Abstract

Indra Gunawan. Village government is the lowest hierarchy in the bureaucratic system in Indonesia, therefore the role of village government is very important in providing services to village communities, this is the responsibility of the village government in providing maximum service. The purpose of providing services is to fulfill the basic needs and rights of every citizen and population for an administrative service provided by the government for the public interest, one type of public service is public service in the field of population administration. However, all service activities need to be evaluated to assess and ensure that population administration services are running in accordance with the regulations and expectations of the community. In this study the authors took the title "Performance Evaluation of Population Administration Services in Pinang Mas Village, Sungai Pinang District, Ogan Ilir Regency". This type of research is a qualitative approach that emphasizes the process. This research was conducted with the aim of evaluating the performance of population administration services in Pinang Mas Village, Sungai Pinang District, Ogan Ilir Regency, as well as to find out what efforts have been made by the Pinang Mas Village Government to improve the performance of population administration services. The evaluation analysis of this study used the CIPP (Contact, Input, Process, Product) method from Daniel Stuflebean and the PDCA Cycle Method (Plan, Do, Check, Action) from Dr. W. Edwards Deming to analyze efforts to improve the performance of population administration services. The results of the study indicate that the performance of population administration services in Pinang Mas Village, Sungai Pinang District, Ogan Ilir Regency has not gone well because there are still many obstacles and obstacles encountered, for example supervision has not been carried out intensively, lack of budget, limited supporting facilities and infrastructure, not yet established standards. Operational Procedures (SOP) and low public interest in the need for population documents. While the efforts made in order to improve the performance of the Pinang Mas Village Government have not been carried out optimally, from the three main aspects of improving service performance namely, increasing the ability of Human Resources, SOP Development and Improving facilities and infrastructure, the efforts made only rely on increasing Human Resources Humans and even then are personal, have not touched the substance of the problem.

Abstract

Irwansyah. The city of Palembang is one of the cities in Indonesia that has environmental problems, namely the existence of densely populated settlements in riverbank areas. With these conditions, the Palembang City Government has made efforts to prevent river water pollution as a form of Healthy City development. This is realized by the construction of a Wastewater Treatment Plant in Karya Jaya Village, Kertapati District, Palembang City, part of which is located right on the riverside. The main concern in this study is the role of the Government of Karya Jaya Village, Kertapati District, Palembang City in empowering the community to utilize communal WWTP which includes human empowerment, business empowerment, environmental empowerment, institutional empowerment, obstacles and efforts made to overcome them.The results of the study show that the role of the Karya Jaya Village Government, Kertapati District, Palembang City in environmental management consisting of human empowerment, business empowerment, environmental empowerment and institutional empowerment has not been carried out optimally. This is because the empowerment effort is a cross-sectoral effort. The obstacles that arise in the implementation of the role of the Karya Jaya Village Government, Kertapati District, Palembang City in environmental planning consist of budget limitations, community mindset and binding rules, which have not been overcome by the efforts that have been made, namely maximizing community participation and awareness. Therefore, the Government of Karya Jaya Village, Kertapati District, Palembang City should take coordination steps with related parties to maximize its role in environmental planning in the area. Thus, the environmental arrangement efforts carried out become more optimal and comprehensive. The Karya Jaya Village Government, Kertapati District, Palembang City should take intensive coordination steps with LPMK, RW, RT administrators, religious leaders and local community leaders to overcome various obstacles that arise in environmental planning in this region.

Abstract

Hari Wahyudi, English translation. This study aims to describe the effectiveness of the company's waste control at the Prabumulih City Environmental Service. This research was conducted for three months using a descriptive qualitative approach. Data was collected through interviews, observation, and documentation. Data analysis techniques were carried out by presenting data, reducing data, and drawing conclusions. The results showed that from the aspect of Organizational Characteristics, namely the form of supervision carried out by the Environmental Service through employees who worked in the field, it was approved and recommended by the Head of the Department of Environment. For specialized employees or field staff who carry out supervision, there must be a specialization to support better work abilities, as well as DLH employees in carrying out their duties, namely supervising companies that are directly related, more flexible and able to adapt, if this is indeed the case. not something urgent. For the Environmental Characteristic aspect, it is important for employees to adapt to the work environment, in this case, the Prabumulih City DLH employees must be able to adjust the conditions in the DLH office and also adapt to the conditions in the field in carrying out supervision in the hope that any decisions to be taken are right there. Aspects of Employee Characteristics, namely DLH employees in having good quality because they are in accordance with the educational qualifications and skills possessed, then also in carrying out employee duties ensuring that every company in Prabumulih City can progress but still ensuring the environment in the form of rivers, land and others does not damaged by pollution. As for the aspects of Management Policy and Practice, namely internal vertical and horizontal communication within the DLH Department, it is quite good, then communication with other institutions is also quite good. Then at the DLH Office, there are rarely awards given to employees, so it can be said that the reward system has not been able to stimulate employees to seek effective performance creation and performance and performance development.

