Abstract

This research aims to explain Independent Village Innovation through the integration of agile governance and sustainable development in village governance. The main focus of the research is on the efforts of the governments of Lobuk Village, Sumenep Regency, East Java and Srimulyo Village, Bantul Regency, Yogyakarta in development innovation through the principles of agile governance. The agile governance approach emphasizes the responsiveness and flexibility of governments that move quickly and agilely in administering government, services and development. Qualitative research method with a case study approach. Data were collected through in-depth interviews, policy document analysis, and participatory observation. The number of informants was 10 people, including village heads, village officials, businesspeople, village youth, community leaders, and experts in policy and development. The results of the study explain the success of village development innovation through the integration of agile, adaptive, and sustainable governance. The agile governance approach encourages a flexible and responsive government in meeting public needs and implementing development. The achievements that have been made are service digitization, high community participation, economic growth, education improvement, infrastructure fulfillment, and accessibility of public mobilization. This research has implications as a guide for village governments in optimizing development strategies to achieve sustainable goals at the local level.

Abstract

The School Literacy Movement (Gerakan Literasi Sekolah) is a program developed by the Ministry of Education and Culture since 2016. One of the schools in Sumenep Regency that has implemented the GLS is SDN Kolor II, which was selected as the first cohort of PSP (Progran Sekolah Penggerak) in Sumenep. This research aims to examine the implementation of GLS at the habituation stage in SDN Kolor II, focusing specifically on classes IV A and IV B. This study employs a qualitative approach with a case study design, following the research procedures outlined by Creswell. Data collection techniques include interviews, observations, and documentation. The data analysis technique used in this study is based on the Miles & Huberman model. The research involves the school principal, two fourth-grade teachers, and representatives from four fourth-grade students as informants. The results indicate that SDN Kolor II has successfully implemented GLS at the habituation stage through activities that include: 1) Singing the Indonesian national anthem and selected songs. 2) Reading storybooks. 3) Writing compositions. 4) "Adu Cerdas" (Smart Competition). 5) "Sabtu Ekspresi" (Expression Saturday). 6) Organizing a literacy-rich environment. Therefore, it can be concluded that SDN Kolor II, particularly in the fourth grade, has effectively implemented GLS at the habituation stage.

Abstract

Penelitian ini bertujuan untuk menganalisis strategi kebijakan pendidikan literasi yang diterapkan dalam upaya mengurangi kesenjangan pembelajaran di wilayah pedesaan Kabupaten Sumenep. Menggunakan pendekatan kualitatif, penelitian ini melibatkan berbagai pemangku kepentingan termasuk guru, siswa, orang tua, serta pemerintah melalui wawancara mendalam, observasi, dan analisis dokumen kebijakan. Hasil penelitian menunjukkan bahwa implementasi program literasi yang inklusif dan berkelanjutan, pemanfaatan teknologi dalam pembelajaran, serta partisipasi aktif komunitas merupakan faktor kunci dalam peningkatan keterampilan literasi di daerah pedesaan. Kebijakan pemerintah daerah yang responsif dan dukungan terhadap peningkatan kualitas serta kompetensi guru juga memainkan peran penting dalam mengatasi hambatan pembelajaran. Selain itu, pengukuran dan evaluasi berkelanjutan terhadap efektivitas program-program literasi membantu dalam penyesuaian strategi kebijakan agar lebih tepat sasaran. Penelitian ini menyimpulkan bahwa kombinasi berbagai strategi kebijakan tersebut dapat secara signifikan mengurangi kesenjangan pembelajaran literasi di wilayah pedesaan Kabupaten Sumenep, dengan catatan bahwa keberlanjutan dan peningkatan kualitas perlu terus dijaga melalui komitmen bersama dari semua pihak terkait.
