Abstract

Permasalahan yang akan diangkat dalam program pengabdian kepada masyarakat ini adalah pengelolaan sumber daya alam atau potensi yang dimiliki Desa Margahayu. Program Pengabdian kepada Masyarakat ini bertujuan untuk memberikan platform informasi potensi yang dimiliki Desa Margahayu agar masyarakat luar dapat mengenal Desa Margahayu lebih jauh. Program Pengabdian kepada Masyarakat dilaksanakan di Desa Margahayu dengan metode (1) tatap muka/tatap maya, (2) pertemuan perwakilan antar desa, (3) pandangan jarak jauh (eagle’s eye), (4) diskusi dengan tokoh masyarakat dan (5) observasi. Langkah-langkah yang dilakukan dalam penyelesaian masalah ini yaitu pembuatan website dan video profil desa, pembuatan video tutorial pupuk dan pengolahan jahe, pembelajaran les Bahasa inggris secara online serta pembuatan X Banner dan spanduk mengenai Covid-19. Diharapkan program kerja pengabdian kepada masyarakat ini dapat bermanfaat bagi pihak dan masyarakat Desa Margahayu

Abstract

During the current COVID-19 pandemic, many state leaders must make decisions quickly. Quick decision-making also has a positive impact on society and the country. Leadership style greatly influences a president in managing a pandemic. As head of state, the President can use his executive power to solve problems, especially pressing ones. This study aims to examine the model of the President's leadership style in dealing with the COVID-19 pandemic in Indonesia. In addition, this model will be the basis for forming a particular program that focuses on developing leadership competencies and being an evaluation in urgent situations. This type of research is qualitative. The data used in this study is a literature study that focuses on using secondary data in the form of forty news media articles taken from March 2, 2020, to October 2020. The analysis of news media data was managed using Nvivo 12 Plus software through coding and cross-tabulation analysis. The results of this study are the model of President Joko Widodo's leadership style, applying various leadership styles in controlling the COVID-19 pandemic in Indonesia. This study concludes that the leadership style is inefficient in handling the COVID-19 pandemic, even though President Joko Widodo has directly taken over the handling of the crisis.

Abstract

Various countries from almost all corners of the world and international organizations involved in providing development assistance have actively implemented and encouraged a paradigm shift in governance and development based on good governance. This study examines public trust in implementing good governance in terms of accountability, responsiveness, transparency, and information technology of the Samarinda City government in dealing with the COVID-19 pandemic. The research method used in this research is qualitative. Data collection in this study prioritized in-depth interviews with twenty questions posed to six informants from the general public and six from the Samarinda City Government. The data analysis approach in this study uses the Nvivo 12 Plus software, and the processing uses the Crosstab Query Analysis functionality. The results of this study indicate that the practice of accountability, responsiveness, transparency, and information technology of the Samarinda City government varies greatly. In terms of responsibility, very good. Then, information technology in Samarinda City is quite good. Meanwhile, in terms of responsiveness and transparency, it still does not provide maximum results. Public trust in the government in handling COVID-19 has various perspectives based on findings from the implementation of good governance.

Abstract

The purpose of this study is to describe and analyze the strategy of the Department of Industry in Improving Industrial Development in Samarinda City. The data collection technique in this study was obtained using the Purposive Sampling technique. The data analysis used in this study is qualitatively descriptive which aims to describe in depth the strategy of the Industrial Service in Improving Industrial Development in Samarinda City. Interactive model data analysis, which begins with data reduction, data presentation, data condensation, and conclusion drawing/verification. The results of this study show that the Samarinda City Industrial Office has carried out efforts with technical guidance, improving local bran, improving packaging, establishing permit and halal regulations. This can be seen to provide motivation and skill improvement for Small and Medium Industry personnel.

Abstract

This study aims to look at the concept of decentralization in public services which takes a case study of the innovation of Samsat Care services in Makassar City. This type of research is a qualitative descriptive research using a literature study approach. The results of this study indicate that the concept of decentralization in services, especially in the realm of innovation in Samsat Care services in the city of Makassar, has been implemented well. The collaboration between the National Police, the Provincial Revenue Service, and PT Jasa Raharja (Persero) has been going well so that one of the positive impacts is that it can increase Regional Original Income (PAD). This can be used as evidence that decentralization can have a significant impact on the economy of a region, one of which is the innovation of Samsat Care services in Makassar City.

