Abstract

This paper seeks to explore how online news media frame the achievement of the implementation of the community development and empowerment program (Pro Bebaya) in Samarinda City. This research investigates the success factors, obstacles, and challenges in implementing Pro Bebaya. This research aims to evaluate the implementation of the Pro Bebaya policy and assist the government, local parliament (DPRD), and the community in planning future policy programs. This research uses an inductive methodology to conduct content and qualitative narrative analysis of news stories published between January 2022 and February 2023. The dataset consists of articles from eleven leading online news sites in Indonesia. Qualitative content analysis shows that the news media Antaranews, Infosatu, Kaltimminutes, and Timeskaltim do much reporting on the achievement of the implementation of Pro Bebaya. Other success factors' findings include involvement and coordination with stakeholders, a control system, socialization by the government to the community, information sharing, tangible changes in infrastructure, and increasingly developed apparatus knowledge. Then, these factors led to the smooth implementation of program activities. Further but insignificant are the barriers and challenges, such as the lack of community involvement and knowledge in program implementation and budget constraints. Our findings support the argument that implementing government decisions or policies is based on actual action practices.

Abstract

The injustice of labor policy in Indonesia has marginalized workers in the tripartite negotiation process dominated by the logic of corporatism, reflected in the policies of the Job Creation Law, Government Regulation Number 78 of 2015 regarding wages and several labor rules tend to favor employers and ignore the needs of a decent living for workers. The research aims to analyze the driving factors of resistance, the form of movement transformation, and its political implications. The qualitative descriptive method uses primary data from some government regulations on labor in Indonesia, secondary data from online news (2014–2024), journal articles, and data from relevant institutions related to the labor movement. Based on the theory of resource mobilization and the transformation of the labor movement from street demonstrations to the structural political strategy of the Labor Party's representation, it shows the expansion of influence and connectivity. The study results show that the labor political movement faces severe challenges, such as the dominance of the power of capital owners and fluctuations in support at the electoral level. However, amid these dynamics, the labor movement has succeeded in building a strategic foundation to influence policies and fight for workers' welfare in a more organized and systematic.

Abstract

This study aims to analyze the role of Muslim countries in global geopolitics and how they navigate challenges while capitalizing on opportunities amid the international political dynamics in the era of globalization. As the world order undergoes significant shifts, Muslim countries face complex issues such as geopolitical tensions, regional conflicts, major power interventions, and changing strategic alliances. However, they also have opportunities to strengthen their diplomatic and economic positions through international collaboration, investment, and active roles in multilateral organizations. Using a qualitative analysis approach, this research examines foreign policy, diplomatic strategies, and international relations dynamics of Muslim countries, including their role in organizations like the Organization of Islamic Cooperation (OIC) and their relations with major powers like the United States, China, and Russia. The study employs a qualitative analysis approach with a literature review method. Data is sourced from secondary materials such as academic journals, books, policy reports, and articles relevant to the geopolitical issues of Muslim countries. This approach enables the researcher to analyze various foreign policies, diplomatic strategies, and dynamics in international relations. The data is then analyzed using a descriptive-analytical approach to explore the role of Muslim countries in global geopolitics and how they tackle challenges while leveraging opportunities in the era of globalization. The findings indicate that despite significant challenges, Muslim countries possess the potential to act as critical players in global geopolitics if they can optimize available opportunities, such as enhancing economic cooperation and diplomacy based on shared interests.

