Abstract

Desa Kawali is one of the Smart Fisheries Villages (SFVs) located in the Kawali District, with its main commodity being tilapia fish. Currently, there are approximately 4,000 fish ponds around the location of Desa Kawali with immense potential. The abundant production of tilapia fish, supported by extensive aquaculture land, can serve as a primary asset in ensuring food security for the village community and also in enhancing their welfare. The welfare of the residents of Desa Kawali largely depends on tilapia fish, which are marketed in the form of live fish or ready-to-consume products. While there is a growing number of processed fish products, the variety and quantity of processed products produced are still limited. Community service is conducted using the Participatory Rural Appraisal (PRA) approach. The PRA method is an approach to community empowerment that emphasizes the involvement or participation of the community in all activities, with external facilitators serving as guides to facilitate community activities. It is a participatory action research method designed to encourage active participation of the community in the development process. The results of the community service activities conducted, ranging from the delivery of materials to practical product manufacturing and packaging, can be summarized as follows: the community service activities conducted provide numerous benefits to the participants. These activities also impact the skills of the participants, and with proper and attractive product packaging, the processed products become more marketable

Abstract

This study aims to analyze the cost and revenue structure and evaluate the financial feasibility of the tilapia (Oreochromis niloticus) seed production (hatchery) business. The breeding stage is a crucial early phase in the aquaculture production cycle. The feasibility evaluation encompassed calculations of the Revenue to Cost Ratio (R/C), Break-Even Point (BEP), and Return on Investment (ROI). The method employed was a profitability analysis using revenue theory, applying the R/C, BEP, and ROI formulas to the business's cost and revenue data. The results indicate that from a technical and technological perspective, all operational requirements for the hatchery were met, including location suitability, operational scale, pond management, and resource utilization, supported by a single-level distribution system. Economically, the business showed profitability and business viability. The total revenue reached IDR 79,552,083. The financial analysis yielded an R/C ratio of 1.5, signifying that every Rp1 spent generated IDR 1.5 in revenue. The production break-even point (BEP) was achieved at 12,635,416 fish seeds. It is concluded that the tilapia seed production business is comprehensively feasible and profitable for further development.

Abstract

This study aims to analyze the implementation of the PNPM-MKP-DJDJPB PUMP program, particularly in Cilacap City, assesses public response to the program, and identify factors influencing its implementation. Data analysis was conducted descriptively. The results indicate that while the implementation of the PNPM-MKP program adheres to normative guidelines at each stage, there is a gap between the intended goals and the actual outcomes. This discrepancy is highlighted by public responses regarding program sustainability, participation, benefits, and conflicts during implementation. Additionally, several factors affecting the program’s overall effectiveness were identified, indicating the need for significant improvements. Key supporting factors include the appropriateness of the location, the provision of production equipment, and accuracy in selecting beneficiaries. On the other hand, inhibitory factors include the lack of ongoing support, insufficient training, and misalignment between beneficiary needs and program objectives. Based on these findings, policy recommendations to enhance future direct cash assistance (BLT) programs include: (1) ensuring procedural consistency in program activities, (2) improving beneficiary selection accuracy, (3) providing continuous training and mentoring for beneficiaries, and (4) evaluating the programs to support sustainable business development and beneficiary self-reliance.