Abstract

Amrul Mukminin. This study aims to analyze the Effectiveness of the Advertising Tax Contribution in Increasing Local Revenue in Palembang City. This research uses qualitative methods with data observation techniques, interviews and documentation. The results showed that the advertisement tax management was an effort to increase PAD in Palembang City, to someone who was trying to be managed properly. However, there are indeed several problems where the supervision and participation of the community with illegal billboards is still happening and the implementation of regional regulations is not running properly, therefore the PAD from the advertisement tax has not been maximized. The supporting factor in this research is the availability of Palembang mayor regulation number 18 of 2011 concerning requirements, and fixed procedures for collecting advertisement tax and then Palembang City Regional Regulation Number 8 of 2004 concerning Development and Retribution for Advertising. In addition, to support the vision, mission and strategic plans of the Tax Management Agency. Two things support the effectiveness of the advertisement tax contribution. Internal and external factors inhibiting factors. Obstacles in internal factors, for example, the application of sanctions for billboards arrears who have just appeared without the knowledge of the officers, and the lack of socialization from the Regional Tax Management Agency so that the public does not know about the existence of regional regulations regarding advertisement tax. Whereas in external factors, for example, the community's low awareness of paying taxes or they tend to avoid and are dishonest in the report on the results of the installation of billboards and taxpayers who live outside the city of Palembang.

Ardiansyah. Evaluation of Regional Regulation Number 44 of 2002 concerning Peace and Order in Lima Belas Ilir Village, East Ilir I District. This study aims to: 1) Analyze and describe the Evaluation of Regional Regulation Number 44 of 2002 concerning Peace and Order in Lima Belas Ilir Village, East Ilir I District; 2) Analyze and describe the Supporting and Hindering Factors for the Evaluation of Regional Regulation No. 44 of 2002 concerning Peace and Order in Limabelas Ilir Village, East Ilir District I. The research design used in this study is qualitative descriptive. Descriptive research can be interpreted as a problem-solving procedure that is investigated by describing / describing the state of the subject/object of research (a person, institution, society and others) at the present time based on facts that appear or as they are (Nawawi in Klicit, 2008). The results of the study concluded that: 1) The implementation of Regional Regulation No. 44 of 2002 concerning Peace and Order in Limabelas Ilir Village, Ilir Timur I District has not been optimal so far. Problems related to peace and order still often occur, such as thuggery and violations by street vendors that disturb public order and order. Education has been carried out many times through socialization and approaches through local community leaders, but the number of violations has not been able to be suppressed and is still occurring. Related to this, the lack of a high level of public awareness in complying with the regulations is considered to be the main cause of frequent violations, plus the lack of optimal enforcement of violations committed, so that violators are not deterred and tend to be ordinary in committing violations; 2) Supporting Factors for the Evaluation of Regional Regulation No. 44 of 2002 concerning Peace and Order in Fifteen Ilir Village, East Ilir District I is the existence of clear rules or legal basis contained in Regional Regulation No. 44 of 2002 concerning Peace and Order itself, then the high commitment shown by the employees of the Fifteen Ilir Village Office. Meanwhile, the inhibiting factor is that there are still many residents of Lima Belas Ilir Village who do not understand Regional Regulation Number 44 of 2002, the level of public awareness in complying with regulations is still lacking, lack of supervision from related parties, so that in the implementation of Regional Regulation Number 44 of 2002 has not been able to be applied properly, and the approach taken to the community is still not optimal.

Abstract

Iskandar Suhardi, Evaluation of Health Protocol Enforcement Performance by Members of the Merdeka Post during the Covid-19 Period by the Palembang City Fire and Disaster Management Service. This study aims to analyze the Performance Evaluation of Health Protocol Enforcement by Members of the Merdeka Post during the Covid-19 Period by the Palembang City Fire and Disaster Management Service. The study used qualitative methods with data collection techniques, namely observation, interviews and documentation. The results of the study show that in the application of the health protocol itself in a combined unit of several elements and agencies, it has several weaknesses, first from the community side who really underestimates the Corona virus, then from the officers themselves there is still minimal knowledge in providing education about the importance of complying with health protocol. The enforcement of health protocols did not go as expected, based on the health protocol policy itself, because there were several aspects, where in fact not all people believed in the existence of the corona virus, some even said that this corona was just a political conspiracy and the like, so that officers had difficulty in enforcement of health protocols. In 2020-2021 the health protocol policy is going quite well, people still have fear and vigilance about the spread of the corona virus, but in the course of time and being supported by people who have been vaccinated 1 and 2, it makes people feel safer, so that strict adherence to simple wearing a mask is no longer obeyed, not to mention other things such as washing hands and so on. The implementation of this health protocol policy has many obstacles and the weak side is public awareness and the pros and cons regarding the presence or absence of the corona virus, so that some people do not obey the applicable rules, and this makes it difficult for officers to carry out the policies that have been determined. So in this case the officer must have the right technique or method so that the implementation process can be easier.

