Abstract

In the context of regional autonomy, the leadership of the regional head is a determining factor in realizing quality public services. This study examines the leadership style of the Mayor of Banjar for the 2018–2023 period in implementing bureaucratic reform. The research method used is descriptive qualitative with primary and secondary data sources. The results of the analysis show that although various efforts have been made such as cross-sector coordination and participatory communication, there are a number of obstacles in achieving program targets and bureaucratic performance. This finding highlights the importance of strengthening democratic leadership and human resource management in supporting the implementation of regional work programs optimally.

Abstract

This study aims to describe the role of the Ciamis Regency Investment and One-Stop Integrated Service Office (DPMPTSP) as a facilitator of business legality through the implementation of the Online Single Submission (OSS) system, especially in the issuance of Business Identification Numbers (NIB). The background of this study is based on the importance of business legality for MSMEs to increase access to financing, legal protection, and market development. This study uses a qualitative descriptive approach with data collection techniques through observation, interviews, and documentation. The results of the study indicate that the Ciamis Regency DPMPTSP has made efforts as a facilitator quite optimally, especially in providing technical assistance, socializing the OSS system, and assisting business actors in the registration process until the issuance of the NIB. However, there are several obstacles such as limited human resources for business actors, lack of digital literacy, and limited network infrastructure in certain areas. The active role of DPMPTSP in bridging central government policies with community needs is the key to the successful implementation of the OSS system in the region. Therefore, it is necessary to strengthen institutional capacity and a more effective communication strategy to increase the participation of business actors in the legalization of their businesses.

Abstract

Abstract To achieve a government bureaucracy with integrity in accordance with the principles of good governance, it is essential to have regulations that can enforce the performance discipline of Civil Servants. The discipline of Civil Servants plays a crucial role in ensuring order, the smooth execution of tasks, productivity, and providing legal certainty in carrying out duties based on a career and performance system. Discipline is an effort made to direct employees' behavior to align with the organization's goals. In Ciamis Regency, the Human Resources and Development Agency has a significant role in fostering, supervising, and enforcing the discipline of Civil Servants through training programs, socialization, and handling violations based on Government Regulation Number 94 of 2021 regarding Civil Servant Discipline. This research aims to explore the role of the Human Resources Development Agency of Ciamis Regency in enhancing the discipline of State Civil Apparatus. The method used in this study is a descriptive qualitative approach with data collection through observation and interviews. The results of the observations indicate several disciplinary violations committed by the State Civil Apparatus, which were followed up with firm actions by the Human Resources Development Agency. These findings indicate that the Human Resources Development Agency has a strategic role in maintaining bureaucratic integrity through the implementation of objective and consistent discipline. Thus, the enhancement of institutional capacity and the understanding of State Civil Apparatus must continue to be deepened to support the creation of good governance.  Keywords: Role, Work Discipline, State Civil Apparatus

Abstract

Abstract This research is motivated by an analysis of the post-expansion impact of Pangandaran Regency on improving community welfare in Pangandaran Regency. However, current problems persist. The purpose of this study is to determine the post-expansion impact of Pangandaran Regency on improving community welfare in Pangandaran Regency. The method used in this study is descriptive analysis. Seven informants were interviewed. Data collection techniques included literature review, fieldwork (observation and interviews), and documentation. The author used qualitative data analysis techniques through processing interview and observation data to draw conclusions that can answer the research questions. Based on the research results, it is known that: the expansion of Pangandaran Regency has provided broader institutional space for local governments to formulate development policies and programs focused on local needs. However, in its implementation, disparities persist between regions, both in terms of access to education, health, social facilities, and economic opportunities. The education aspect has not shown significant improvement. Access to schools, affordability, and the quality of teaching staff remain issues, particularly in villages far from service centers. Similarly, in the health sector, the availability of community health centers and medical personnel has increased, but is not yet fully equitable and accessible to all levels of society. Similarly, in the social sector, community involvement in social activities is still limited by a lack of facilities and infrastructure supporting social interaction. Meanwhile, in the economic sector, the development of leading sectors such as tourism and MSMEs has shown potential, but has not been accompanied by equitable distribution of benefits and expanded access to economic resources for communities across the region. Unemployment and poverty rates continue to indicate that improvements in welfare are not evenly distributed.