Abstract

This study aims to determine the existence of bureaucracy in the era of the industrial revolution 4.0. This study used the descriptive qualitative method. The results of the study show that the industrial revolution 4.0 brought significant changes to the conditions of the bureaucracy in Indonesia. This is supported by data that Indonesia is ranked 5th in Southeast Asia with an electronic-based government system or known as e-government. E-government services in the Industry 4.0 era are very important for the government because the presence of e-government makes the service process carried out by the government have good accountability and transparency, this certainly affects the number or complexity of services in the bureaucracy. With the existence of e-government, it will improve the quality of public services from those that initially had pathology to now an innovative bureaucracy.

Abstract

This study aims to explain the cybersecurity and legal protection of dropshipping transactions from the Indonesian and Islamic economic law perspective. The normative and comparative judicial approaches were applied to achieve the research objectives. Descriptive and prospective analysis methods are used, and data are collected through primary and secondary sources. The findings revealed that despite the continuous growth of dropshipping contracts, Indonesia has no direct laws and regulations that particularly deal with the dropshipping mechanism and provide this cyber security to the system. In Islam, the dropshipping mechanism is linked with three types of contracts: Salam, Samsarah, and Wakalah. However, each type carries certain limitations as per Islamic/Sharia principles. Simultaneously, along with the cyber security laws available in financial transactions, the Islamic Fatwa can be regarded as a guide for dealing with dropshipping agreements and preventing cyber security. Furthermore, considering the increasing trend of dropshipping businesses, which is beneficial for the economic system, the existing cybersecurity laws and regulations must be amended to explicitly cover drop-shipping mechanisms.

Abstract

This paper seeks to explore how online news media frame the achievement of the implementation of the community development and empowerment program (Pro Bebaya) in Samarinda City. This research investigates the success factors, obstacles, and challenges in implementing Pro Bebaya. This research aims to evaluate the implementation of the Pro Bebaya policy and assist the government, local parliament (DPRD), and the community in planning future policy programs. This research uses an inductive methodology to conduct content and qualitative narrative analysis of news stories published between January 2022 and February 2023. The dataset consists of articles from eleven leading online news sites in Indonesia. Qualitative content analysis shows that the news media Antaranews, Infosatu, Kaltimminutes, and Timeskaltim do much reporting on the achievement of the implementation of Pro Bebaya. Other success factors' findings include involvement and coordination with stakeholders, a control system, socialization by the government to the community, information sharing, tangible changes in infrastructure, and increasingly developed apparatus knowledge. Then, these factors led to the smooth implementation of program activities. Further but insignificant are the barriers and challenges, such as the lack of community involvement and knowledge in program implementation and budget constraints. Our findings support the argument that implementing government decisions or policies is based on actual action practices.

Abstract

Penelitian ini bertujuan menganalisis peran Dinas Pemuda dan Olahraga Provinsi Kalimantan Timur dalam pembinaan atlet sepak bola, mengacu pada teori Gede Diva tentang pemerintah sebagai regulator, fasilitator, dan katalisator. Penelitian ini juga mengkaji faktor pendukung dan penghambat peran tersebut. Metode yang digunakan adalah deskriptif kualitatif dengan teknik observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa Dispora Kaltim telah menjalankan peran fasilitator melalui penyediaan infrastruktur dan dukungan non-teknis, sesuai Instruksi Presiden No. 3 Tahun 2019. Sebagai regulator, Dispora mendorong kebijakan pembinaan meskipun implementasinya belum merata. Peran katalisator diwujudkan lewat kolaborasi lintas sektor, meski masih terdapat kendala dalam perencanaan dan minimnya dukungan sektor swasta. Penelitian ini menyimpulkan perlunya penguatan koordinasi lintas sektor dan perencanaan berkelanjutan guna menciptakan sistem pembinaan sepak bola yang lebih inklusif dan berkeadilan di Kalimantan Timur.
