Abstract

This study aims to determine the level of public service at the Education Coordinator Office of Taniwel and Taniwel Timur Subdistricts, West Seram Regency, and to find out the obstacles and steps to optimize public services at the Education Coordinator Office of Taniwel and Taniwel Timur Districts, West Seram Regency. This research is a combination of quantitative descriptive using a qualitative approach. The subjects of this study were all service users of the Education Coordinator Office of Taniwel and Taniwel Timur Districts, West Seram Regency who needed public services. The data analysis of this study used the frequency value and the average score. Based on the results of the analysis, it is known that the level of public service at the Education Coordinator Office of Taniwel and Taniwel Timur Districts, West Seram Regency is in the B- or Good category with a note. This assessment is reviewed from 6 aspects, namely service policy, HR professionalism, infrastructure, public service information systems, consultation and complaints, and service innovation. The obstacles in public services at the Education Coordinator Office of Taniwel and Taniwel Timur Subdistricts, West Seram Regency, namely: The condition of employees who are generally still high school educated, lack of technological knowledge in employees due to lack of training, and limited facilities and infrastructure. The steps to optimize public services at the Education Coordinator Office of Taniwel and Taniwel Timur Subdistricts, West Seram Regency are to cultivate excellent service, increase supporting facilities, increase HR professionalism, and evaluate the results of satisfaction assessments with services.

Abstract

The research was conducted to examine the implementation of government policy on charging frame energy (TCBM) as well as improving the well-being of staff at Yos Sudarso Ambon port. The results of the researchers' observations that the implementation of employee welfare standards has not been optimized in accordance with the regulations in force. Furthermore, wages paid to officials on the basis of boarding are not on the amount of income so it is still weak in the administration of financial administration. As for the research method used, it is qualitative descriptive by conducting in-depth interviews with the chosen informants. As for the findings of the research, (1). There's still recruitment of port workers based on the family system. Besides, there's still a weak motivation to do the hard work itself. (2). That the reality of a balanced and harmonious social life between the working groups in the port of Ambon can be used as an example of a good working relationship.

Abstract

This research is conducted to examine how leadership and work-life balance influence employee performance through the mediating role of employee engagement at the Regional Personnel Agency of Maluku Province. The study employs a descriptive-quantitative method with a causal correlation design, indicating that the independent variables are hypothesized to have causal effects on the dependent variable. The research population includes all 144 employees of the Regional Personnel Agency of Maluku Province. Sampling was determined using the Isaac and Michael table, resulting in 100 respondents at a 95% confidence level, selected through simple random sampling using a lottery technique. Data were analyzed using path analysis. The findings reveal that (1) leadership positively and significantly affects employee engagement, (2) work-life balance positively and significantly affects employee engagement, (3) employee engagement positively and significantly affects performance, (4) leadership does not directly affect employee performance significantly, (5) work-life balance does not directly affect performance significantly, (6) leadership positively and significantly influences performance through employee engagement, and (7) work-life balance positively and significantly influences performance through employee engagement.

Abstract

This study examines the influence of village apparatus service quality, measured using the SERVQUAL model, on community satisfaction in Olong Administrative Village, North Seram District, Central Maluku Regency. The SERVQUAL model, covering tangibles, reliability, responsiveness, assurance, and empathy, serves to evaluate how well public services meet community expectations. Service quality in villages significantly affects trust, governance, and local development. This research identifies which dimensions most strongly affect community satisfaction and assesses whether village services meet public sector standards. Findings aim to provide practical insights for village governments, policymakers, and stakeholders to improve service quality, address gaps, and enhance residents’ experiences, thereby promoting more effective and responsive governance at the village level.

Abstract

This study investigates the influence of human resource quality of Negeri apparatus on the planning, implementation, and accountability of development programs based on official planning documents in Teon Nila Serua District, Central Maluku Regency. Negeri apparatus are key actors in village governance, translating development priorities into effective planning and reporting. Using a quantitative associative approach, data were collected from 67 respondents via structured questionnaires and analyzed with multiple linear regression. The results show that human resource quality has a significant positive effect on planning accuracy, program implementation, and accountability reporting. The model explains 48.7% of the variation in program management outcomes (R² = 0.487). These findings highlight the need to strengthen Negeri apparatus capacity through targeted training, administrative support, and improved coordination to ensure transparent, accountable, and responsive governance at the village level.
