Abstract

Penelitian ini bertujuan untuk mengkaji implementasi fungsi Badan Permusyawaratan Desa (BPD) di Desa Lansot, Kecamatan Kema, Kabupaten Minahasa Utara. Otonomi desa, yang diatur oleh Undang-Undang No. 6 Tahun 2014 tentang Desa, memberikan desa hak-hak istimewa dalam mengelola keuangan, pemilihan kepala desa, dan pembangunan desa. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan melakukan observasi dan wawancara terhadap pelaksana kebijakan, anggota BPD, dan masyarakat di Desa Lansot. Hasil penelitian menunjukkan bahwa implementasi fungsi BPD di Desa Lansot masih lemah. Beberapa kendala yang ditemukan meliputi kurangnya pemahaman tentang proses pembahasan peraturan desa, pengawasan kepala desa yang belum menyeluruh, sosialisasi regulasi terkait BPD yang terbatas kepada pimpinan dan anggota BPD, serta kurangnya transparansi dalam menyampaikan rancangan peraturan desa kepada masyarakat. Untuk meningkatkan efektivitas fungsi BPD, perlu mengatasi tantangan-tantangan tersebut dengan memberikan pelatihan dan program penguatan kapasitas tentang pembahasan peraturan desa, meningkatkan mekanisme pengawasan yang komprehensif terhadap kepala desa, melakukan kampanye sosialisasi yang luas mengenai regulasi terkait BPD, dan meningkatkan transparansi dalam menyampaikan rancangan peraturan desa kepada masyarakat dapat membantu memperkuat implementasi fungsi BPD di Desa Lansot.

Abstract

This study aims to evaluate the implementation of the principle of Transparency in the Regional Drinking Water Company (PDAM) of Minahasa Regency whether it is in accordance with Government Regulation Number 54 of 2017 article 92 concerning Good Corporate Governance based on the GCG policy instrument by the National Committee on Governance Policy in 2006. The research method uses a type of descriptive qualitative research, and data collection techniques: interviews, observation, and documentation. In-depth interviews were conducted with logical questions based on guidelines, interviews were conducted with strong intimacy, and researchers appreciated the value of interviews as a data collection tool. Data analysis techniques: qualitative data analysis with data reduction, presentation, and data verification. The results of the research show that transparency is not optimal. Recommendations for Regional Heads as Capital Owners (KPM) and PDAM Management Transparency need to be optimized by maximizing the right technology and policies.

Abstract

This research is aimed at identifying, describing and analyzing the performance evaluation of officers in the Capital Plantation and Integrated Services Department of One Door Minahasa Cabinet. This research uses qualitative descriptive methods. Data is collected through observation techniques, interviews and interviews, documentation. The results of this study, showing the quality of the work of the staff in the license area, is still less related to the standards of work applied by the office not fully implemented by the existing staff, such as operating computers or mastering IT. The still poor work culture also greatly affects the performance of the existing staff. And there are barriers that affect the quality of the performance of officials, that is, the limitation of resources and supplies that are still lacking and the minimum budget of the licensing field.

Abstract

This research aims to learn to analyze and describe the Implementation of Surveillance Policy by the Environmental Services of Minahasa District. The research method used is descriptive dermatative. The number of informants in this study is five. Data collection using observation, interview and documentation techniques. Data analysis through Data Reduction, Data Presentation and Conclusion Drawing. The results of the research show that the Programme of Action: the program of cleaning up the toubeke river is only carried out by the plumage and depletion. Here DLH contributes to the transportation of garbage. DLH provides fleet/facilitating vehicles and involves several officers. In 2023, he's already done twice a garbage cleaning program on the toubeke river. Executives: No special units have been assigned from the Environmental Services, adding that this lack of skilled personnel clearly constitutes an obstacle to enforcing supervisory functions. Results: From surveillance seen by DLH the toubeke river is still dirty These problems arise, among other things, because the laws made by the government are less stringent so that the people do not obey or do not perform as they ought to be as already laid down in the law.

