Abstract

The issue of refugees has become a concern for several countries, one of which is Indonesia. Indonesia in dealing with refugee cases cannot be separated from the help of international organizations, one of which is IOM, this is because Indonesia does not yet have legal regulations that discuss the status of determining refugee citizenship. In assisting Indonesia, IOM has collaborated with sub-countries, namely the area that has become refugee shelters, one of which is Pekanbaru City. This collaboration is carried out so that the community and refugees can both understand and understand the presence of refugees in their city. Data were obtained from journals, official websites, books, and interviews by state agencies dealing with refugee issues and local communities in Pekanbaru City. For analysis techniques, researchers used qualitative research with primary data converted into descriptive. The author uses the theory of International Organizations which states that in carrying out its role International Organizations must fulfill several aspects. Based on research shows that IOM in working with Indonesia seems to be grow. This can be seen from state actors and sub-countries, namely regions can also cooperate with international organizations, namely IOM, in terms of fulfilling the right to skills guidance training can be carried out, even in carrying out regional cooperation with international organizations, the regions involve the local community, so that the local community also plays a role in country perspective where the legality of this social group is recommended by the state through its local government. So that finally the segments under the state actors develop to take cooperative actions with international organizations. Abstract

20 years after being toppled in 2001, the Taliban managed to retake the Afghan government before the US troop withdrawal was complete. On August 15, 2021, the Taliban succeeded in overthrowing the government of Ashraf Ghani and taking over the government in a relatively short time. The victory of the Taliban over the US gave rise to different assumptions in the international community about the 'causes of the victory of the Taliban'. This study uses a qualitative methodology with descriptive-analytical techniques. While the data collection technique is library research, which comes from books, journals, and websites, The author divides it into three stages: data collection, data processing, and analysis of the data. The war between the US and the Taliban is an asymmetric war because there is a disparity in the status of actors (state actors and non-state actors), military strength, economic power, ideology, and structure. Even though the US was superior in terms of military and economic strength, the Taliban managed to survive and balance that power by using a guerrilla war strategy that cost the US 2 trillion USD in losses and thousands of troops. Furthermore, the Taliban took advantage of the vicious terrain, jihadist ideology, and decentralized structure. The victory of the Taliban is indeed opportunistic, which is opportunity meets preparedness. So the determinant factors that lead to victory in 2021 are because of the reduced US involvement in Afghanistan and the persistence of the Taliban. Keywords: Taliban, asymmetric warfare. Abstract

This research will discuss the interests of the Qatari government in acquiring the Paris Saint Germain (PSG) soccer club through Qatar Sport Investment (QSI) and the various precise steps used by the Qatari government to develop PSG into an outstanding soccer club and one of the best in Europe. Qatar, which is a rich country due to the abundance of their oil and gas natural resources, is now starting to develop their economy in several other fields, one of which is sports, in this case soccer. Qatar is increasingly active in the field of soccer by acquiring a French soccer club, Paris Saint Germain (PSG) and arranging long-term projects with the club. The Qatari government also has several interests to be realized through their ownership of PSG. The research method used in this research is a Qualitative Method supported by data collection methods in the form of library research obtained from various official websites of related parties, credible internet portal websites, as well as various online journals and books related to the topic of discussion. This research is supported by Soft Power Theory and the concept of National Interest. The results of this study found that the main interest of the Qatari government in acquiring the Paris Saint Germain (PSG) soccer club through Qatar Sport Investment (QSI) is economic diversification. Abstract

Labor cooperation between Indonesia and Malaysia has officially been carried out since 2004 with Indonesia sending the Indonesian Embassy as a diplomatic representative in Malaysia. The efforts made by the Indonesian Embassy to assist PMI abroad are by becoming a facilitator for PMI and providing job information in Malaysia, carrying out notifications on social media, and carrying out collaboration with related agencies abroad. Even so, there are still many problems that befall PMI candidates who wish to work abroad, for example PMIs who are tricked into registering to work abroad. Most PMIs are deceived because there are illegal agencies originating from abroad and working with illegal groups in the country to target Indonesian citizens, especially those who still do not know the terms and conditions that apply to be able to work abroad legally and correctly. In this study the authors use the perspective of Neo-liberalism, with the theory of Diplomacy as a basic research reference. The type of research used in this study is qualitative using phenomenological research methods. The data used is taken from the phenomenon of cases that occur, and various literature such as books, articles, and internet sites that are considered relevant to the contents of the research. The results of the research show that the Indonesian Embassy fine enough to protect PMI who had been tricked into working abroad. It has only been discovered that with the calibration program in 2020, it can be seen that there is an increase in the number of illegal PMIs in Malaysia who are exposed to wanting to return, and even wishing to be able to legally register to work again in Malaysia. Abstract

This research analyzes how China implements Belt and Road Initiative as its geopolitical strategy in Europe. Since its launched, Belt and Road Initiative has been known and promoted as China's most ambitious foreign policy with a main focus on infrastructure development within global scope. Europe as a developed region is also became one of China's BRI targets, because it has the capability to support the reviving of China's economy which is uneven in its certain area. Even though Europe later launched the Global Gateway Strategy with a similar vision to BRI, it was not immediately able to replace China's BRI position or even disrupt China's relations with European countries. Until 2022, BRI projects still exists and contribute significantly to China's economy, as well as China's geopolitical developments in Europe. The perspective used in this study is realism along with geopolitical theory. Based on the assumption of the perspective and the theory, China, through the Belt and Road Initiative, seeks domestic prosperity while simultaneously developing its geopolitical reach in the European region. 25 European countries have signed MoUs related to the Belt and Road Initiative, yet its implementation is not limited to these 25 countries, especially the Silk Road Economic Belt which continues to be improved throughout Europe including the landlocked countries. Abstract

