Abstract

This study aims to examine the effectiveness and challenges of implementing the 'HMI Bersuara' jargon in the leadership practice of the Islamic Student Association (HMI) and its impact on motivation, member performance, and organizational identity. Using a qualitative approach and a case study design, data were collected through in-depth interviews, participatory observation, and document analysis. The results show that a deep understanding of the jargon correlates positively with member participation and motivation, and impacts individual and group performance. However, there are challenges in ensuring a uniform understanding among all members, as well as in managing internal conflicts and adapting to external changes. The practical implications of this study emphasize the importance of intensive and ongoing socialization to strengthen understanding and appreciation of organizational jargon in shaping a strong and effective organizational culture.

Abstract

Wilayah laut merupakan wilayah yang memiliki sumber daya alam yang sangat besar dan bermanfaat bagi masyarakat. Di bulan Januari tahun 2021, Kementrian KKP Indonesia melalui Direktorat Jenderal Pengawasan Sumber Daya Kelautan dan Perikanan (PSDKP) telah melakukan penyidikan terhadap Tiga kapal ikan berbendera Malaysia yaitu KM. SLFA 5227, KM. PKFB 1845 dan KM. SLFA 5177 ditangkap oleh Kapal Negara milik Badan Keamanan Laut Republik Indonesia KN. BINTANG LAUT-401 yang dinakhodai oleh Kapten Margono. Studi ini bertujuan untuk mencari kendala yang dihadapi kepolisian dalam penanggulangaan tindak pidana pencurian Bagaimana upaya penegakan hukum pidana oleh Lembaga Penegak Hukum di Indonesia terhadap praktik illegal fishing; dan hambatan penegakan hukum pidana terhadap pelaku tindak pidana illegal fishing di perairan laut Indonesia. Penelitian yang dilakukan dalam penyusunan skripsi ini adalah penelitian yuridis normatif. Upaya Penegakan Hukum Pidana Oleh Lembaga Penegak Hukum Di Indonesia Terhadap Praktik Ileegal Fishing Selain penerapan KUHAP, dalam penegakan hukum tindak pidana perikanan, dapat juga dilakukan dengan Pendekatan Multi Door Dalam Penegakan Hukum Illegal Fishing. Hambatan Penegakan Hukum Pidana Terhadap Pelaku Tindak Pidana Illegal Fishing Di Perairan Laut Indonesia karena lemahnya peraturan perundang undangan yang mengaturnya, serta terbatasnya pengadilan yang ada untuk menangani tindak pidana perikanan. Kurangnya kordinasi antara aparat penegak hukum juga menjadi penghambat penegakan hukum tindak pidana perikanan.

Abstract

This study examines the phenomenon of institutional gridlock in urban food security governance in Indonesia, focusing on the complexities of interactions among government institutions and their impact on policy effectiveness. Utilizing a neo-institutionalist approach, this research analyzes how institutional fragmentation, conflicts of interest, and the historical legacy of power centralization contribute to the formation of gridlock that hampers the effective implementation of food security policies in urban areas. Through comprehensive analysis of policy documents and academic literature, the study identifies patterns of institutional interaction, explores the manifestations and consequences of institutional gridlock, and evaluates the potential of institutional bricolage as a strategy to overcome existing structural barriers. The key findings indicate that institutional gridlock in this context results from the complex interaction between path dependency, institutional layering, and political fragmentation, which creates inertia against the necessary policy changes to address contemporary urban food security challenges. This study contributes to the development of a conceptual framework for understanding and addressing institutional gridlock in public policy governance in developing countries, particularly in the context of decentralization and rapid urbanization.

Abstract

Food security is a strategic issue for densely populated areas like the Province of DKI Jakarta, which has limited agricultural land. This research aims to analyze the implementation of food security policies in DKI Jakarta, focusing on a case study of PT Food Station Tjipinang Jaya (FSJT) as the policy implementer. The study employs a qualitative approach using literature review methods, with data collected from various written sources such as regional regulations, official reports, scientific publications, and related websites. Through content analysis and data source triangulation, this research identifies FSJT's success in maintaining food availability, improving food access, strengthening the distribution system, and supporting local farmers. However, the implementation of the policy also faces challenges such as land limitations, food price fluctuations, changing dietary patterns, and program sustainability. Supporting data shows FSJT's contribution to the reduction of the poverty rate in DKI Jakarta from 11.5% (2021) to 10.56% (2022), as well as the distribution of 1.2 million tons of rice in 2022. Surveys also noted that 82% of the public were satisfied with FSJT's performance in maintaining food availability. To enhance food security in the future, recommendations include the development of vertical farming, strengthening community food resilience, nutritional education campaigns, and diversification of food sources. Ongoing efforts through these measures are essential to ensure the effective implementation of food security policies and the sustainability of development in the Province of DKI Jakarta.
