Abstract

The national defense industry is an industry that has high economic value in national development. Currently, the Indonesian defense industry continues to develop, producing defense equipment such as aircraft, drones, warships, combat vehicles, weapons, ammunition, missiles and components needed for defense. However, the existence of the defense industry is still concentrated on the island of Java. Indonesia, which has a very large land and sea area of ​​approximately 5,176,800 km2 and has potential military and non-military threats throughout the region, needs to carry out the distribution of industrial locations on large islands which can be used as a defense strategy and the mobilization of defense equipment and defense products quickly towards hot spots. Meanwhile, the joint defense area has also been divided into three, namely the Joint Defense Area Command (Joint Regional Defense Command) I, II and III. The division of the joint defense command area includes Joint Regional Defense Command I in western Indonesia, Joint Regional Defense Command II in central Indonesia and Joint Regional Defense Command III in eastern Indonesia. The defense industry is also balanced with a warehouse system for personnel provisions, operational provisions and maintenance provisions according to the defense area. The problem in this research is that there is no defense industry on the large islands in the Joint Regional Defense Command working area, which has become an obstacle in mobilizing logistics to face threats. The results of this research show the importance of distributing or deconcentrating the defense industry from Java to large islands in the Joint Regional Defense Command area so that it can respond to logistics mobilization to face threats. Abstract

Mental coaching in an effort to prevent criminal and disciplinary violations among Indonesian Air Force soldiers is seen as one of the key elements in shaping the character and morale of soldiers, which in turn has a direct impact on performance and compliance with regulations. This study analyzes various forms of mental coaching implemented in the TNI AU environment, as well as their effectiveness in reducing incidents of legal and disciplinary violations. Through a qualitative approach with a case study method, data were collected from in-depth interviews, observations, and analysis of related documents. The results of the study indicate that systematic and ongoing mental coaching has a significant impact in reducing the number of violations among soldiers. In addition, this study found that mental coaching not only helps in preventing violations, but also plays a role in improving the morale and work ethics of soldiers, which is very important in supporting the main tasks of the TNI AU. This study recommends increasing the intensity and quality of mental coaching programs in the TNI AU environment, as well as its integration with other training programs to form soldiers with strong character and high discipline. Thus, mental coaching has been proven to be one of the effective strategies in maintaining the professionalism and integrity of TNI AU soldiers in carrying out their duties.

Abstract

After the ratification of the Treaty Between Australia and the Democratic Republic of Timor Leste Establishing Their Maritime Bunderies in the Timor Sea on 31 May 2018, it marked the settlement of the maritime boundary dispute between the Democratic Republic of Timor Leste (RDTL) and Australia through the mechanism of the International Court of Arbitration in The Hague. The settlement of this maritime boundary dispute does not include Indonesia as a country that directly borders RDTL and Australia. The settlement of this maritime boundary dispute ignores the maritime boundary agreement between Indonesia and Australia in 1971 and 1972. RDTL and Australia ignore the agreement, resulting in duplication and contradiction. This study uses a qualitative method with a defense science and legal approach. The results of this study indicate that the maritime boundary agreement between RDTL and Australia is not in accordance with the provisions of international maritime law UNCLOS 1982. The drawing of maritime boundaries using meridian lines causes the sea boundaries to widen to the east and west. The Greater Sunrise area is mostly included in the RDTL sea area. This agreement is very detrimental to Indonesia in the fields of politics, economy, security and defense. In order to maintain the security and integrity of the national jurisdictional sea area, the Indonesian Navy continues to increase its Diplomatic, Police and Defense roles based on the 1971 and 1972 maritime boundary agreements and using the maritime map issued by Indonesia in 2017. The Indonesian government must be proactive in renegotiating with RDTL and Australia in accordance with the provisions of UNCLOS 1982, the 1933 Montevideo Convention and the 1961 Vienna Convention.

Abstract

Operasi Eyes in the Sky (EIS) merupakan bentuk kerja sama pertahanan multinasional antara Indonesia, Malaysia, Singapura dan Thailand yang bertujuan menjaga keamanan di Selat Malaka dan Selat Singapura. Kawasan ini memiliki nilai strategis karena menjadi jalur pelayaran utama dunia yang rawan ancaman non-tradisional seperti perompakan, penyelundupan dan pelanggaran wilayah udara. Penelitian ini menganalisis implementasi operasi gabungan EIS sejak diluncurkan tahun 2005 hingga 2024 sebagai upaya pengamanan wilayah udara dan maritim nasional dalam menjaga kedaulatan NKRI. Penelitian menggunakan metode kualitatif dengan pendekatan deskriptif melalui wawancara, studi dokumentasi dan observasi lapangan. Analisis dilakukan berdasarkan teori implementasi kebijakan, teori keamanan multidimensi serta konsep Maritime Domain Awareness (MDA). Hasil penelitian menunjukkan bahwa EIS efektif menurunkan aktivitas ilegal di kawasan dan memperkuat kerja sama pertahanan regional. Namun, efektivitasnya masih terkendala oleh keterbatasan interoperabilitas sistem komunikasi lintas matra, perbedaan kebijakan antarnegara serta belum optimalnya sinergi pertahanan nasional dalam kerangka Whole of Government Approach. Kontribusi penelitian ini terletak pada pemetaan integrasi interoperabilitas sistem pertahanan dan sinergi kelembagaan nasional dalam konteks penguatan Maritime Domain Awareness kawasan. Kesimpulan penelitian ini menegaskan bahwa EIS merupakan model kerja sama pertahanan yang efektif dalam memperkuat keamanan udara dan maritim nasional sekaligus mendukung diplomasi pertahanan Indonesia di kawasan ASEAN.
