Abstract

This study examines the management of Non-Tax State Revenue from State Property Utilization at the Bengkulu State Wealth and Auction Service Office. It employs descriptive qualitative research methods, utilizing observation, interviews, and documentation for data collection. Analysis involves data collection, reduction, presentation, and conclusion drawing. The research is guided by Minister of Finance Regulation Number 155/PMK.02/2021 and Management Theory by Robbins and Coulter, and Henry Fayol. Findings reveal that in planning, the office follows PNBP targets set by the Central Office, employing strategies aligned with PMK Number 115 of 2021 to optimize State Property Utilization while adapting to regulatory changes. Implementation involves generating PNBP from rent, with determination and payment processes streamlined through coordination and application of PMK No. 115 of 2021. Accountability measures include financial reporting to KPPN and administrative reporting to KPKNL, ensuring transparency in utilization agreement decrees and payment proofs as performance indicators. Regarding supervision, KPKNL focuses on increasing awareness and oversight of State Property Utilization through wasdal regulation, addressing challenges, and conducting annual evaluations aligned with Key Performance Indicators (KPIs).

Abstract

The aim of this research is to find out how the Slawe application as an E-KTP service tool synchronizes notifications and what causes notifications to be out of sync with E-KTP services in this application. The methods used are descriptive and qualitative, with purposive sampling techniques and data collection techniques through observation, interviews, and documentation. Based on research through aspects based on Law Number 95 of 2018 concerning Electronic-Based Service Systems (SPBE), responsiveness, assurance, and empathy, it is true that the Slawe application was not in sync with the E-KTP notification in July–December 2021. This is because the notifications on the application have not been updated. Meanwhile, in January–March 2022, the results showed that the Slawe application was in sync with its notifications and direct services at the Bengkulu City Dukcapil in terms of taking E-KTPs independently from January to March 2022. The suggestion from the researchers was that the Bengkulu City Population and Civil Registration Service needed to update notifications in the Slawe application according to the existing reality. The Bengkulu City Population and Civil Registration Service is carrying out repairs and maintenance on their Slawe website; this needs to be done on holidays or outside working hours. This is because many people feel disadvantaged if repairs or maintenance to the Slawe website are carried out on weekdays

Abstract

This study aims to analyze the implementation of the import ban policy on second-hand clothing (imported thrifting) in Bengkulu City and to reveal the gap between central government regulations and actual conditions in the field. The phenomenon of imported thrifting continues to flourish despite the official ban through Minister of Trade Regulation No. 40 of 2022. This research adopts a qualitative approach, utilizing in-depth interviews, observations, and document analysis. Informants include traders, consumers, and representatives from the Bengkulu City Department of Industry and Trade. The findings indicate that the implementation of the imported thrifting policy in Bengkulu faces significant challenges, including the lack of local institutional involvement in policy formulation, the limited authority of the Department of Industry and Trade in law enforcement, resistance from business actors and consumers who depend on thrifting as an economic alternative, and the influence of geographical, socio-economic, and political conditions. This study concludes that there is a significant implementation gap between national regulations and local practices. A more adaptive, locally participatory, and institutionally strengthened policy is required to ensure the effective realization of the policy’s objectives.
