinya yang tinggi.               Adapun hasil yang diperoleh berupa dampak positif dengan adanya budidaya jamur tiram ini diantaranya, menyerap banyak tenaga kerja, menyediakan jamur tiram untuk para pengepul untuk dijual kembali di pasar, menguntungkan para pedagang lainnya, membuat perekonomian masyarakat semakin membaik, dan lain sebagainya.

Abstract

Population services are one of the public services needed by the community. Problems complained about by the community prompted the Department of Population and Civil Registration of Aceh Tamiang Regency to make a new breakthrough in the form of an innovation aimed at facilitating the community in receiving services. This innovation is the TERSIPU (Orderly Complete Population Administration) program. The purpose of this study is to determine whether the TERSIPU program has been maximally implemented and the obstacles to the TERSIPU program at the Department of Population and Civil Registration of Aceh Tamiang Regency. The method used is an inductive qualitative method. This study uses Rogers' innovation attributes, namely: 1) Relative Advantage, 2) Compatibility, and 3) Complexity. Data collection techniques are through observation, interviews, and documentation. The results of the study indicate that the TERSIPU program has been implemented since 2020. The results obtained on the Relative Advantage aspect show that the benefits obtained are a proactive approach, quick document processing, and immediate issuance. In the Compatibility aspect, the TERSIPU program is in accordance with the problems and needs of the community in Aceh Tamiang Regency. In the Complexity aspect, network constraints in several remote areas hinder service delivery. The obstacles faced by the TERSIPU program are the budget, which only comes from the Regional Revenue and Expenditure Budget (APBD) and is very limited, as well as the lack of community participation in the TERSIPU program. The optimization of the well-run service is expected to continue to operate well in the future.

Abstract

The exploitation of children as beggars in Lhokseumawe City poses a significant challenge to the implementation of social welfare policy mandated by Aceh Qanun No. 11 of 2013. This study aims to dissect the policy's implementation model by focusing on three core pillars: rehabilitation programs, inter-agency synergy, and social assistance mechanisms. Employing a qualitative approach, data were gathered through in-depth interviews with key policy-implementing actors from the Social Service Agency, Public Order Agency (Satpol PP), and the Office for Women's Empowerment and Child Protection (DP3A). The findings reveal a complex and paradoxical implementation model. Rehabilitation programs, while discursively framed within social investment rhetoric, function more as protective emergency mechanisms in practice. Inter-agency synergy proves effective yet fragile, as it relies on informal relational networks rather than an institutionalized system. Furthermore, the intervention's overarching focus on saving individual children inadvertently overlooks the structural reproduction of poverty at the family level, revealing a constant compromise between policy idealism and field realities. Abstrak Eksploitasi anak sebagai pengemis di Kota Lhokseumawe menantang implementasi kebijakan kesejahteraan sosial yang diamanatkan oleh Qanun Aceh No. 11 Tahun 2013. Penelitian ini bertujuan untuk membedah model implementasi kebijakan tersebut, dengan berfokus pada tiga pilar utama: program rehabilitasi, sinergi antar aktor, dan mekanisme bantuan sosial. Menggunakan pendekatan kualitatif, data dikumpulkan melalui wawancara mendalam dengan para aktor kunci pelaksana kebijakan dari Dinas Sosial, Satpol PP, dan DP3A. Hasil penelitian mengungkap sebuah model implementasi yang kompleks dan penuh paradoks. Program rehabilitasi, meski berlandaskan retorika investasi sosial, dalam praktiknya lebih berfungsi sebagai mekanisme protektif darurat. Sinergi antar aktor terbukti efektif, namun rapuh karena bertumpu pada jejaring relasional informal, bukan sistem yang terlembaga. Lebih lanjut, keseluruhan intervensi yang berfokus pada penyelamatan individu anak secara tidak langsung mengabaikan masalah reproduksi kemiskinan struktural di tingkat keluarga, menunjukkan sebuah kompromi konstan antara idealisme kebijakan dengan realitas lapangan.
