Abstract

This research aims to find out how, obstacles and solutions to the synergy of the Regional Government and the Regional People's Representative Council in Supervising Special Autonomy in Sorong Regency. The research approach used uses Qualitative Research. The selected informants consisted of the Head of the BPKAD Budgeting Division; Head of Sub. BPKAD Treasury Technical Development and Guidance Sector; Head of BPKAD Verification Division; Head of the Legal and Trial Section of the DPRD Secretariat. Data collection techniques include interviews, observation and documentation. The results of the research show that: (1) BPKAD and Sorong Regency DPRD in carrying out supervision related to Special Autonomy are considered to be still not optimal, this is judged from the relationship between these two agencies which has not been established well enough. (2) Obstacles that arise in the supervision of Special Autonomy by BPKAD and DPRD include, among others, the community is not really involved in monitoring Special Autonomy, the Papuan People's Assembly (MRP) does not play an active role, there is a lack of communication between DPRD and Regency Government, and the DPR faction has not yet been formed. Special Autonomy at the district/city level. (3) The solutions offered by the resource persons as an offer to the obstacles experienced include: strengthening relations between BPKAD and DPRD as the control holder over the supervision of Special Autonomy in Sorong Regency, the community is involved in the supervision of Special Autonomy, the MRP is guided more actively in the process of monitoring Special Autonomy as an extension of the indigenous Papuan community, as well as the formation of a DPRP at the Regency level.

Abstract

The aim of this research is to determine the transparency of the management of the Iriri Village Fund in Wakate District, Eastern Seram Regency in 2021. This research method uses descriptive and analytical qualitative research methods. Observation, interview, and literature review techniques were used for data collection. The informants chosen were those who could answer the research questions. The results of the research show that transparency of financial management in Iriri Village, Wakate District, East Seram Regency in 2021 can be seen at four levels, namely planning, implementation, management and reporting accountability. The village development plan is outlined in the Plan Village Medium Term Development (RPJMD). In its implementation, village funds come from the APBN (State Income and Expenditure Budget). Administration is carried out by the village treasurer by recording income, expenditure and bookkeeping at the end of each month. The village head is obliged to make an accountability report and submit a report on the implementation of the regional income and expenditure budget to the regent/mayor.

Abstract

This study aims to analyze the Marindal Peak Ecotourism Development Strategy in Wawiyai Village, Raja Ampat Regency. Ecotourism is a form of sustainable tourism development that emphasizes the preservation of the natural and cultural environment through collaboration between the government, community, managers and other stakeholders, as well as providing economic benefits to the local community. The qualitative research method with a descriptive type and data collection techniques through observation, interviews, literature reviews and documentation. The results of the study indicate that a collaborative strategy with the formation of an organizational structure implemented between the government community and managers by conducting coordination and participation. While the program strategy focuses on implementation in decision making, natural resource management and infrastructure development, training and socialization. Some of the main factors or obstacles, namely the low participation of the community and village government, the lack of supporting facilities such as restaurants, lodging, internet networks, and sea transportation, and the lack of community understanding of ecotourism potential. However, there are supporting factors in the form of attractive natural potential, visitors can enjoy the beautiful sunset in the afternoon. The development strategy with the implementation of this collaborative strategy, the development of Marindal Peak ecotourism is expected to run effectively and sustainably so as to provide economic benefits and improve the welfare of the local community.
