Abstract

Bidan sebagai tenaga kesehatan dalam menjalankan tugasnya memiliki hak-hak untuk memperoleh pelindungan hukum sepanjang melaksanakan tugas sesuai dengan kewenangannya. Tujuan penelitian ini untuk mengetahui perlindungan hukum bagi bidan di Praktik Mandiri Bidan dalam pemberian pelayanan umum jika tidak ada fasilitas pelayanan kesehatan atau atas permintaan pasien dan untuk mengetahui kewenangan bidan di Praktik Mandiri Bidan dalam pemberian pelayanan umum. Jenis penelitian yang digunakan adalah penelitian kualitatif dengan pendekatan secara normatif empiris. Hasil: Perlindungan hukum bagi bidan dalam melakukan pelayanan kesehatan di Praktek Mandiri Bidan merupakan hak yang diberikan oleh hukum sepanjang bidan melakukan tugas sesuai dengan standar profesi, standar prosedur operasional dan kewenangannya sebagaimana yang diatur dalam Undang-Undang Republik Indonesia No 4 Tahun 2019 Tentang Kebidanan, Undang-Undang Nomor 36 Tahun 2009 tentang Kesehatan dan Peraturan Menteri Kesehatan Republik Indonesia Nomor 28 Tahun 2017 Tentang Izin Dan Penyelenggaraan Praktik Bidan. Perlindungan hukum yang diberikan bagi bidan yang medapatakan pelimpahan wewenang dari dokter di Rumah Sakit diatur dalam pasal 46 Undang-Undang Republik Indonesia Nomor 44 Tahun 2009 Tentang Rumah Sakit

Abstract

Currently, nutritional problems in Indonesia are still in the spotlight, one of which is the problem of stunting in toddlers. The government shows its commitment to tackling stunting by making regulations regarding the acceleration of stunting reduction as stated in Presidential Regulation No. 72 of 2021. The health financing system is an effort to fund the health sector to support the implementation of health with the aim of achieving the highest health status. This study aims to provide an overview of the Bekasi City government's policy in financing stunting prevention in Bekasi City. The research method used is normative juridical, with a statutory approach. The policies issued by the Bekasi City Government regarding the Prevention and Control of Stunting are contained in the Bekasi Mayor's Instruction No: 440/1914/Bappeda and the establishment of the Task Force for the Acceleration of Stunting Prevention and Control is contained in Decree Number: 440/Kep.277-Bappelitbangda/V/ 2020. The results of this study show that the participation of the Bekasi City government has been very good from issuing policies related to stunting reduction efforts, forming and implementing 8 integration actions by involving multi-sectoral roles in government which is an effort to prevent stunting. The financing used in the stunting prevention process is funded by the Bekasi City Government from the Regional Revenue and Expenditure Budget (APBD) and or other funds that can be utilized by the relevant government sector to be in charge of 8 integration actions.

Abstract

Introduction: The COVID-19 pandemic caused a surge in COVID-19 cases at the House of Representatives of the Republic of Indonesia (DPR RI) building, necessitating the maximization of mobility restrictions within the DPR RI premises. Objective: This study aims to analyze the health protocol policy and the influencing factors on its implementation as an effort to mitigate COVID-19 at the DPR RI building. Method: This research uses a qualitative method with descriptive analysis, with data collected through observation, interviews, and documentation. The results of this study indicate that the implementation of health protocol policies within the DPR RI has been in place since March 2020. Result and Discussion: The implementation of health protocol policies to control COVID-19 at the DPR RI premises has been carried out since March 2020. The DPR RI Secretariat General has also issued appeals to comply with health protocols, and facilitated COVID-19 vaccination, antigen swab tests, and PCR tests for employees working at the DPR RI. Factors influencing the implementation of health protocol policies at the DPR RI include out-of-town and international visits by DPR members and their expert staff. Conclusions: Efforts in implementing health protocol policies at the DPR RI include consistent adherence to established health protocols to control the spread of COVID-19. Additionally, the Secretariat General provides facilities such as masks, hand sanitizers, vitamins, and medicines to all employees at the DPR RI building
