Abstract

The aim of this research is to study, analyze and describe in more depth the effectiveness and efficiency of government politics to appreciate veterans' rights. Thus the author uses theoretical references in the form of analysis theory (grand theory) according to Ling Gie (1989:26) who says that analysis is the whole series. a change of mind that examines something in depth, especially studying parts and a whole to find out the characteristics of each, their relationship to each other and their role in the rounded whole. And it can also be complemented by supporting theories such as: effectiveness theory, efficiency, political theory, definition of appreciation, rights theory, and definition of veteran. In this research, the researcher used descriptive qualitative methods to describe government politics to appreciate veterans' rights, especially in Manufahi district. The research information in question is the Manufahi Veterans Commission, veterans who have received their rights and also veterans who feel marginalized from their rights as fighters, all of whom consist of of 8 people. Data collection techniques in this research are observation, documentation interviews and interactive model data analysis techniques according to Miles & Huberman (2017:247) to expedite the existing research process. The conclusion of all research results regarding the analysis of the effectiveness and efficiency of government politics in appreciating veterans' rights. The government's policy of appreciating veterans' rights has not been effective and efficient. Veterans' problems will become more complex for the government to resolve. The political and discriminatory problems resulting from the implementation of pension and renovation policies further increase the dissatisfaction of veterans. Veterans' problems will not be resolved if there are still veterans who feel marginalized. from government politics. Party system practices and favoritism in the process of collecting veteran data become obstacles for the government to solve veterans' problems if the process remains non-transparent, the influence of political parties and the family system becomes a barrier to finding solutions to veterans' problems correctly and definitively. The problem will become complicated in the future, because both individuals and groups of veterans feel dissatisfied with the politics implemented by the government.

Abstract

This study aimed to test and analyze the impact of Auditor Competence (X1) and Auditor Professional Ethics (X2) on Audit Quality (Y) at the Tribunal de Contas Timor-Leste. The research questions focused on determining the extent to which competence (X1) and professional ethics (X2) influence audit quality (Y). The population of the study consisted of all 50 staff members of the Tribunal de Contas, with data collected using a census method through questionnaires. Multiple linear regression analysis, T-tests, and SPSS version 21 were used for statistical analysis. The multiple linear regression equation obtained was Y = -2.006 + 0.536 + 0.321 + e, with a determination coefficient (R²) of 0.329, indicating that 32.9% of the variance in audit quality was explained by the two independent variables, while the remaining 67.1% was influenced by other factors not examined. The T-test results showed that Auditor Competence (X1) had a T-statistic value of 2.429, which was greater than the T-table value of 1.677, with a significance level of 0.019, meaning that it had a positive but insignificant effect on audit quality. On the other hand, Auditor Professional Ethics (X2) had a T-statistic value of 2.930, exceeding the T-table value of 1.677, with a significance level of 0.003, indicating a positive and significant effect on audit quality. Therefore, while competence was not a major determinant, professional ethics significantly contributed to audit quality at the Tribunal de Contas.

Abstract

Purpose: This study aims to analyze the development of the tourism sector and the creative economy in the Bima district and the extent to which the tourism and creative economy sectors have contributed to economic growth at both the regional and national levels. Research Methodology: A descriptive qualitative approach was applied using SWOT analysis to identify internal strengths and weaknesses, as well as external opportunities and threats. Data were obtained through field observations, stakeholder interviews, and document reviews. Results: The analysis shows that Bima Regency possesses diverse tourism resources and creative economy products, but their development is uneven. Only destinations with large capital investments have progressed, while many potential attractions remain underdeveloped. Key weaknesses include limited certified tourism human resources, insufficient culinary training, low innovation among MSMEs, and weak collaboration. Conclusions: Tourism and creative economy development in Bima requires an aggressive S–O strategy that leverages strengths and opportunities by improving human resource capacity, enhancing MSME innovation, expanding culinary programs, and strengthening partnerships. Limitations: This study focused only on Bima Regency, limiting the generalizability of its findings to other regions. The qualitative nature of the research also restricts the quantitative measurement of economic impacts. Contribution: This study contributes to the regional development discourse by offering strategic insights for sustainable tourism and creative economy growth, aligning local initiatives with national policies to increase competitiveness and economic resilience.

Abstract

The presence of Timor-Leste as an independent country but not fully integrated into ASEAN creates a complex relationship ambiguity. This article explores exclusionary practices that hinder Timor-Leste's membership process in ASEAN and the challenges faced in overcoming this ambiguity. Through an analysis of regional political dynamics, the article discusses how ASEAN manages the geopolitical complexities in Southeast Asia following Timor-Leste's independence in 2002. A descriptive analytical approach is used to understand the factors influencing the ASEAN membership process for Timor-Leste. The research highlights the role of ASEAN diplomacy in managing relations with Timor-Leste inclusively, in accordance with principles of sovereignty and regional security. The study concludes that Timor-Leste's membership process in ASEAN faces significant challenges, requiring a long-term strategy evaluation to integrate Timor-Leste effectively. Recommendations include deepening broader regional cooperation, strengthening ASEAN diplomacy, and building more open dialogue with Timor-Leste. These steps are expected to pave the way for resolving relationship ambiguities and enhancing regional stability in Southeast Asia. The parameters used in this research are Institutional Theory supported by a Historical-Comparative Approach.
