Abstract

The study aims to discuss the prospects and development of the Smart City concept in sustainable transportation systems in Indonesia. The study assesses the various challenges and opportunities emerging from the integration of information and communication technology into existing transport infrastructure. Through an in-depth literature exploration, the research identifies key factors that influence the implementation of Smart Cities and explores strategies that can accelerate the realization of efficient, inclusive, and sustainable smart transport. Research results show that the implementation of Smart Cities in Indonesia is still in its early stages, but has great potential due to the demands of rapid urbanization and development. The Smart City concept is expected to support reducing congestion, improving energy efficiency, and reducing greenhouse gas emissions. However, the research also reveals a number of major obstacles, including the need for massive investment in infrastructure, cyber security, and the digital gap between regions.

Abstract

Abstrak. Desa memiliki peran sentral dalam pembangunan nasional terutama setelah terbitnya Undang-Undang Nomor 6 Tahun 2014 tentang Desa. Banyaknya permasalahan yang ditimbulkan akibat tidak tersedianya peta desa, berdampak pada terkendalanya pembangunan daerah. Sampai saat ini batas wilayah yang memiliki dasar hukum di Kabupaten Demak adalah batas desa RTRW tahun 2011-2031 yang mana batas tersebut merupakan batas indikatif. Berdasarkan hal tersebut, penelitian ini ingin mencoba mengidentifikasi batas definitif melalui pendekatan partisipatif. Pelibatan masyarakat sekitar dalam memetakan batas desa bermanfaat bagi pemerintah daerah maupun masyarakat. Pelibatan ini akan meningkatkan kesadaran akan memiliki ruang wilayah desa sehingga batas desa yang dihasilkan akan lebih akurat. Penelitian ini bertujuan untuk mengidentifikasi perubahan batas desa sebagai model penataan ruang partisipatif di Desa Wilalung Kabupaten Demak. Metode yang digunakan pada penelitian ini adalah metode kartometrik. Metode kartometrik adalah metode pemetaan dengan melakukan penelusuran batas wilayah di atas peta kerja beresolusi tinggi. Dengan metode kartometrik, diharapkan batas desa yang dihasilkan lebih akurat dan disepakati oleh pihak-pihak desa yang berbatasan. Hasil penelitian ini menunjukkan terdapat perubahan luasan sebesar 7.5 hektar dari batas wilayah Desa Wilalung berdasarkan RTRW. Selain perubahan luasan, hasil analisis kartometrik menunjukkan perubahan penggunaan lahan persawahan yang meningkat akibat dari penegasan batas desa. Peta desa yang dihasilkan tidak hanya meningkatkan kepastian hukum hak atas tanah namun juga peran partisipasi masyarakat desa dalam pembangunan. Abstract. Villages have a central role in national development, especially after the issuance of Law No. 6/2014 on Villages. The many problems caused by the unavailability of village maps have resulted in constraints to regional development. Until now, the boundaries that have a legal basis in Demak Regency are Demak Regency Spatial Plan (RTRW) 2011- 2031 village boundaries, which are indicative boundaries. This research aims to identify definitive boundaries through a participatory approach. Involving the surrounding community in mapping village boundaries is beneficial for both the local government and the community. This involvement will increase the awareness of owning village territorial space so that the resulting village boundaries will be more accurate. This research aims to identify changes in village boundaries as a model of participatory spatial planning in Wilalung Village, Demak Regency. The method used in this research is the cartometric method. The cartometric method is a mapping method by tracing the boundaries of an area on a high-resolution map. With the cartometric method, it is expected that the resulting village boundaries will be more accurate and agreed upon by the bordering villages. The results of this research show that there is an area change of 7.5 hectares from the Wilalung Village boundary based on the RTRW. In addition to the change in area, the results of the cartometric analysis showed a change in the land use of rice fields that increased as a result of village boundary confirmation. The resulting village map not only increases the legal certainty of land rights but also the role of village community participation in development.
