Abstract

Penelitian ini bertujuan untuk mengetahui sistem remunerasi berbasis kinerja pegawai negeri sipil di Kabupaten Sorong. Penelitian dilaksanakan pada Badan  Kepegawaian  Daerah Kota Sorong. Metode penelitian yang digunakan adalah pendekatan deskriptif kualitatif yaitu pendekatan penelitian yang mengungkapkan situasi sosial tertentu dengan mendeskripsikan kenyataan secara benar dengn teknik pengumpulan data dilakukan melalui observasi, wawancara, dokumentasi, kemudian data dianalisis secara tepat dan benar untuk memudahkan para peneliti lain memahaminya. Hasil penelitian ini menunjukan bahwa sistem remunerasi berbasis kinerja Pegawai Negeri Sipil  yang diterapkan di kantor Badan Kepegawian, Pendidikan dan pelatihan Kabupaten Sorong, sangat berpengaruh pada kinerja Pegawai sehingga  Pegawai dapat bekerja lebih baik, lebih giat karena sebagian besar pegawai negeri sipil selama ini tidak bekerja secara efektif dan efisien sehingga diharapkan dengan adanya sistem remunerasi  dari pemerintah daerah maka pegawai dapat bekerja secara baik dan disiplin.

Abstract

Penelitian ini bertujuan untuk mengetahui respon masyarakat terhadap Rekrutmen Calon Pegawai Negeri Sipil yang berbasis CAT, upaya menyempurnakan penggunaan CAT dan hambatan dalam rekrutmen CPNS berbasis CAT di distrik Sausapor Kabupaten Tambrauw. Penelitian ini bersifat deskriptif analisis dengan tujuan untuk memberi gambaran mengenai situasi yang terjadi dengan menggunakan analisa kualitatif. Hasil dari penelitian ini adalah masyarakat sebagian besar setuju jika pelaksanaan rekrutmen CPNS dilakukan secara online dikarenakan dapat mengetahui apa itu sistem Computer Assisted Test, bisa mengikuti perkembangan zaman yang sudah modern dan lebih mengetahui ilmu pengetahuan teknologi yang sedang berkembang. Ada sebagian kecil dari masyarakat yang tidak setuju jika pelaksanaan tes ini dilakukan secara online dikarenakan kurang adanya sosialisai terhadap masyarakat terkait Rekruitmen CPNS yang berbasis Computer Assisted Test dan masih banyak masyarakat yang belum memahami tentang teknologi.

Abstract

This study aims to describe the political power of the Tribal Customary Council in providing support to regional head candidates in the 2017 Simultaneous Regional Head Elections in Jayapura Regency. This type of qualitative research with ethnographic type. Determination of informants is done purposively. Data was collected through interviews and literature review. The developed data describes, describes, and analyzes in detail the culture and customs based on the research objectives. The results showed that the nine Tribal Customary Councils in Jayapura Regency supported the candidate for Regent Mathius Awaitouw for the 2017-2022 period. The Tribal Customary Council (DAS) has a strong influence on the lives of local people, so that in the election of regional heads, the watershed is often the place where candidates for regional heads ask for permission and blessing.

Abstract

This research aims to describe and analyze Elisabeth Nauw's victory in the 2019 Sorong City legislative election through political marketing and the social capital used. The research method uses a qualitative approach with data collection techniques carried out through direct field observations, in-depth interviews with informants, and literature reviews through published articles or journals related to the author's research focus. For the technique of determining informants, the author chooses people who are considered capable of answering questions related to the focus of the author's research. The results of this research describe Elisabeth Nauw's victory, namely first, Elisabeth Nauw is a personal characteristic of a leader or candidate who provides an image, symbol or political product in an election. Second, promotion in this case won constituent votes, Elisabeth Nauw was assisted by the winning team, and campaigned via social media. Third, the price is the total cost of campaign activities carried out by the candidate and winning team. Fourth, a place is an area where the majority of the population has the same ethnicity as the candidate so that it is easy to get constituent votes.

Abstract

This research aims to find out what steps female politicians must take to utilize political modalities to gain public sympathy. The research method used is qualitative research with a descriptive analysis approach. Data obtained through primary and secondary data. The research results show that the modalities at hand can influence voters' attitudes and can change people's views through the influence of an actor and a political party. Utilizing family networks is the right step to gain political support by gathering a mass base, especially in political outreach activities and political campaigns. Likewise, the political capital he has as the holder of the most votes in the National Democratic Party (Nasedem) already has loyal sympathizers and strengthens his strength to retain voters' votes, and economic capital as a supporting factor in campaign activities, especially financing campaign props, such as print media. and electronic media.

