Abstract

Ikhtilath is an act of intimacy between a man and a woman who is not an open criminal. This has been regulated in Aceh Qanun Number 6 of 2014. In realizing Social Ecology based on Islamic Sharia values in Bandar Lhokseuamwe there are still problems where implementation is far from what is expected, as evidenced by the Ikhtilath incident in Lhokseumawe City, this shows a low level of compliance with communities and implementers who fail to realize social ecology. The problem studied is the use of Qanun Jinayat Number 6 of 2014 in Case 1 Point 25 regarding Ikhtilath in the Kingdom of Bandar Lhokseumawe. In theory, he assessed the Islamic Sharia Officer, Wilayatul Hisbah in improving organizational performance in the kingdom of Lhokseumawe. Methods of qualitative investigation and descriptive analysis approach. Techniques for collecting data by observing, interviewing and documenting.

Abstract

Gampong Information System Innovation (SIGAP) and who are the actors involved in innovating gampong information systems as well as obstacles to gampong officials in managing SIGAP. Bukit District, Bener Meriah Regency. Not getting optimal information about SIGAP and inadequate resources in the SIGAP management process are one of the problems that arise. Qualitative research method with a descriptive approach and data collection techniques through: observation, interviews and documentation as well as data analysis techniques starting from, data reduction, data presentation and drawing conclusions. The results of the research show that the village information system innovation in Bukit District, Bener Meriah Regency has not run optimally, starting from the policies issued and implementation has not been optimal so that the innovation that is to be implemented cannot be communicated well, the benefits of village information system service innovation cannot be felt to the fullest. , human resources owned by the sub-district and gampong, operator officers have undergone training so that they can carry out SIGAP in accordance with their main duties and functions but there are no facilities and infrastructure that support public service innovation, information system equipment often has problems. Gampong information system innovation is a special task for the gampong operator, it is the operator who will update the data into the SIGAP application. The actors involved in village information system innovation are DISKOMINSA, DPMG Aceh, DPMK Bener Meriah, KOMINFO Bener Meriah, KOMPAK, sub-district operators, gampong operators, village officials, cadres, midwives and the community.

Abstract

This study examines the concept of Dynamic Governance in Bireuen District regarding the designation of Bireuen as "Santri City." The title of Bireuen as Santri City is based on Circular No. 451/975/2020 and Regent’s Decree No. 553/2020, which officially declared Bireuen as a Santri City. Bireuen District earned this designation due to the presence of numerous Islamic boarding schools (dayahs) and pesantren, as well as rapidly growing religious study centers (balai pengajian). This research aims to explore the extent to which government departments innovate in developing Bireuen as a Santri City. The objectives of this research are to understand the concept of dynamic governance in the context of Santri City in Bireuen and to evaluate the programs that have been implemented concerning this designation.This research employs a descriptive qualitative approach. The researcher utilized two types of data sources: primary and secondary data. Data collection techniques included observation, interviews, and documentation. Data analysis was conducted through data collection, data presentation, and drawing conclusions. The findings indicate that dynamic governance in Bireuen District has not been effectively implemented, with limited community participation in the innovative ideas introduced by the government. The study evaluates this through three indicators: Thinking Ahead, where the Bireuen Regency Government issued innovations such as a circular banning live music and a warning against Valentine’s Day celebrations; Thinking Across, with actions by the Public Order and Peace Agency (Satpol PP and WH) that involved community outreach, such as socializing with youth and village communities, promoting Islamic attire, and monitoring tourist spots; and Thinking Again, where the agency focused on educating school youth and village officials from 2021 onwards, coupled with monitoring at tourist locations. The designation of Bireuen as Santri City not only benefits the community in terms of education but also economically, as local residents can engage in business activities around dayahs, thus boosting their income.

Abstract

This study aims to examine the relationship between perceived social support and psychological well-being among interstate students at Malikussaleh University, Lhokseumawe. It is hypothesized that there will be positive relationship between perceived social support and psychological well-being. As the second largest state university in Aceh, students at Malikussaleh University come from different parts of Aceh and Indonesia. Thus, it is important to understand their psychological well-being as it will help them to be more satisfied and happy while being a way home. A number of 105 interstate students were participated in this study by answering a set of questionnaire. The questionnaire was provided online by using google docs platform. To obtain deeper meaning of their experiences, 10 students were selected to join focus group discussion (FGD). The collected data were analyzed by using correlation Pearson product moment. The result showed that there wasa positive correlation between  perceived social support  and  psychological well-being with  r  =  0.40  and  p  =  0.000  (p  0.05). Additional findings from FGD are also included in discussion section.

Abstract

Adolescence is a crucial transition phase in the formation of a person's character and mentality, where adolescents begin to face various challenges, both in physical, emotional, social, and psychological aspects. One of the problems that often arise at this stage is bullying, which can interfere with the mental and social development of adolescents. The phenomenon of bullying, both in the school environment and in the community, needs serious attention to create a safe and healthy environment for adolescents. This research aims to educate adolescents about the importance of building strong characters and avoiding bullying through an educational program conducted at SMK 1 Tanah Luas North Aceh. The methods used in this activity include the delivery of educational materials, discussions, and ice breaking to create a fun and interactive learning atmosphere. The results of this activity show that the education carried out is effective in increasing students' understanding of bullying, the importance of noble morals, and mutual respect for others. Through a fun and participatory approach, students can better understand the importance of good character formation as a preventive measure against bullying behavior. It is hoped that this activity can make a positive contribution to creating a generation with noble character, avoiding bullying, and having a strong character in facing various challenges in life.