Abstract

This study aims to analyze the potential for drought disasters in Nunukan Regency, North Kalimantan, as well as mitigation efforts that can be taken to reduce their negative impacts. Based on disaster mitigation theory, this study adopts two main approaches, Disaster Risk Reduction (DRR) and Disaster Risk Management (DRM), which lead to the prevention and mitigation of drought impacts. The research method used is qualitative descriptive with secondary data analysis from various related sources. The results showed that Nunukan Regency faces a serious threat of drought, with more than 1.3 million hectares of land at risk and 48,411 hectares at high risk. Structural mitigation, such as the construction of reservoirs and retention basins, as well as non-structural mitigation, such as community education and training, have proven effective in reducing the impact of drought. Further discussion shows that mitigation efforts must involve collaboration between government agencies, the private sector, and the community to increase the capacity of the region to deal with increasingly erratic climate change. In conclusion, a comprehensive, data-driven mitigation strategy can increase the Nunukan Regency's resilience to future drought disasters.Penelitian ini bertujuan untuk menganalisis potensi bencana kekeringan di Kabupaten Nunukan, Kalimantan Utara, serta upaya mitigasi yang dapat dilakukan untuk mengurangi dampak negatifnya. Berdasarkan teori mitigasi bencana, penelitian ini mengadopsi dua pendekatan utama, yaitu Pengurangan Risiko Bencana (PRB) dan Manajemen Risiko Bencana (DRM), yang mengarah pada pencegahan dan penanggulangan dampak kekeringan. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan analisis data sekunder dari berbagai sumber terkait. Hasil penelitian menunjukkan bahwa Kabupaten Nunukan menghadapi ancaman kekeringan yang serius dengan lebih dari 1,3 juta hektar lahan terancam, dan 48.411 hektar di antaranya memiliki risiko tinggi. Mitigasi struktural, seperti pembangunan waduk dan embung, serta mitigasi non-struktural, seperti edukasi dan pelatihan masyarakat, terbukti efektif dalam mengurangi dampak kekeringan. Pembahasan lebih lanjut menunjukkan bahwa upaya mitigasi harus melibatkan kolaborasi antar instansi pemerintah, sektor swasta, dan masyarakat untuk meningkatkan kapasitas daerah dalam menghadapi perubahan iklim yang semakin tidak menentu. Kesimpulannya, strategi mitigasi yang komprehensif dan berbasis data dapat meningkatkan ketahanan Kabupaten Nunukan terhadap bencana kekeringan di masa depan.

Abstract

Revolusi industry 4.0 terus berkembang dikalangan masyarakat dan ini jelas menuntut birokrasi harus terus bertransformasi, agar birokrasi tetap bisa selalu eksi ditengah cepatnya arus digitalisasi. Penelitian ini menggunakan pendekatan Weberian untuk memberikan penekanan yang kuat pada mesin birokrasi untuk mengimplementasikan aturan-aturan yang telah ditetapkan untuk memastikan kesinambungan kelembagaan dan birokrasi yang ideal. Adapun metode yang digunakan yakni kualitatif deskriptif dengan melakukan identifikasi dan analisi atas kondisi birokrasi pada era orde baru serta birokrasi pasca era reformasi. Penelitian ini menemukan bahwa kualitas e-government Indonesia masih perlu pengembangan, terlebih sebenarnya sudah diimplemntasikan di beberapa daerah provinsi di Indonesia, bahkan menjadi discource bagi tata Kelola pemerintahan menuju smart city.

Abstract

This research discusses the phenomenon of cyberpolitics as a digital democratic space with a focus on political campaigns through Instagram in the 2024 Makassar Pilwalkot. Social media, especially Instagram, is used intensely by candidate pairs to build a political image and convey work programs visually to the public. On the other hand, millennials, as the dominant social media users, utilise the platform to access political information, interact directly with candidates, and determine voting preferences. Through a literature study approach and content analysis, this research shows that digital space has great potential in expanding horizontal political participation. However, the effectiveness of cyberspace as a democratic arena cannot be separated from challenges such as symbolic participation, algorithm dominance, and digital literacy gaps. Instagram has been proven to facilitate the political participation of the younger generation. However, it has not been able to fully bridge the inequality of political representation due to digital exclusion. By applying the theories of agenda setting, political efficacy, and networked public sphere, this study concludes that the quality of political communication, information disclosure, and the critical capacity of digital citizens largely determine the success of digital democracy in cyberspace.
