Abstract

Dengan demikian, pendekatan pemberdayaan partisipatif melalui penguatan kapasitas peer educator terbukti menjadi strategi efektif dalam mendukung upaya promotif dan preventif kesehatan di komunitas lokal.ABSTRACTAdolescent health issues in local communities represent a strategic concern that requires special attention, particularly due to the tendency toward risky behaviors that can negatively affect their quality of life and future. Assessment results revealed a low level of implementation of clean and healthy living behaviors, as well as a tendency to engage in risky behaviors such as smoking, alcohol consumption, and premarital sexual activity. This community engagement program aims to empower local communities by strengthening the capacity of peer educators as agents of change through a Participatory Empowerment approach. The program was implemented in several stages, including situation analysis, advocacy, peer educator training, and the establishment of adolescent health posts (posyandu remaja). In addition, a youth communication forum was formed as a sustainable platform for disseminating health information. The results showed an increase in adolescents’ understanding of health issues, the formation of an active communication forum, and improved access to health information and services. Thus, the participatory empowerment approach through strengthening peer educator capacity has proven to be an effective strategy in supporting health promotion and prevention efforts in local communities.

Abstract

This study aims to identify the types of empowerment for persons with disabilities that can enhance disaster preparedness, given that this group faces higher vulnerability to disaster risks. The research employed a systematic review design based on the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) guidelines. Relevant scientific articles were collected from Scopus, ScienceDirect, and PubMed using English-language keywords. From a total of 1,503 articles identified, 15 were selected through a screening process based on inclusion and exclusion criteria. The findings indicate that social empowerment, community-based empowerment, participatory empowerment, capacity building, and systems and policy-based empowerment significantly improve disaster preparedness knowledge, attitudes, and practices among persons with disabilities. Effective empowerment strategies include preparedness training, involvement in decision-making processes, and the strengthening of social support and access to inclusive information. However, challenges such as limited resources, social stigma, and lack of cross-sectoral coordination remain significant obstacles. In conclusion, empowering persons with disabilities plays a crucial role in enhancing disaster preparedness, highlighting the need for inclusive, participatory, and sustainable strategies to ensure equitable and effective disaster management for all vulnerable groups.

Abstract

Central Java Province is one of the regions in Indonesia with a high disaster risk. This situation directly affects the disruption of health services, including reproductive health, which is crucial for vulnerable groups such as pregnant women, infants, and adolescent girls. Reproductive health services in crisis situations still face various challenges, such as limited interagency coordination, human resource constraints, and lack of service system integration. This study aims to explore the opportunities and challenges of forming a reproductive health sub-cluster as part of a health crisis preparedness strategy in Central Java. The method used is a qualitative descriptive approach involving cross-sector stakeholders such as the Health Office, BKKBN, BPBD, Community Health Centers (Puskesmas), community organizations, and universities. Activities were carried out through several stages: regional identification, coordination team formation, Minimum Initial Service Package (MISP) training, and sub-cluster implementation evaluation. The results showed the establishment of a sub-cluster structure that was able to strengthen coordination systems and improve stakeholder capacity in crisis response. The MISP workshop significantly increased participants’ understanding of reproductive health services in emergency situations. Focus group discussions also indicated increased cross-sector collaboration and community engagement. Therefore, the formation of the reproductive health sub-cluster is an effective strategy in building a responsive and inclusive preparedness system in disaster-prone areas. This model can be replicated in other regions to strengthen the resilience of the national health system.
