Abstract

PT. Usda Seroja Jaya is a company engaged in the fields of Shipping, Shipyard, and Agency. During the process of a ship's arrival at Batam port, it is necessary to manage the Ship Operation Plan (RPK). The Ship Operation Plan (RPK) is a document that serves as proof of the placement of an Indonesian-flagged vessel at a port to support domestic sea transportation activities. There are two types of shipping routes in the Ship Operation Plan (RPK): Regular and Scheduled Routes (Liner), which refer to scheduled and regular sea transport services with specified stopover ports, and Irregular and Unscheduled Routes (Tramper), which refer to sea transport services that are not fixed or scheduled. In this paper, the author uses field research, observation, and library research methods to address the handling of the Ship Operation Plan (RPK) within the SIMLALA system. Common challenges include unstable internet connections, which hinder the processing of the RPK, frequent server errors or troubles within SIMLALA, and large file sizes. Therefore, it is crucial to ensure timely processing of the RPK in SIMLALA. The purpose of this study is to understand the process of managing the RPK within SIMLALA so that ship operations are not disrupted. In conclusion, the management of the Ship Operation Plan (RPK) at PT. Usda Seroja Jaya must be carried out properly to ensure that the RPK process runs smoothly.

Abstract

Refueling or bunkering is an activity carried out when the ship is ready to sail. In refueling activities, it is very dangerous for work accidents to occur, the implementation of refueling (bunkers) which is less than optimal can also cause accidents and losses for the company and other parties. These losses include oil spilling into the sea, fires and so on. The execution of refueling is still less than optimal in using personal protective equipment and there is a lack of coordination between several crew members. The aim of this research is to determine the causes of work accidents, efforts are being made to improve supervision of refueling on ships. Supervision during the fuel oil filling process is very important because this activity carries a very high risk of work accidents. This method was written using field methods (field research), namely observation and interviews (interviews) and literature (Library Research). Factors that cause work accidents during the process of filling ships with fuel oil on ships are lack of coordination between the officers involved, lack of awareness in the use of personal protective equipment in accordance with SOP (Standard Operational Procedure)..

Abstract

This study aims to explain the procedure for processing the Notice of Readiness (NOR) document for coal-carrying vessels at PT. Armada Lintas Baruna Bandar Lampung and to identify the consequences that occur when the NOR is submitted late or contains inaccuracies. As vessels from international shipping companies frequently call at Indonesian ports to transport coal abroad, companies must continuously improve service efficiency and reliability to support national shipping and trade performance. PT. Armada Lintas Baruna plays a key role in managing export vessels, particularly coal carriers, from loading ports to their country destinations, and the NOR serves as a crucial document through which the Ship Master declares that the vessel is fully prepared to load or discharge cargo during the charter period. The NOR service process includes several stages: verification of vessel readiness by the agent, preparation and submission of the NOR document, verification by the port authority, issuance of NOR confirmation, and document closing. Delays or errors in NOR submission can disrupt the vessel’s operational schedule, potentially causing financial losses for shipowners through demurrage charges. This paper employs both field research and library research to provide an in-depth understanding of the NOR service mechanism.

Abstract

The Port Clearance Certificate (PCC / SPB) is a mandatory state document issued by the Harbor Master (Syahbandar) as proof of the ship's seaworthiness and the fulfillment of all administrative obligations before leaving the port. In the clearance process for foreign-flagged vessels, the role of the shipping agent is crucial as the representative of the ship owner to coordinate all required permits and documents with various related government agencies (Harbor Master's Office/KSOP, Customs, Quarantine, and Immigration). PT. Dalian Putra Maritim Belawan Branch utilizes an integrated digital system (Inapornet) to manage ship agency services for both incoming and outgoing vessels. This study aims to comprehensively analyze and describe the role and effectiveness of the ship agent, PT. Dalian Putra Maritim Belawan Branch, in expediting the process of issuing the Port Clearance for foreign ships at the Harbor Master and Port Authority Office (KSOP) in Belawan. This research employs a qualitative-descriptive method supported by: 1) Library Research to collect theoretical data and regulations; and 2) Field Research, which involves direct observation of Standard Operating Procedures (SOPs) and the collection of accurate data within the Belawan Port environment. The research results indicate that the ship agent plays a central and vital role in the entire Port Clearance issuance process. The success of issuing the Port Clearance is heavily dependent on the speed, accuracy, and efficiency of the coordination carried out by the agent, ensuring that the vessel meets all safety, security, and maritime environmental protection requirements before being permitted to sail.
