Abstract

Penelitian ini menitik beratkan pada evaluasi implementasi Peraturan Daerah Kota Jayapura Nomor 11 Tahun 2014 tentang penataan dan pemberdayaan pedagang kaki lima di Kelurahan Gurabesi Distrik Jayapura Utara. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data berupa observasi lapangan, wawancara, dan kuesioner. Hasil penelitian menunjukkan bahwa mayoritas pedagang kaki lima di Kelurahan Gurabesi tidak mengetahui keberadaan Peraturan Daerah Nomor 11 Tahun 2014. Hal ini mengakibatkan kurangnya pemahaman mereka terhadap hak, kewajiban, dan larangan yang diatur dalam peraturan tersebut. Meskipun begitu, pedagang kaki lima di wilayah ini cenderung patuh terhadap kewajiban yang diatur dalam peraturan tersebut, namun banyak yang tidak mematuhi larangan yang tertuang dalam peraturan tersebut. Tantangan utama dalam pelaksanaan kebijakan penataan dan pemberdayaan pedagang kaki lima di Kelurahan Gurabesi adalah kurangnya kesadaran masyarakat akan peraturan tersebut, serta tingginya jumlah pedagang baru yang belum mendapat sosialisasi. Faktor lain yang menjadi tantangan adalah rata- rata tingkat pendidikan pedagang kaki lima yang relatif rendah, sehingga kesadaran mereka terhadap aturan juga rendah. Penelitian ini menyarankan agar pemerintah memberikan perhatian serius terhadap penataan pedagang kaki lima dengan menyusun program strategis dan mengalokasikan anggaran yang cukup untuk menjalankan program tersebut.

Abstract

The high pedestrian activity and traffic flow in the education area on Jalan Raya Abepura-Sentani Jayapura City led to the provision of Pedestrian Bridges (JPO) in two locations, namely in front of the Cenderawasih University Auditorium (JPO-1) and in front of SMP YPPK Santu Paulus (JPO-2). This research was conducted to determine the suitability of the physical geometric standards of the pedestrian bridge and its level of effectiveness, as well as factors that affect pedestrian satisfaction in using the two Pedestrian Bridge (JPO) facilities. Geometric analysis was carried out using the standard of Pedestrian Bridge Planning Procedures for Urban Pedestrians (1995) and Technical Planning of Pedestrian Facilities (2023), calculation of the level of effectiveness using the volume of crossings, and analysis of service satisfaction using the Importance Performance Analysis (IPA) method. The results found that the condition of JPO-2 is better and meets the standards because it uses a slope that can be used by people with disabilities, while the slope on the steps of JPO-1 is too steep (40°) and narrow with a width of 1.4 meters, so the effectiveness level of JPO-2 is higher (67%) than JPO-1 (52%). Factors affecting user satisfaction are aspects of comfort, safety, and security. The main obstacles in using the pedestrian bridge are dirty conditions, no lighting, the presence of people under the influence of alcohol or extortionists, and damage to the Pedestrian Bridge (JPO) facilities.

Abstract

Law of the Republic of Indonesia Number 26 of 2007 concerning Spatial Planning indicates that the preparation of spatial planning plans must cover land space, sea space and air space, including space inside the earth, arranged in stages and ultimately the spatial planning plan is determined with their respective regional regulations. The method used in the research is the survey method. The type of research used is quantitative and descriptive qualitative research. Meanwhile, the quantitative approach results from the public's perception that the results of existing research show a variety of public attitudes and views towards government policies, ranging from full support to dissatisfaction. Based on the spatial plan on the Jayapura City Cultivation Area Plan Map for 2023-2033, there are 7 (seven) namely Convertible Forest Land, Protected Area, Livestock Land Area, Fishery Area, Limited Production Forest Area and Food Crop Area, from the results of a survey conducted by author at the research location there have been changes in the Convertible Forest land area as a result of development activities and the reduction in land area in the Cultivation Area which initially had an area of ​​523,847 Ha, has been reduced to 523,790 or 0.01%, where housing has a larger area, namely 13,665 Ha. And land changes have also occurred in the Limited Production Forest Area, which initially had an area of ​​430,048 Ha, has undergone changes and been reduced to 121,027 Ha or 14%, this is because there is agricultural land with an area of ​​19,409 Ha in the Limited Production Forest Land area experiencing changes. which is quite big.

Abstract

To meet the needs of safety and comfort within the Faculty of Engineering, Cenderawasih University, the campus has provided a fairly adequate parking area. With the parking area that is already available, it is necessary to conduct an analysis of the need for parking areas within the Faculty of Engineering, in order to arrange vehicles that are neater, safer and more comfortable. The formulation of this research problem is in the form of existing parking conditions, parking characteristics, and ideal parking lot capacity. This research aims to identify problems, analyze characteristics, and determine the size of Parking Lot Units. The benefits of research for reference materials, input to local governments related to parking solutions. Make a calculation of the parking lot capacity. The limitations of the research problem, which was carried out in the parking lot of the Faculty of Engineering, Cenderawasih University and the number of parking lot capacity, Calculating the capacity of the type of motorcycle and car vehicles, the survey was carried out on 3 (three) active working days, namely Monday. Wednesday, and Friday for 3 (three) weeks. This research method uses a quantitative approach with a survey type of research. With this research, it is hoped that the Faculty of Engineering, Cenderawasih University can provide adequate parking lots.