This research examines the collaboration carried out by the Pekanbaru City government with one of the international organizations that handles refugees, namely the International Organization for Migration (IOM) in providing protection for refugees. Protection for refugees, one of whom is the Rohingya ethnic group from Myanmar, has become one of the problems being faced. Indonesia's limited authority in handling refugees certainly requires cooperation with other parties, this is based on Indonesia not having ratified the 1951 Geneva Convention and the 1967 Refugee Protocol. This research uses qualitative methods, with data collection techniques sourced from literature, books, journals, papers, reports, news, articles, the internet, and interviews. This research uses the perspective of liberalism and international cooperation theory. The results of this research show that the collaboration carried out by the Pekanbaru City Government and IOM is based on the Pekanbaru Mayor's Decree Number 153 of 2023 concerning the Pekanbaru City Task Force for Handling Refugees from Abroad. Kesbangpol as the leading sector coordinates with other parties and IOM in providing Rohingya refugees with the right to health, education and also social welfare which has been implemented. Abstract

This paper explores the intersection of foreign policy objectives and advancements in space technology within the context of China from 2005 to 2012. China's rapid economic growth during this period propelled its ambitions in space exploration and satellite technology, raising significant implications for its foreign policy strategies. This journal will discuss the following topics, History of the development of China's space technology, Factors driving the development of China's space technology, The impact of the development of China's space technology on the country's foreign policy The research methodology involves Journal Internationals and related internet websites to construct a comprehensive understanding of China's pursuit of space capabilities was strategically aligned with its broader diplomatic goals, shedding light on the symbiotic relationship between space exploration and geopolitical aspirations. China's foreign policy in the field of space technology has developed rapidly in recent years. This is marked by the launch of increasingly sophisticated satellites and spacecraft, as well as China's increasing participation in international cooperation in the field of space. Through a comprehensive analysis this study elucidates the ways in which China's space program influenced its regional and global standing. Overall, this paper contributes to a deeper understanding of the nexus between foreign policy and space technology development, with a specific focus on China's strategic trajectory from 2005 to 2012. Abstract

This research analyzes "Indonesia's Cultural Diplomacy Towards Japan Through Rumah Budaya" with the aim of knowing how cultural diplomacy efforts made by the Indonesian government through the Indonesian Cultural House program. Rumah Budaya Indonesia (RBI) is one example of Indonesian diplomacy in Japan. Japan was chosen to strengthen Indonesia's cultural diplomacy because of its significant contribution to Indonesia's growth. In addition, Japan is one of the countries that prioritizes culture as a valuable national resource. In this case, Rumah Budaya Indonesia (RBI) was established in Japan by the Ministry of Education and Culture to support Indonesia's cultural diplomacy as well as one of the instruments in establishing good relations with other countries in achieving national interests. This research uses qualitative and descriptive methods, with reference to the theory of public diplomacy and the idea of cultural diplomacy. The research found that Indonesia uses various cultural diplomacy strategies, including expert exchanges or studies, exhibitions, and competitions, to carry out its diplomacy through RBI. The results of this study prove that in strengthening cultural diplomacy conducted by Indonesia towards Japan, it has succeeded in increasing the positive impression and interest of Japanese people towards Indonesian culture. Abstract

This research identifies the impact of the integration of the Azov battalion into the Ukrainian national guard on Ukrainian-Russian relations. The research is interesting to discuss because the development of the relationship situation between Ukraine and Russia, which is now in a state of war, has been affected by the existence of the Azov battalion and the integration of the Azov battalion into the national guard. This research is a qualitative research with data collected through library research technique. The theory used is the theory of constructivism. This research uses the nation state level of analysis where state behavior can be dictated by internal factors of the state. The results of this study show that the integration of the Azov battalion into the Ukrainian national guard and then the political involvement of actors associated with the Azov battalion such as the Azov movement is used as a weapon in Russian propaganda to accuse the Ukrainian government of being fascist, terrorist and genocidal in its efforts to delegitimize the Ukrainian state government. This propaganda is then used by Russia as justification for its casus belli that there needs to be a "denazification" effort in Ukraine by Russia in order to protect its people. Abstract

This research discusses the impact of the white ethnonationalism movement from Identitarian group on the wave of terrorism. White ethnonationalist terrorism has influenced the number of terror attacks in the past 20 years. This research uses a constructivist and theoretical perspective Fourth Waves Terrorism. Constructivists view personal identity as a unique personality that differentiates them from other individuals. The identity of this category is relatively stable because the attributes it possesses are inherent from the start, such as ethnic, religious, cultural identity, and so on. Then the ethnonationalism movement emerges because of the identity itself, thus encouraging actors who have this personal identity to defend their own identity, even through violent means such as terrorism. This research shows the influence of the Identitarian white ethnonationalist movement as a new wave of terrorism seen by the massive attack by white ethnonationalist extremists that occurred in the city of Christchurch, New Zealand by Tarrant Brenton. DWithin 36 minutes on 15 March 2019, Brenton Tarrant, an Australian right-wing extremist shot dead 51 people at two mosques in Christchurch in the deadliest terrorist attack in New Zealand history. This attack inspired further attacks from the Identitarian group or from other white ethnonationalist extremist groups.
