Abstract

Phenomenal problems that have hit Myanmar have recently been in the spotlight of the mass media. The existence of a group of Buddhist extremists who commit violence against adherents of other religions gives its own color. Discrimination based on ethnic conflict between the majority and minorities is not only identified by religious elements, but also accompanied by political, social, cultural and economic elements. Government instability also supports the spread of this increasingly prolonged conflict. In fact, the existence and teachings of the Buddha on nibbana are also questionable. Nibbana is the ultimate reality, which is said to be a situation or condition where humans experience peace and emptiness when faced with the reality of violence that causes suffering, especially for Rohingya Muslims. The theological approach that can be offered in resolving such conflicts is comparative theology which boils down to dialogue of works. However, before reaching this stage, a theological disposition is needed by returning to their respective originality, strengthening their identity roots first and then establishing dialogue and cooperation with those who differ in comfort, openness, and harmony. Kata kunci: Konflik etnis, etnis Rohingnya, nibbana, dialog karya, orisinalitas, identitas, teologis.

Abstract

ABSTRAK Keberhasilan suatu pelayanan publik sangat bergantung pada mekanisme komunikasi yang efektif. Kementerian Hukum dan Hak Asasi Manusia Provinsi Sumatera Utara berupaya melayani kebutuhan masyarakat mengenai pengetahuan hukum dengan melakukan penyuluhan keliling. Salah satu institusi yang mereka ikuti adalah sekolah. Di sekolah, siswa diajarkan tentang ilmu hukum, penerapannya, dan cara menginternalisasikannya dalam kehidupan sehari-hari. Semuanya dilakukan dengan membangun Sekolah Dasar Sadar Hukum dan Budaya Hukum. Penelitian ini menggunakan metode kualitatif. Tujuannya adalah untuk menganalisis komunikasi publik Kementerian Hukum dan Hak Asasi Manusia Provinsi Sumatera Utara dalam membangun kesadaran dan budaya hukum di lingkungan sekolah Kota Medan. Kata Kunci : komunikasi; pelayanan publik; Kemenkumham.   ABSTRACT The success of a public service depends greatly on effective communication mechanisms. The Ministry of Law and Human Rights of North Sumatra Province seeks to serve the community's needs regarding legal knowledge by conducting mobile outreach. One of the institutions they attend is school. At school, students are taught about legal knowledge, its application, and how to internalize it in everyday life. Everything is done by building a Legal Awareness and Legal Culture Elementary School. This study uses a qualitative method. The aim is to analyze the public communication of the Ministry of Law and Human Rights of North Sumatra Province in building legal awareness and culture in the Medan City school environment. Keywords: communication; public service; Ministry of Law and Human Rights.

Abstract

Optimizing the using of digital-based libraries (digital libraries) is a major transformation in the world of education today. Digital libraries offer many conveniences and diverse connectivity. This research aims to analyze opportunities for using digital libraries in the era of information disruption. The research results show that in the era of information disruption, the use of digital-based libraries is very helpful, especially in supporting learning activities. Digital libraries are easy to access, portable, economical, rich in references, equipped with searching tools, keywords and knowledge sharing. This research uses a qualitative approach.

Abstract

This research aims to analyze the political communication strategy of the Golongan Karya (Golkar) Party as well as its supporting and inhibiting factors in winning the 2024 General Election in Manggarai Regency, East Nusa Tenggara. Using Harold Laswell's five elements of communication analysis (communicator, message, channel, communicant, and effect) and a qualitative method with a post-positivistic phenomenological approach, this research involved experienced Golkar cadres as well as community leaders who understand political parties. Data were collected through in-depth interviews, focus group discussions, observation, and documentation. The results showed that Golkar's communication strategy includes strict selection of cadres, effective packaging of political messages, utilization of various communication channels, voter segmentation, and evaluation of communication effects. Supporting factors include cadre popularity, political literacy, culture, media, and neutrality of religious institutions. The inhibiting factors include cadre professionalism, money politics, social media, and stigma or labeling.