Abstract

Terminals serve as transportation nodes that play a vital role in supporting community mobility and urban economic activities. As the capital city of Papua Province with a population of 420,577 inhabitants, Jayapura City requires an efficient transportation system to support increasingly dynamic social and economic activities. Entrop Terminal, as a Type A Terminal and the main transportation hub of Jayapura City, serves various transportation modes ranging from inter-city inter-provincial transport, cross-border transport, intra-provincial inter-city transport, urban transport, to rural transport. However, there is a significant problem where users prefer to wait for public transportation outside the terminal due to long queues inside the terminal, creating a shadow terminal phenomenon. This research aims to evaluate the facilities available at Entrop Type A Terminal in relation to the quality of services provided to users. This evaluation is important to identify facility and service deficiencies that cause users to be reluctant to use the terminal optimally. The research results are expected to provide recommendations for facility improvements and service quality enhancement at Entrop Terminal, so that it can function optimally as the main transportation hub and reduce the shadow terminal problems occurring in Jayapura City.

Abstract

Coastal areas are transitional areas between land and marine ecosystems that are very vulnerable to natural disasters, one of which is abrasion. Coastal abrasion is the process of erosion of coastal areas caused by wave activity, ocean currents, and human activities such as infrastructure development and sand mining. Ciberi Beach (Tanjung Ciberi) located in Enggros Village, Abepura District, Jayapura City, is one of the coastal areas that experiences continuous abrasion. Its strategic location and direct facing the Pacific Ocean makes this area very vulnerable to coastal erosion. Based on the author's experience while conducting Field Work Practices at the Papua River Basin Center (BWS Papua), it is known that abrasion has caused damage to public facilities and significant coastline decline since 2019 (Cepos, 2024). Strong suspicions arose from the community based on the results of interviews conducted that the construction of the Youtefa Bridge contributed to the acceleration of abrasion. Previous research also showed that the rate of abrasion in the Yos Sudarso Bay area, including Ciberi Beach, reached 0.89 meters per year. Therefore, this study aims to analyze the level of damage to Ciberi Beach due to abrasion during the period 2014–2024, and to provide recommendations for handling to reduce the impact of damage in the coastal area.

Abstract

Green Open Space (GOS) plays a strategic role in modern urban planning, serving not only as an ecological element but also as a social, educational, and recreational space that supports the sustainability of urban life. Its presence is a vital necessity in addressing the challenges of urbanization and environmental degradation. This study examines and redesigns Taman Mandiri in Jayapura City as a sustainable urban park capable of accommodating various ecological and social functions. Field observations reveal that the existing condition of the park does not yet meet adequate public facility standards, such as the availability of interaction space, playgrounds, toilets, and parking areas. Through a sustainable landscape design approach, the park is directed to become an inclusive, efficient, and environmentally friendly green open space. The proposed design integrates the use of local vegetation, natural water management systems, and the enhancement of the park’s social functions. It is expected that this design can serve as a model for urban park development in tropical regions facing urbanization pressures and contribute to improving the quality of life in a sustainable manner.

Abstract

This study analyzes the morphological form and development characteristics of the Petrosea City Park green open space in Mimika Regency, Central Papua. Using qualitative descriptive-analytical methods, this research examines road patterns, spatial configurations, and architectural elements as well as the physical, economic, and socio-cultural characteristics of park development. The results show that the park implements a radial pattern centered on a roundabout with clear hierarchical zoning, integrating Kamoro cultural landmarks through bronze statues. However, infrastructure limitations and underutilized economic potential indicate the need for integrated development to optimize the function of green open spaces in the context of mining cities in Eastern Indonesia.

Abstract

Community empowerment is a concept of economic development that summarizes these social values reflecting the new paradigm of development, namely those that are people-centred, participatory, empowering, sustainable, this concept is broader than merely meeting basic needs or providing mechanisms to prevent further impoverishment processes (safety net), whose thoughts have recently been developed as an effort to find alternatives to the concepts of growth in the past. The concept of Empowerment in the field of Entrepreneurship in Nolokla Village is a form of empowerment that involves the community directly, in order to improve the community's economy in the field of entrepreneurship by utilizing the potential that exists in Nolokla Village. The goal to be achieved in this study is to empower the Nolokla Village Community to be able to be an independent entrepreneur. The method used is descriptive qualitative, with data collection techniques, observation, interviews and documentation, and using data analysis techniques in the form of data reduction, data presentation and conclusion drawing. The results of this study indicate that there is potential that can be developed through community empowerment efforts, especially in the field of business independently.

Abstract

The rapid growth of online transportation services has significantly transformed urban mobility patterns, including in Abepura District, Jayapura City. This study is grounded in the concept of smart mobility, which emphasizes technological integration, efficiency, and accessibility within the smart city framework. The theoretical foundation draws on consumer preference theory and the Customer Satisfaction Index (CSI) model. A quantitative approach was applied through questionnaires distributed to 100 respondents, supported by secondary data on digital infrastructure and local transport regulations. The analytical methods included conjoint analysis to identify user preferences, CSI analysis to assess smart mobility readiness, and spatial analysis to map infrastructure support. The findings indicate that fare and safety are the most influential attributes shaping user preferences, followed by application usability, transport mode, and travel time. Maxim emerged as the most widely used application, followed by Grab and Gojek. The CSI score reached 77.60%, categorized as “highly ready,” though gaps remain in intermodal integration and waiting time efficiency. Spatial analysis confirmed that the coverage of 16 BTS towers in Abepura adequately supports online transportation operations. In conclusion, online transportation services in Abepura District demonstrate strong readiness to support the implementation of smart mobility, yet further improvements are needed in modal integration and operational efficiency to ensure sustainable and inclusive urban mobility.