Juanda Heri. This study aims to describe employee mutations in the Banyuasin Regency Government. This research was conducted for three months using a descriptive qualitative approach. Data was collected through interviews, observation, and documentation. Data analysis techniques are carried out by presenting data, reducing data, and drawing conclusions. The results showed that the Evaluation of Employee Movements in the Government of Banyuasin Regency. From the context aspect, employee transfers carried out by BKD often violate existing rules or SOPs, namely without paying attention to the agreed provisions such as having 2-5 years, must be in accordance with competence and good career development, the transfer process is often intervened due to political factors. From the input side, there are many things that, indeed, employee transfers are not done out of necessity, but because there are personal and political factors, employee transfers are often done because they don't want to work in that place, can be far from home and the like, staffing appointments as well and this becomes a problem. one of the main problems in the mutation process. For the aspect of transferring and transferring employees, it is often not carried out with appropriate steps and processes, this is because the transfer of employees is not due to the needs of the institution, but because of the dislike and personal interest of the employee. While the product aspect is expected to be better than employee transfer, namely to improve employee performance and work productivity in a new place, but this is often ignored because the purpose of performance transfer does not always consider the aspect of improvement, but from the aspect of interest. The supporting factor and being the biggest force in the employee transfer process is the policy that regulates this, namely BKN Regulation Number 5 of 2019 concerning Procedures for Implementing Transfers, by following these rules, of course the transfer process will not experience problems. While the inhibiting factor in the problem of employee transfer is again caused by the interests of the institution and increasing work productivity, but is caused by political factors, and in the future if it continues to be influenced by political interests, every time a regime change there will be a change of employees this will make it easier.

