MSMEs in Sidorejo village are categorized as micro-scale with low income levels. The high competition in product quality and marketing techniques has caused these MSMEs to lag behind in terms of business quality, product quality, legality, and marketing. This is certainly a matter of significant concern for potential stakeholders who can assist these MSME actors from falling further behind compared to other businesses that have progressed and developed. Therefore, solutions are needed to address these MSME issues. This service program represents a collaboration between Unida Gontor and MSMEs in Sidorejo village, Sukorejo sub-district, Ponorogo, involving 10 MSMEs engaged in the food sector. These MSMEs are classified as micro-level with limited capital and marketing still within the provincial scope. The objective of this service is to assist MSMEs in Sidorejo village in obtaining business legality in the form of Business Identification Number (NIB) and also Halal Product Certification from the Halal Product Guarantee Organizing Agency (BPJPH) with decisions from the Indonesian Ulema Council (MUI) fatwa, PIRT documents as well as online and offline marketing. The service method involves direct assistance in managing business legality and further assistance in implementing halal processes for MSME products until obtaining the Halal BPJPH certificate. Additionally, the PKM team also assists MSMEs in creating a Google Maps location for their business and making banners to be placed in front of their businesses to facilitate offline promotion. As a result of the PKM activities, the MSMEs have obtained their Business Identification Number (NIB), Halal Product Certification, and PIRT documents. They now have Google Maps for easy consumer access to their business locations and banners installed in front of their businesses for easy recognition, which is expected to enhance their business branding and increase income through online and offline promotions. This enables them to compete with other products in the market, and their products can be distributed more widely with the Halal BPJPH label.

Abstract

The integration of Islamic values into local governance practices is a critical priority in the context of community development at the village level, given the strategic role of village governments in public service delivery, budget management, and the empowerment of citizen participation. This study aims to examine the implementation of good governance principles, based on the thought of Ibn Taymiyyah, within village governance practices in East Java. A qualitative approach was employed, using literature review and in-depth interviews with village heads across several regions. The findings reveal that Ibn Taymiyyah’s concept of good governance emphasizes public welfare through the development of strategic sectors such as politics, society, education, and the economy. At the core of sound governance is social justice, which, according to Ibn Taymiyyah, must be realized by the state or governing authorities, regardless of the form or name of the institution. Field implementation shows that many villages have begun to adopt these principles through mechanisms such as village deliberations (musyawarah desa), budget transparency, and the establishment of internal oversight bodies. However, challenges remain in strengthening integrity, leadership ethics, and the consistent application of Islamic values. The study concludes by underscoring the importance of enhancing the moral and spiritual capacity of local leaders and the need for systematic integration of Islamic values into village governance. The implications include contributions to the literature on the Islamization of public governance and policy recommendations for ethically grounded village development.