Abstract

This research aims to assess the impact of using the jigsaw cooperative learning model on students' achievements in the Introduction to Political Science course. The study employs a quantitative method with a quasi-experimental design. The research population includes all students in class AB, Semester I, 2023 intake, majoring in Public Administration at Manado State University, totaling 50 individuals. The research sample consists of students in class A as the experimental group, implementing the jigsaw cooperative learning model, and class B as the control group, using the conventional model. The research findings indicate that the use of the jigsaw cooperative learning model has a positive effect on students' understanding of government system materials compared to the conventional method. The data analysis results, using paired sample t-test for output pair 1 with a Sig. (2-tailed) value of 0.000 < 0.05, lead to the conclusion that there is an influence of the jigsaw cooperative learning model on students' learning outcomes in the Introduction to Political Science course.

Abstract

This research uses descriptive qualitative methods. This research aims to describe, analyze and interpret the duties of the State Civil Apparatus (ASN) in carrying out government policies in accordance with Law number 5 of 2014 concerning ASN, and to describe, analyze and interpret the form of ASN neutrality in general elections. Data analysis was carried out through observation, interviews and documentation techniques. The results of this research show that there are still ASNs in Minahasa Regency who are involved in campaign activities and provide support to one of the legislative member candidates for the Minahasa Regency DPRD, then participate or contribute in distributing money to the community in the form of bribes to elect that candidate. So whoever receives the money must support and vote for the legislative candidate pair. However, apart from that, it turns out that ASN do not yet know, understand and understand what their duties are and the basis for the rules used regarding their duties. Due to ignorance of their duties and applicable regulations, most ASNs are directly involved in election activities and show partiality in politics, without realizing that this has violated the principle of neutrality as State Civil Apparatus.

Abstract

Penelitian ini bertujuan untuk menjawab pertanyaan: sejauh mana money politic memengaruhi keputusan memilih pemilih di Kabupaten Minahasa pada Pemilu 2024? Pendekatan kuantitatif digunakan melalui survei terhadap 348 responden yang dipilih dengan teknik random sampling dari total DPT sebesar 254.783 jiwa. Instrumen kuesioner diuji validitas isi melalui expert judgement dan merujuk pada literatur sebelumnya. Hasil menunjukkan bahwa 40,8% responden pernah menerima uang/barang, dan 53,3% menyatakan bahwa hal tersebut memengaruhi keputusan memilih mereka. Uang tunai merupakan bentuk paling dominan (87,6%) dan mayoritas pemberian dilakukan saat kampanye atau hari pemilihan. Kebaruan studi ini terletak pada pemetaan empiris berbasis konteks lokal Minahasa yang sebelumnya minim diteliti, serta integrasi data kuantitatif dengan teori patron-klien. Studi ini memperkuat temuan sebelumnya namun memberikan kontribusi baru tentang pengaruh jaringan sosial dan kondisi ekonomi lokal terhadap penerimaan politik uang. Implikasi praktis mencakup pentingnya penegakan hukum, edukasi politik, penguatan pengawasan, serta tata kelola pemilu berbasis digital untuk memutus praktik politik transaksional di tingkat lokal.

Abstract

Penelitian ini bertujuan untuk mengkaji secara mendalam konsep kepemimpinan kolaboratif dalam organisasi sektor publik, mengevaluasi praktik implementasinya berdasarkan berbagai studi terdahulu, serta mengidentifikasi beragam faktor yang dapat mendukung maupun menghambat penerapan model kepemimpinan ini di lingkungan birokrasi pemerintahan. Metode yang digunakan dalam penelitian ini adalah studi literatur dengan pendekatan kualitatif deskriptif, yang menganalisis berbagai sumber data sekunder yang relevan, baik berupa artikel jurnal, buku referensi, laporan penelitian, maupun dokumen kebijakan terkait kepemimpinan publik. Hasil penelitian menunjukkan bahwa kepemimpinan kolaboratif memiliki peran strategis dalam meningkatkan efektivitas pengambilan keputusan, memperkuat sinergi antar pemangku kepentingan, membangun budaya kerja yang terbuka, serta mendorong lahirnya inovasi di bidang penyelenggaraan pelayanan publik yang berbasis kebutuhan masyarakat. Meskipun demikian, penerapan kepemimpinan kolaboratif masih menghadapi sejumlah kendala, antara lain budaya birokrasi yang cenderung hierarkis, resistensi terhadap perubahan, rendahnya literasi kepemimpinan partisipatif, serta keterbatasan kapasitas sumber daya manusia di sektor publik.