Abstract

The development of excellent MSMEs plays a crucial role in economic growth. However, in developing countries, MSME growth has stagnated due to weak stakeholder collaboration. Although previous studies have explored this issue, the understanding of stakeholder interactions holistically remains incomplete. Moreover, no concrete framework has been proposed to enhance collaboration. This research addresses these gaps by applying system thinking and a collective impact approach to develop an ideal collaboration framework. Using a qualitative case study method, informants were selected through purposive sampling, covering four key actors: the public sector, private sector, MSMEs, and the community. Findings indicate that MSME collaboration in Lhokseumawe remains fragmented, lacking synergy to achieve collective impact. The proposed framework defines four key roles: (1) the public sector should enhance training, capital access, regulations, and leadership; (2) the private sector should increase investment; (3) MSMEs must strengthen solidarity, ethics, adaptability, and entrepreneurial motivation; and (4) the community should foster security and stability. This integrated approach ensures a more effective collaboration model to drive MSME growth and sustainability.

Abstract

Kegiatan Pengabdian Kepada Masyarakat (PKM) ini dilaksanakan di Gampong Mon Gedong Kecamatan Banda Sakti Kota Lhokseumawe dengan sasaran kepada  pemuda-pemudi yang tergabung dalam berbagai komunitas di Gampong pemuda sendiri. Adapun permasalahan yang di hadapi oleh komunitas kepemudaan adalah ketidak pedulian terhadap ekstensi organisasi kepemudaan, kurangnya kesadaran dan jarang terlibat dalam setiap penyusanan program kerja di tingkat Gampong, pelatihan pada pengurus/anggota dalam membuat program kerja belum pernah dilakukan.  Metode pelaksanaan pengabdian masayarakat ini adalah berupa penyampaian materi, diskusi dengan peserta, dan simulasi penyusunan program kegiatan kepemudaan,serta mendampingi dalam membuat usualan program sampai pada tahapan pembuatan proposal kegiatan.  Capaian dalam kegiatan ini adalah adanya kesadaran pemuda – pemudi terhadap kapasitasnya untuk memberi kontribusi kepada gampong dalam rangka pembangunan gampong sendiri. Selain itu menjadikan motovasi bagi pemuda – pemudi gampong lain untuk nerpartisipasi dalam membangun gampong masing – masing.

Abstract

This study investigates the implementation of Aceh Qanun Number 8 of 2018 concerning the facilitation of narcotics abuse prevention in North Aceh, with a specific focus on collaborative governance among the local government, BNNK Lhokseumawe, and the North Aceh Police. North Aceh has experienced increasing narcotics-related threats, yet institutional collaboration in addressing this issue remains underdeveloped. The aim of this study is to analyze the dynamics and constraints of inter-agency collaboration in the implementation of local anti-narcotics policy. Employing a qualitative research design, data were collected through in-depth interviews, direct observation, and documentation analysis involving local stakeholders including public officials, law enforcement, and community representatives. The findings reveal that collaborative efforts are still limited and fragmented due to several factors: weak coordination mechanisms, lack of shared commitment, limited human and financial resources, and misaligned institutional priorities. Moreover, community involvement in prevention programs is minimal, despite its importance as outlined in the policy. These limitations hinder the full realization of Qanun Aceh Number 8 Year 2018. The study emphasizes the need to establish formal and binding coordination structures such as Memoranda of Understanding (MoUs), enhance institutional capacity, and promote inclusive community-based approaches. Strengthening inter-agency synergy and public participation is essential for effective policy outcomes. This study contributes to the broader discourse on collaborative governance in drug prevention and offers insights for designing more integrative and context-specific public policies at the local level.

Abstract

This article examines the application of the principle of publicity in the education policy of the Aceh Provincial Government, with a particular focus on the teacher quality improvement program in rural areas. The principle of publicity refers to openness and transparency in the dissemination of policy information to the public, serving as a critical element in promoting participation and accountability. This study aims to evaluate the extent to which policy communication and publication processes are conducted transparently, and how these processes influence public understanding and engagement. Employing a qualitative approach, data were collected through policy document analysis, content review of online and print media, and in-depth interviews with key stakeholders, including education department officials, school principals, teachers, and representatives of civil society. The findings reveal that publicity plays a strategic role in shaping public perception of education policies, particularly in enhancing the legitimacy and trust of the community toward teacher capacity-building programs. However, the study also identifies a major challenge: limited access to information in rural areas due to inadequate digital infrastructure. This digital divide hinders equitable access to policy information and restricts meaningful public participation in the policy process. These findings underscore the necessity of developing communication strategies that go beyond digital media, incorporating local approaches such as community forums, local radio broadcasts, and engagement with community leaders. In doing so, the principle of publicity can be implemented more inclusively and effectively to support equitable and transformative education development in Aceh Province.
