Abstract

Abstrak STIP Jakarta merupakan Lembaga Pendidikan dibawah Kementerian Perhubungan yang telah menggunakan Learning Management System (LMS) berupa aplikasi pembelajaran online yaitu Ed-link di masa pandemi Covid-19 dan masih digunakan sampai dengan saat ini, dengan tujuan meningkatkan akses pembelajaran bagi dosen dan taruna dalam proses kegiatan belajar mengajar di STIP Jakarta, selain itu guna mengikuti imbauan pemerintah dalam penerapan Social Distancing pada saat masa pandemi, akan tetapi masih banyak kendala yang dihadapi dalam proses pelaksanaannya. Pemanfaatan serupa juga dilaksanakan di Politeknik Transportasi Darat (Poltrada) Bali yang juga memiliki Learning Management System (LMS) yang serupa yaitu penggunaan aplikasi Smart Campus dalam menunjang media pembelajaran di masa pandemi covid 19 dan bahkan masih digunakan aplikasi sampai sekarang tersebut bagi dosen dan taruna. Tujuan penelitian ini adalah untuk mengetahui analisis perbandingan dari kedua Lembaga Pendidikan tersebut yaitu STIP dan Poltrada Bali tentang pengaruh dalam pemanfaatan aplikasi media pembelajaran Ed-link dan Smart Campus dalam menunjang proses kegiatan belajar mengajar bagi dosen dan taruna yang terlibat di dalamnya. Metode penelitian yang digunakan adalah deskriptif kuantitatif dengan membuat instrumen angket/kuesioner yang dibagikan kepada 131 responden dosen dan taruna STIP serta 140 responden dosen dan taruna Poltrada Bali. Pengolahan analisis data menggunakan aplikasi IBM SPSS versi 27.0.1 dan interpretasi hasilnya digunakan sebagai bahan evaluasi dan masukan kepada institusi STIP.

Abstract

This study aims to describe the understanding of the flag-state administration, recognized organizations, and seafarers onboard regarding the implementation of the port State control for dealing with the impacts and challenges resulting from the results of inspections by port State control. The research relies on qualitative analysis. The primary data was obtained from personal experience and informal discussions with Port State Control Officers (PSCO) of Indonesia and related parties to this research. The secondary data was gathered from National regulations relating to the ratification of IMO conventions, the annual port State control reports in the Asia-Pacific region, publications of organization, sources of documentation, journal references, and various works and literature supporting this research's objectives. The ultimate responsibility of keeping the ship in compliance with international standards lies with the shipowner, flag States, and other relevant industry players. The "Black, Grey, and White List" is the driving force for the shipowners and flag State to encourage them to improve their performance. The goal of every flag State should be to appear high up on the list as possible. For example, the ship flags with a consistently low detention record by port State control will be on the White list. The flag state on the White list means meeting its obligation to register safe and seaworthy ships. It also puts the client at minimal risk of operational difficulties. It makes registering vessels with such flag status of interest to shipping associations to recommend that shipping companies or shipowners choose the appropriate flag.

Abstract

This qualitative study investigates the integration of mental health literacy into Indonesian maritime vocational education through multiliteracy pedagogical frameworks. Despite high prevalence of psychological challenges among seafarers—including isolation, depression, and elevated suicide risk—mental health competencies remain absent from maritime curriculum structures. Through semi-structured interviews and focus group discussions with 42 participants (maritime lecturers, veteran seafarers, and recent graduates), this research examines stakeholder perspectives on mental health literacy needs, multiliteracy pedagogical approaches, lecturer competency requirements, and veteran knowledge integration mechanisms. Findings reveal 92.9% recognition of mental health as critical competency but only 7.1% perceiving adequate curriculum preparation. Case study analysis and veteran testimonial presentations achieve 100% endorsement, while integration into Maritime English courses garners 88.1% support. Significant lecturer competency gaps are identified, particularly in responding to mental health disclosures (2.7-point gap). Results demonstrate that multiliteracy pedagogy offers culturally appropriate, feasible pathways for embedding mental health literacy within existing educational structures. The research provides evidence-based recommendations for BPSDMP curriculum developers and maritime educators regarding professional development priorities, veteran-academy partnership mechanisms, and institutional support requirements for sustainable mental health literacy initiatives that enhance seafarer psychological preparedness and workforce resilience.
