Abstract

Banda Sakti District, which is the capital of Lhokseumawe, certainly requires the development of city infrastructure that is orderly, neat, orderly and has comfortable open spaces, so that it is not disturbed by street vendors selling in front of shops, on the side of the road, on the sidewalks on Jalan Pase. The aim of this research is to describe the effectiveness of government policy in removing street vendors. The method used in this research is descriptive qualitative research through interviews, observation and documentation, data analysis techniques are carried out through data collection, data reduction, data presentation and data verification. This research used 9 informants who were determined purposively. The results of the research found that on Jalan Pase there were 38 out of 270 street vendors selling on the side of the road, in front of shops, on sidewalks, in front of offices and schools and were not willing to move to the location (relocation) that had been provided by the Lhokseumawe City Government due to relocation (place new) does not match the condition. The conclusion is that the government policy of Lhokseumawe Mayor Regulation Number 06 of 2010 concerning the relocation of controlling street vendors has been implemented through an individual approach by providing warnings, but the government's objectives regarding the relocation of street vendors have not been realized effectively, because the street vendors have not been successfully moved to the new relocation .

Abstract

This study aims to explore the teaching strategies of Islamic Religious Education (PAI) teachers in developing CERIA learning for students at SMAN 1 Rundeng. Using a qualitative approach, data was collected through interviews and observations involving school principals, teachers, and students. The findings reveal that the teaching strategies implemented by PAI teachers focus on enhancing scientific concepts through various interactive and engaging teaching models. The study also identifies several challenges, including the limited application of teaching strategies, minimal scientific concept development, lack of facilities and technology, the absence of a PAI laboratory, insufficient parental involvement, and inadequate school support. To overcome these challenges, collaboration between teachers and parents needs to be strengthened to enhance the effectiveness of CERIA learning in scientific concepts.

Abstract

Kecamatan Banda Sakti merupakan Ibu Kota Lhokseumawe tentu memerlukan pembangunan infrastruktur Kota yang tertib, rapi, teratur dan memiliki ruang terbuka yang nyaman, sehingga tidak terganggu dengan pedagang kaki lima yang berjualan di depan toko, dipinggiran jalan, di atas trotoar di Jalan Pase. Tujuan penelitian ini untuk mendeskripsikan Efektivitas kebijakan pemerintah dalam pemindahan pedagang kaki lima. Metode yang digunakan dalam penelitian ini meupakan penelitian kualitatif yang bersifat deskriptif melalui wawancara, observasi dan dokumentasi, teknik analisis data ditempuh melalui koleksi data, mereduksi data, penyajian data dan verifikasi data. Penelitian ini menggunakan 9 informan yang ditentukan secara purposif. Hasil penelitian diketemukan bahwa di Jalan Pase terdapat 38 dari 270 pedagang kaki lima yang berjualan dipinggiran jalan, depan toko, di atas trotoar, depan kantor dan sekolah dan tidak bersedia untuk pindah ke lokasi (relokasi) yang telah disediakan Pemerintah Kota Lhokseumawe karena relokasi (tempat baru) tidak sesuai dengan kondisi. Kesimpulan bahwa kebijakan pemerintah Peraturan Walikota Lhokseumawe Nomor 06 tahun 2010 tentang relokasi penertiban pedagang kaki lima sudah dilaksanakan melalui pendekatan individu dengan memberikan peringatan, namun tujuan pemerintah tentang relokasi pedagang kaki lima belum terwujud secara efektif, karena pedagang kaki lima belum berhasil dipindahkan ke relokasi yang baru.

Abstract

Indonesia telah berimplikasi pada luasnya kewenangan pemerintah untuk mencampuri semua bidang kehidupan rakyat atau warga negara. Berbeda halnya dengan negara hukum klasik yang membatasi tugas negara hanya pada bidang keamanan dan ketertiban atau yang dikenal dengan istilah negara penjaga malam (nachtwakkersstaat) sehingga kewenangan pemerintah sangat terbatas. Tulisan ini bertujuan posisi prinsip-prinsip dasar pemerintahan yang baik dalam pembelaan hukum bagi warga negara. Penelitian ini merupakan penelitian hukum (legal research) dengan empat pendekatan yaitu pendekatan peraturan perundang – undangan (statutory approach), pendekatan kasus (case approach) pendekatan konseptual (conceptual approach) dan pendekatan perbandingan (comparative approach). Penelitian ini dapat disimpulkan bahwa Asas-asas umum pemerintahan yang baik mempunyai kedudukan dalam Hukum Administrasi Negara bukan hanya sebatas teori atau doktrin tetapi eksistensinya telah diakui oleh peraturan perundang-undangan. Serta Penerapan asas-asas umum pemerintahan yang baik dalam perlindungan hukum bagi warga negara dilakukan oleh badan atau pejabat tata usaha negara dengan menjadikan asas-asas umum pemerintahan yang baik sebagai pedoman dalam mengeluarkan keputusan tata usaha negara dan sebagai alat uji bagi pengadilan tata usaha negara dalam menguji keputusan tata usaha negara yang digugat oleh warga negara.