Abstract

This research aims to describe and analyze the use of social network and campaign strategy for Irwan Mangga as a legislative candidate in the 2019 legislative general election in Sorong Islands. A qualitative approach is used as a research method in this paper with a descriptive type of analysis. Data collection through interviews with people who are considered related to the author's research, and literature reviews in the form of articles that have the same research theme. The research results show that Irwan Mangga's social capital is utilized through three social network relationships. First, work networks through his work as an owner and technician in his own workshop. Second, relationships with local groups through support from fishing groups in the Sorong Islands. And third, the Taklim Council network, Irwan Mangga as a lecturer at several mosques and taklim assembly study groups

Abstract

The aim of this research is to determine the transparency of the management of the Iriri Village Fund in Wakate District, Eastern Seram Regency in 2021. This research method uses descriptive and analytical qualitative research methods. Observation, interview, and literature review techniques were used for data collection. The informants chosen were those who could answer the research questions. The results of the research show that transparency of financial management in Iriri Village, Wakate District, East Seram Regency in 2021 can be seen at four levels, namely planning, implementation, management and reporting accountability. The village development plan is outlined in the Plan Village Medium Term Development (RPJMD). In its implementation, village funds come from the APBN (State Income and Expenditure Budget). Administration is carried out by the village treasurer by recording income, expenditure and bookkeeping at the end of each month. The village head is obliged to make an accountability report and submit a report on the implementation of the regional income and expenditure budget to the regent/mayor.

Abstract

Nusantara Baru, Indonesia Maju menjadi tema kemerdekaan Republik Indonesia ke-79. Semarak kemerdekaan merupakan momen penting untuk menghargai perjuangan bangsa lewat semangat kemerdekaan di hati para anak-anak melalui lomba HUT RI ke-79 Tahun 2024. Kegiatan PKM ini lewak K2N yang di adakan oleh Universitas Muhammadiyah Sorong berkolaborasi dengan Universitas Gadjah Mada dan Universitas Muhamamdiyah Purwokerto di Kabupaten Raja Ampat, dengan metode pelaksanaan yaitu perencanaan, pelaksanaan kegiatan, monitoring dan evaluasi, serta laporan akhir dari kegiatan PKM ini. Keterlibatan anak-anak pada kegiatan lomba HUT RI ke-79 Tahun 2024 mempunya makna serta keunikan tersendiri, di mana anak-anak diajarkan untuk menghargai nilai-nilai kebangsaan sejak dini melalui kegiatan yang diperlombakan, selain itu pendidikan karakter manjadi sarana utama terhadap semangat juang, sportivitas, kerjasama, dan rasa hormat terhadap sesama generasi anak bangsa.

Abstract

General elections are a constitutional mandate and a manifestation of popular sovereignty. This democratic process aims to create circulation of government elite power, limiting the desire of political elites to perpetuate power. A form of protecting citizens' voting rights is the inclusion of voters' names in the Permanent Voter List through a continuous voter data updating process. The aim of this research is to determine the Process and Form of Coordination in Continuous Voter Data Updating in realizing a Quality Voter List in Malasilen Subdistrict, North Sorong District. This research uses a qualitative-descriptive approach. The implementation of continuous updating of voter data in Malasilen Village, North Sorong District, has been carried out in accordance with the established updating stages. There are findings that are casuistic in nature, namely a) TMS voter data was found, b) new voters were found, c) voters were found whose population data had changed. The form of coordination in this process is horizontal coordination, where this form of coordination is established between Pantarlih, RT and RW, PPS and Pantarlih. Vertical Coordination, intertwined bottom-up and top-down. The top-down model is instructional or directive in nature, and the bottom-up model is reporting on the progress of instructions.

Abstract

This study examines the dynamics of political representation of Indigenous Papuans (OAP) within the framework of Special Autonomy, particularly following the revision of Law No. 2 of 2021, with a focus on local democratic practices in Southwest Papua Province. The special autonomy policy was designed as an affirmative mechanism to ensure Indigenous Papuans political participation through reserved seats in district legislatures, the empowerment of the Papuan People's Assembly, and inclusive political party recruitment. However, significant implementation challenges persist at both structural and cultural levels. This research adopts a descriptive qualitative approach, utilizing in-depth interviews with customary leaders, DPRK members, youth activists, Indigenous Papuan youth, village heads, and NGO staff, alongside policy document analysis and statistical data from the Central Statistics Agency. The findings reveal that Indigenous Papuans representation in the Regional People's Representative Council and Papuan People's Assembly remains largely symbolic. Structural barriers—such as elite domination by non- Indigenous Papuans actors, money politics, and weak local institutions—hinder substantive political inclusion. Conversely, active participation in elections and development forums reflects a strong aspiration for political justice and identity recognition. This study highlights the need to strengthen the institutional role of the MRP, reform political party recruitment processes, and enhance local governance capacity in order to promote a more inclusive democratic system for Indigenous Papuans.