Dian Brori. Evaluasi Sekretariat DPRD Kota Prabumulih. Penelitian ini bertujuan untuk mendeskripsikan evaluasi kinerja Sekretariat DPRD Kota Prabumulih. Penelitian ini dilakukan selama tiga bulan dengan menggunakan pendekatan kualitatif deskriptif. Pengumpulan data dilakukan melalui wawancara, observasi dan dokumentasi. Teknik analisis data dilakukan dengan cara penyajian data, reduksi data, dan penarikan simpulan. Hasil penelitian menunjukkan bahwa dari aspek konteks kelembagaan sekretariat DPRD Kota Prabumulih secara organisasi menunjukkan kinerjanya belum optimal, hal ini dapat dilihat dari sisi kinerja organisasi juga ditentukan oleh kinerja masing-masing bagian dan tentunya sangat penting bagi kinerja pegawai yang menjadi titik tolak atau ujung tombak. Selanjutnya dari aspek input, saling berkoordinasi dan bekerja sama menjadikan sisi kekuatan kinerja organisasi sekretariat DPRD Kota Prabumulih. Kemudian dari segi kinerja organisasi pada lembaga sekretariat diawali dengan melakukan evaluasi pada level individu pegawai, kemudian melakukan evaluasi pada sub bidang dan bidang baru secara keseluruhan, evaluasi terhadap berbagai proses sangat penting dilakukan karena dinilai berguna untuk meningkatkan kinerja di masa mendatang dan mencari atau menemukan alternatif-alternatif strategi yang tepat. Terakhir dari aspek produk yaitu mendapatkan informasi tentang kekuatan dan kelemahan Lembaga dalam hal ini sekretariat DPRD Kota Prabumulih, maka hasilnya seperti yang telah dijelaskan sebelumnya bahwa organisasi ini banyak sekali sisi-sisi lemahnya mulai dari unsur yang terkecil yaitu individu pegawai sampai pada bidang dan keseluruhan Lembaga. Faktor pendukung dari penelitian ini yaitu kerjasama tim serta koordinasi dan komunikasi yang baik yang tertanam dalam hati setiap pegawai serta rasa kekeluargaan yang kuat dan saling membutuhkan satu sama lain menjadi faktor pendukung dalam menunjang kinerja pada Sekretariat DPRD Kota Prabumulih. Kemudian didukung oleh kualitas pegawai yang mumpuni, sedangkan faktor penghambatnya adalah kelemahan atau faktor penghambat kinerja organisasi atau lembaga sekretariat DPRD Kota Palembang yaitu belum semua pegawai menguasai sarana berbasis IT, hal ini memang menjadi kendala, namun kedepannya akan dilakukan perbaikan untuk mengatasi kendala tersebut.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan Evaluasi Pemanfaatan Jampersal di Kota Prabumulih Tahun 2020. Penelitian ini dilakukan selama tiga bulan dengan menggunakan pendekatan kualitatif deskriptif. Pengumpulan data dilakukan melalui wawancara, observasi dan dokumentasi. Teknik analisis data dilakukan dengan cara penyajian data, reduksi data, dan pengumpulan data. Hasil penelitian menunjukkan bahwa fokus utama program ini adalah memberikan pelayanan ekstra dan jaminan khusus bagi ibu dan bayi sejak hamil sampai setelah melahirkan, adalah untuk menyelamatkan nyawa manusia, menghindari kematian ibu dan anak serta membantu kesehatan dalam artian memastikan dalam kondisi baik dan aman. Pemanfaatan Jampersal kurang diminati oleh masyarakat, hal ini dikarenakan adanya pola pikir dari masyarakat bahwa program pemerintah tidak memberikan pelayanan yang bermutu seperti yang diluar program pemerintah atau secara umum baik di rumah sakit maupun di tempat praktik bidan atau rumah bersalin. Program Jampersal merupakan salah satu terobosan dan solusi dari pemerintah bagi masyarakat kurang mampu, meskipun kondisi pelayanannya belum sesuai dengan yang diharapkan, artinya program dari pemerintah tanpa biaya ini jangan sampai kualitasnya jelek dan tidak layak, karena tentu saja hal tersebut bertentangan dengan keadilan sosial. Kendala dalam pelaksanaan kebijakan program Jampersal terletak pada sarana dan prasarana sekolah yang masih belum dapat dipenuhi oleh Pemerintah melalui Dinas Kesehatan dalam rangka memberikan pelayanan bagi ibu hamil. Faktor pendukung. Kualitas dan adanya sumpah profesi dan kemanusiaan membuat tenaga medis memberikan pelayanan yang prima dan ekstra kepada masyarakat, khususnya kepada ibu yang akan melahirkan. Sedangkan faktor penghambat. Belum semua sarana yang dimiliki oleh Puskesmas di Kota Prabumulih memenuhi syarat dan kriteria yang cukup untuk mendorong terlaksananya program Jampersal, sehingga kedepannya harus banyak dilakukan pembenahan.

Abstract

Gaya Kepemimpinan Terhadap Kinerja Pelayanan Pada Kantor Kecamatan Rambutan Kabupaten Banyuasin Penelitian ini bertujuan untuk mendeskripsikan gaya kepemimpinan terhadap kinerja pelayanan pada Kantor Kecamatan Rambutan Kabupaten Banyuasin. Penelitian ini dilakukan selama tiga bulan dengan menggunakan pendekatan kualitatif deskriptif. Pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi. Teknik analisis data dilakukan dengan cara penyajian data, reduksi data, dan penarikan simpulan. Hasil penelitian menunjukkan bahwa kepemimpinan Camat Rambutan bersifat partisipatif, dimana Camat Rambutan tidak mengambil keputusan secara sepihak melainkan melakukan koordinasi atau sharing kepada bawahan, mulai dari sekretaris, camat, camat dan staf, sehingga gaya kepemimpinan seperti itu dapat meningkatkan kinerja pegawai, karena pegawai merasa dilibatkan dan dihargai. Bukan hanya sebagai suruhan. Camat mempunyai tugas melaksanakan sebagian kewenangan Pemerintah Kabupaten di wilayah kerjanya, yaitu meliputi bidang pemerintahan, perekonomian, pembangunan, kesejahteraan rakyat dan pembinaan kehidupan bermasyarakat serta urusan pelayanan umum lainnya yang diserahkan oleh Bupati. Dan peran Camat dalam hal ini sebagai pemimpin adalah memastikan segala sesuatunya berjalan sesuai dengan tugas pokok dan fungsi yang telah ditetapkan. Faktor pendukung dalam peningkatan kinerja pegawai adalah adanya sistem koordinasi yang baik antara atasan kepada staf dan sesama staf, sehingga tidak terjadi salah pengertian. Faktor penghambat adalah kualitas pegawai dilihat dari jenjang pendidikan yang masih belum strata satu (S1).
