Abstract

A hospital is a group that medical professionals do in a well-structured manner. Electronic medical records are a transition from manual to computerized patient medical records. The function of electronic medical records in general is to improve the quality of services provided to patients. The method used in this study is a descriptive qualitative method and data collected through observation and interviews, the informants in this study are 3 people, namely the head of the medical record coordinator, registration officer and IT officer. Factors that hinder the readiness to implement electronic medical records include 3 aspects, namely: Human resources (HR), infrastructure and information technology (IT). The results obtained at the Karel Sadsuitubun Langgur Hospital are the lack of understanding and knowledge of officers related to electronic medical records, inadequate computers in the polyclinic room due to cost constraints, and the lack of integration with Satu Sehat. The readiness of the implementation of electronic medical records at Karel Sadsuitubun Langgur Hospital is still hampered by these 3 aspects so that there is a need for socialization and training to officers, the holding of computers in each polyclinic room so that services can run optimally and immediately cooperate with Satu Sehat.

Abstract

Perkembangan sistem informasi dan teknologi yang semakin pesat kini di rumah sakit dalam aktivitasnya berupa peralihan dari manual ke digital (elektronik). Di RSUD Karel Sadsuitubun Langgur Maluku Tenggara sudah menerapkan rekam medis elektronik yang sudah berjalan selama 1 tahun, namun hanya berjalan 30%. Dengan ini peneliti bertujuan untuk pengoptimalisasian penerapan rekam medis elektronik agar dapat mempermudah proses pelayanan kepada pasien. Metode yang digunakan yaitu kualitatif deskriptif dengan diagram fishbone (tulang ikan) terkait faktor penghambat 5M: (Sumber Daya Manusia, Mesin, Metode, Material, Lingkungan). Penelitian ini mengidentifikasi permasalahan yang terjadi pada sumber daya manusia bahwa kurangnya sosialisasi dan pelatihan sehingga beberapa petugas belum bisa menggunakan rekam medis elektronik, pada mesin yaitu perangkat komputer kurang memadai dan sekali gangguan pada komputer maka akan berkelanjutan Kemudian, metode yaitu SOP dan kebijakan belum terlalu kuat dan material yaitu berkas rekam medis masih berbentuk kertas. Lingkungan yaitu sebagian besar pasien masih menggunakan pengisian rekam medis secara manual dan hak akses masih diperuntukkan untuk semua pengguna. Penerapan rekam medis elektronik pada RSUD Karel Sadsuitubun Langgur Maluku Tenggara sudah sesuai dengan Permenkes No. 24 Tahun 2022, namun faktor 5M tersebut yang menjadi penghambat dalam optimalisasi penerapan rekam medis elektronik.

Abstract

Karel Sadsuitubun General Hospital, similar to numerous other healthcare facilities, has adopted RME. Implementing RME is essential for enhancing the effective and efficient management of risks. The approach employed in this study is qualitative description with an emphasis on case studies. Data were gathered via semi-structured, in-depth interviews involving three informants: TPPRJ officers, TPPRI, and reporting officers. Employing purposive sampling, the interviews explored six aspects, revealing seven key points concerning obstacles encountered in implementing RME at Karel Sadsuitubun Hospital. These barriers include RME system performance, system speed, features in the RME system, accuracy of system information, data integrity, technical constraints, resources and financing systems, and data security in the system. The implementation of the RME system in this hospital still faces various problems such as system performance, system speed, data integrity, technical constraints, resources and financing systems, and data security.
